HomeMy WebLinkAboutC2018-524 - 8/7/2018 - NA TASK ORDER 2 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and Freese and Nichols, Inc. (Consultant) dated December 19, 2017 (Motion M2017-196) (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT DESCRIPTION: 18033B North Beach Coastal Protection 2. SCOPE OF SERVICES The scope of services includes preliminary engineering street feasibility and cost estimate reports. This task order is more fully described in Exhibit A. 3. COMPENSATION The total amount not to exceed for Task Order No. 2 only is $24,744. This Task Order is approved and Consultant may proceed. PROJECT DESCRIPTION —N. Beach Coastal Protection Project ID No. TBD 2. SCOPE OF SERVICES — a. FNI will meet with City staff to: • Discuss project goals • Discuss project parameters and timelines • Discuss funding opportunities for this project • Receive guidance on project approach • Receive record drawings, studies, utility base maps, surveys, or other project information • Discuss permitting requirements, approaches, and timelines b. With the support of the City, FNI will obtain existing data needed to perform the evaluation of the proposed Erosion Protection conceptual plan. Existing data needed to support the evaluation may include, but not be limited to: bathymetry, geology, geotech, hydrology, storm analysis, existing beach morphology and changes, sediment transport mechanisms, and topographic survey. c. FNI will identify expected technical considerations for the conceptual project plan, including: need for protective structures relative to proposed concepts, constructability of desired features, and required future maintenance considerations. FNI will identify potential project composition alternatives for island material (beneficial use of fill from other projects, e.g. future dredging for new Port projects, Harbor Bridge abutment demolition, etc.), and structural composition, such as: reuse of roadway concrete rip rap, rubble-rock, and manufactured shoreline protection alternatives. The technical practicality and associated preliminary costs of implementing these considerations will be estimated. d. FNI will conduct basic numerical modeling for conceptual evaluation of the water elevations, wind, waves, and currents to determine potential siting of a coastal protective structure(s), such as: distance from beach, basic geometry, and depth of water. FNI will assemble and submit a draft Conceptual Plan Evaluation Report to include: • Results of the technical practicality assessment • Alternatives for protective features of the conceptual project plan • Order of magnitude Conceptual level Opinion of Probable Construction Costs for both reuse material and original construction material. • Permitting guidance • Sequence of events table or narrative to guide the City on the process needed to bring the project to a successful conclusion, including identification of roadblocks or major milestones. • Identification of post-construction maintenance considerations • FNI will meet with City Staff in a submittal meeting f. FNI will assemble and submit a final Conceptual Plan Evaluation Report based on City review comments. g. FNI will attend upato(2)meetings with Engineering and/or Utilities Staff to facilitate project coordination h. FNI will attend up to one (1) meeting with USACE's regulatory staff The City staff will: a) Assign a project manager to oversee the project b) Provide all relevant data or guidance required to support updated design details c) Review and comment on the draft Conceptual Plan Evaluation Report d) Attend meeting with USACE—Corpus Christi Regulatory Field Office Submittals: 1 draft report(2 hard copies and 1 electronic) 1 final report(2 hard copies and 1 electronic) Schedule: Date Activity Fee Coordinate and meet with City for guidance on Conceptual Plan $3,417.00 Within 1 week of Notice to Evaluation Report and review Proceed preliminary data provided.
