E10003) Dear Mr. Edmonds: With regard to the services associated with Project E10003- Broadway WWTP Effluent Line Rehabilitation, we are proposing the following $0.00 amendment to locate and assess the 42-inch effluent wastewater line from the Broadway wastewater treatment plant. PROJECT BACKGROUND The Broadway Effluent Line Rehabilitation Project (E10003) original contract was executed in 2009. The purpose of the project was initially to rehabilitate approximately 1,450 feet of the existing 42-inch effluent line from the New Broadway Wastewater treatment Plant (NBWWTP) to the concrete lined Salt Flats Ditch, constructing a new outfall structure and connecting to the New Broadway WWTP. In 2011, a new Amendment was executed that included rehabilitation of approximately 1,300 linear feet of existing 42-inch concrete flex joint effluent line and the installation of approximately 2,600 linear feet of new 42-inch line parallel to the Salt Flats Drainage Ditch from the New Broadway Wastewater Treatment Plant (NBWWTP) to the Port of Corpus Christi ship channel. However, due to issues arising in obtaining the necessary discharge permits from TCEQ concerning the line rehabilitation and outfall structure relocation, the project was put on-hold by the City. In July 2015 and 2016, the City and LNV explored a number of options for the rehabilitation of the 42-inch effluent line. LNV was contacted to provide engineering services to redesign the NBWWTP Effluent Line Rehabilitation project, which included slip lining approximately 1,300 linear feet of the existing 42 inch effluent line and the installation of approximately 2,600 linear feet of a new 42 inch line from the New Broadway WWTP to the Port of Corpus Christi Ship Channel. LNV submitted the design for this project to the City on September 16, 2016 but the construction of the project was put on-hold until further notice. EXHIBIT A Paae 1 of 4 Following this, in September 2017, LNV was contacted by the City to assess damage to the 42- inch effluent line located approximately 300 feet north of the permitted outfall structure at Corpus Christi Ship Channel. Based on the assessment, LNV assisted the City with the design for the rehabilitation of the 42-inch reinforced concrete effluent line from New Broadway Wastewater Treatment Plant (NBWWTP). As per original design, 1,350 LF of the 42-inch effluent line from NBWWTP was to be rehabilitated by slip lining the existing pipe from Junction Box B to the outtake at Salt Flats Ditch. As per the City's directive, it was decided that the effluent line would be rehabilitated by CIPP lining instead of slip lining and construction on the project began in March 2018 and was completed in April 2018. In addition, LNV is to also provide technical and supplemental support to the City as requested. PURPOSE The purpose of this Amendment No. 6 is to assist the City in assessing the cause of damage to the 42-inch NBWWTP, under this amendment hydro excavation will be performed to locate the 42- inch wastewater line. Following this, video and sonar inspection will be conducted by a Remote Operated Vehicle (ROV)to determine the cause of pipe failure. Based on the results obtained, the engineer will then provide a brief summary memorandum to the City detailing the findings of the inspection. SCOPE OF SERVICES: ADDITIONAL SERVICES: ITEM 8—Technical and Supplemental Support This task will be comprised of the following: • Perform hydro excavation services at expected location of pipe failure • Excavate three(3),4' long x 6"wide slot trenches to locate and expose 42-inch wastewater line • Deploy ROV and enter the wastewater line from the outfall in the ship channel • Perform video and sonar inspection from within the 42-inch waterline until damage point is reached • Analyze data collected to assess cause of pipe failure • Provide summary memorandum to the City detailing findings of inspection and cause of failure EXHIBIT A Paae 2 of 4 SCHEDULE Activity Completion Date Contract Execution-Notice to Proceed (NTP) TBD Additional Services: Hydro excavation 5 Weeks after NTP ROV wastewater line analysis 5 Weeks after NTP Final summary memorandum 7 Weeks after NTP SUMMARY OF A/E CONTRACT FEES All work under Amendment 6 is to be performed on a Lump Sum basis. The amount for this Amendment is $31,812.00. This will be a zero dollar contract and funds will be reallocated from the Amendment 1 Construction Phase to the Technical and Supplemental Support Phase for Amendment 6.
