This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus
Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform
services on the project described below as provided in this Task Order and in the Agreement. This Task Order
shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall
supplement the Agreement as it pertains to the project described below.
PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264
1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with
any technical, operational, maintenance, diagnostic and design concerns for the City's O.N. Stevens Water
Treatment Plant and six wastewater treatment plants.
2. SCOPE OF SERVICES —O. N. Stevens Water Treatment Plant Liquid Chlorine Piping Replacement and
more fully described in Exhibit A.
3. COMPENSATION —The total amount not to exceed for Task Order No. 26B only is $0.00.
This Task Order is approved and Consultant may proceed. All other terms and conditions of the Agreement
remain in full force and effect.

PURPOSE OF SUPPLEMENTAL TASK AUTHORIZATION NO. 26B
The purpose of this task authorization is to re-allocate funds from previously approved TA23-Task0002-
ClearLogX System Evaluation (which is no longer required) to provide additional technical support for
ONSWTP Liquid Chlorine Piping Replacement project(TA26).
The additional technical support is anticipated to include but is not limited to providing additional risk
mitigation measures, detailed electrical and instrumentation design, isometric piping layout drawings,
addition of blower and ventilation system and construction phase technical support.
OUTLINE OF SCOPE OF WORK UNDER TASK AUTHORIZATION NO. 26
At the O.N. Stevens Water Treatment Plant, pressurized liquid chlorine is piped from the railcar storage
area to the gas measurement building where it is first converted to gas at the evaporators,and then metered
at the chlorinators prior to injection. A portion of the liquid piping between the railcars and the exterior
wall of the gas measurement building was replaced in the past few years and is still in good condition.
However, the piping from the exterior of the building to the feed side of the three evaporators is in very
poor condition and needs to be replaced.
The purpose of this task authorization is to assist the City in the replacement of the liquid chlorine piping
that runs between the outside wall of the gas measurement building and the upstream side of the three
evaporators (the portion in poor condition). This task authorization will provide the City with
recommendations for replacement of the piping along with the development of a construction package for
implementing the recommendations. Additionally, due to the critical nature of the project, this task
authorization will also assist the City by providing extensive construction phase services support for the
successful replacement of the piping.
OUTLINE OF SCOPE OF WORK UNDER SUPPLEMENTAL TASK
AUTHORIZATION NO. 26B
The notice to proceed for Task Authorization No. 26 was received on April 24, 2018. The project is
currently in the design phase and during this phase, additional items were identified by the City staff that
are to be included in the scope of work to ensure successful completion of this critical project.
This task authorization is proposed as a zero dollar task authorization to address the additional design
effort.These additions in design include the following:

• Development of isometric drawings,
• Development of electrical drawings,
• Replacement of a section of chlorine gas piping
• Replacement of the existing ventilation system(blower and louver assembly)
Apart from revisions to plans and specifications;supplementary site visits,meetings and coordination were
required to include the additional design elements in the bid package.
In order to ensure successful construction/installation of the additional design elements, this task
authorization also proposes to include additional effort for Engineer to perform necessary construction
observation services.
It is also to be noted that the intent of the design performed under this task authorization was to address the
high risk and functionality issues associated with the existing system. The intent of the emergency piping
and ventilation system replacement was not to redesign the existing system to meet current codes, but to
address system issues by replacing the existing components with similar components. The improvements
are anticipated to be in service until the proposed replacement of the system within the next 3-4
years. Proposed improvements have been selected in collaboration with the City to meet their operating
needs while the system remains in service.
SCOPE OF WORK
BASIC SERVICES:
The Engineer will perform the following:
Task 0001 —Design Phase
1. Develop isometric drawings for the proposed liquid chlorine piping system as
requested by City staff.
2. Perform up to two(2)additional site visits to assist in design.
3. Develop additional details and specifications for the replacement of a section of
chlorine gas discharge piping identified to be in critical condition.
4. Perform sizing calculations and include notes in drawings specifying make and
model of new blower and louver system for the gas measurement building.
5. Specify electrical requirements and connections for proposed blower.
6. Develop additional plan sheets for electrical power plan, conduit and wiring
schedule.
7. Provide additional draft bid package submittal to City and conduct submittal
workshop to obtain City review comments on revisions/additions made to original
draft bid package.
Task 0003—Construction Phase
1. Perform up to two (2) additional site visits to observe construction/installation of
additional design items.
2. Provide clarifications and respond to RFIs from the contractor.

DELIVERABLES
The Engineer will prepare final bid package and provide one(1)hard copy and one(1)electronic copy to
the designated City Task Authorization Manager specified under this task authorization. The final bid
package will include the following:
• Construction plans
• Technical specifications
• Maintenance of Operations Plan
• The Chlorine Institute Pamphlet 6-Edition 10-Piping Systems for Chlorine
• City of Corpus Christi ONSWTP Instrumentation and Electrical Standards(E13064)
SCHEDULE
The Engineer's services shall be performed in a timely manner consistent with sound professional practices.
The Engineer will complete the work according to the following schedule:

Schedule
The time limits set forth in the schedule shall include allowances for reasonable and expected review time
by the City and approval by authorities having jurisdiction over this project and shall not be allowed as
cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those
anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made
to the agreed upon schedule shall be made in writing and accepted by both parties.
The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice
to Proceed(written or emailed).
FEE
This is a zero-dollar task authorization that re-allocates previously approved funds.It reduces the total NTE
amount of TA 23-Task0002 by$31,426.05 and increases NTE amount for TA26 by$31,344.
The task authorization will be billed on a Time and Materials (T&M). The Engineer will not incur cost in
excess of this not-to-exceed the amount without prior written authorization from City.
The detailed fee analysis for this task authorization is provided in Attachment A.
