AMENDMENT NO. 1
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, hereinafter called "City," and Stearns, Conrad and Schmidt,
Consulting Engineers, Inc. (SCS), hereinafter called "Consultant," agree to the following amendment to
the Contract for Professional Services for Solid Waste Air Compliance and Gas Monitoring 2018
(Project No. E17115) as authorized and administratively amended by:
Original Contract January 16, 2018 Motion No. M2018-007 $156,840.00
EXHIBIT A, SECTION 2. SCOPE OF SERVICES shall be amended as set forth in the attached
Amendment No. 1, Exhibit "A".
EXHIBIT A, SECTION 3. FEES, SUMMARY OF FEES shall be amended based on the modified scope of
services in the attached Amendment No. 1, Exhibit "A" Summary of Fees for a fee not to exceed $30,897
for a total restated fee not to exceed $189,737.
All other terms and conditions of the January 16, 2018 Contract for Professional Services between the City
and Consultant, and of any amendments to that contract which are not specifically addressed herein shall
remain in full force and effect.

Corpus Christi,Texas Proposal for Well Extensions and Lowerings(Revised)
Dear Mr. Benavides:
SCS Field Services (SCS-FS) is pleased to submit this proposal to the City of Corpus Christi
(City) to extend and lower landfill gas(LFG) extraction wells at the Cefe Valenzuela Landfill
(Site) which are part of the gas collection and control system(GCCS). Proposal details related to
scope, schedule, assumptions, and costs are provided below.
SCOPE OF SERVICES
Task 1 — Fabrication of Spool Pieces for Well Extension
Since well casings and associated lateral (vacuum) lines are flanged, spool pieces will be
fabricated at the Site to use in extending the wells. All spool pieces will be produced by SCS-FS
personnel prior to any wells being extended.
Task 2 —Well Extension and Lowering
SCS-FS will extend 13 LFG extraction wells at the Site to accommodate ongoing disposal
operations. Each extension will be limited to 10 feet. To account for filling in the area, it is
anticipated that each well may have to be extended twice. While an SCS-FS crew will fabricate
the spool pieces(see above), wells will typically be extended by an SCS-FS technician with
assistance from City personnel. In addition to installation of spool pieces, two to three wells may
have air and leachate forcemain lines associated with them which will need to be extended.
To accommodate possible removal of waste in the future, lowering of extended wells may be
necessary. Wells would be lowered as waste around them is removed by disconnecting
individual spool pieces and then reinstalling the wellheads. To facilitate well lowering, a
backhoe or excavator with operator will be needed to assist personnel. These services are also
accounted for under this task.

SCHEDULE
SCS-FS is prepared to implement the scope of services described in this proposal within two
weeks of receiving authorization from the City to proceed. Spool fabrication work will be
completed prior to any wells being extended. Wells will then be extended on multiple future
dates as disposal operations progress along the topslope of the fill area. Wellhead lowering will
occur in the future on an as-needed basis.
ASSUMPTIONS AND CONDITIONS
With regard to services performed in accordance with this proposal scope, SCS-FS offers the
following assumptions and conditions:
1. Spool fabrication work will be done by a two-man SCS-FS crew with all materials and
equipment necessary to complete the work.
2. Well extensions will typically be performed by an SCS-FS technician with assistance
from City personnel.
3. After being extended, the City will place soil around the wells to stabilize them and
minimize the potential for damage from heavy equipment and vehicles. This will also
facilitate monitoring of wells until the area is brought up to grade.
4. Well lowering will be performed by an SCS-FS technician with assistance from City
personnel. In addition to personnel, the City will also provide a backhoe or excavator
with operator to facilitate removal of the spool piece and wellhead.
5. To reduce mobilization costs, well extensions and lowerings will be scheduled to occur in
conjunction with routine monthly GCCS operations, monitoring, and maintenance
services. To accommodate times when this is not feasible, separate mobilization costs
have been accounted for in the cost estimate below.
6. Weather and site conditions will be suitable for accomplishing the work in accordance
with the proposed schedule.
7. This proposal is valid for 60 days from the date of this submittal. This proposal is
confidential and for the City's use only. Work will be performed under the contract that
SCS-FS currently has with the City.
COST ESTIMATE
Services will be provided on a time-and-materials basis for the estimated not-to-exceed costs
indicated below.

Tables showing how costs were determined are included with this proposal. These costs cover
labor,equipment and materials, and other reimbursables assumed necessary for the anticipated
services. The actual allocation of costs may differ from that shown in the tables; however,the
total cost will not be exceeded without prior approval from the City. If additional services are
needed beyond the scope of this proposal,then they will be provided in accordance with the
current contract fee schedules and only with prior approval from the City. If you find this
proposal acceptable,then you may indicate your approval by issuance of a PO number and/or by
signing below and returning a copy of this proposal to SCS-FS.
