("Consultant"), agree to the following amendments to the Contract for Professional Services for Cefe Valenzuela Landfill Disposal Cell Interim Cover(Project No. E11061): Original Contract January 22, 2013 Ordinance No. 029728 $475,465 Amendment No. 1 September 26, 2016 Administrative Approval $4,000 Amendment No. 2 December 28, 2016 Administrative Approval $5,000 Amendment No. 3 January 19, 2017 Administrative Approval $1,500 Amendment No. 4 February 6, 2017 Administrative Approval $49,500 Amendment No. 5 August 11, 2017 Administrative Approval $45,000 In the Original Contract, Exhibit"A", Section I.Scope of Services shall be amended as set forth in the attached Amendment No. 6, Exhibit "A". In the Original Contract, Section III. shall be amended based on the modified scope of services in the attached Amendment No. 6, Exhibit"A"for a fee not to exceed $27,000, for a total restated fee not to exceed $607,465. All other terms and conditions of the January 22,2013 Contract for Professional Services between the City and Consultant, and of any amendments to that contract, which are not specifically addressed herein shall remain in full force and effect. Box 9277 Corpus Christi, TX 78469 Re: Proposal for Permit Modification - E11061 Amendment No. 6 Water Treatment Residuals Mulch Blend as Daily Cover for Cefe Valenzuela Landfill Dear Mr. Mikolajczyk: As requested by the City of Corpus Christ (City), CP&Y, Inc. (CPY), respectfully submits this proposal to prepare a permit modification for the Cefe Valenzuela Landfill (CVL) to use water treatment residuals (WTR) and mulch blend as daily cover. The mulch and WTR residual blend is currently being used as alternative daily cover at CVL under a temporary authorization (TA) from the Texas Commission on Environment Quality (TCEQ). The site is currently on the second six- month trial period of the TA. Per TCEQ requirements, at the end of second six-month trial period, the City is required to amend the permit if the WTR residual mx will continue being used at CVL. The purpose of this proposal is to provide the City with the scope and fees associated with developing a permit modification for CVL to use the WTR mulch blend as daily cover on a permeant basis. Refer to the sections below for detail breakdown of scope of services and fees. SCOPE OF SERVICES A. Permit Modification • Prepare a notice permit modification application in accordance with TCEQ Title 30 Texas Administrative Code 305.70(k)(1), which allows the City to amend the permit after a one-year trail period the ADC material proves to be effective as daily cover. • Review the Site Development Plan and Site Operating Plan of the Permit Application for any applicable updates of text and drawings. • Prepare TCEQ From 20660 to accompany the permit modification application • Prepare a landowner map and list • Prepare and mail letter to send out the surrounding landowners • Review application with the City staff and incorporate comments • TCEQ Communications / Meetings • Submit the appropriate number of copies of the permit modification application to TCEQ for their review and comments. • TCEQ application fee 1820 Regal Row.Suite 200 Dallas.Texas 75235 AMEND. Response to Notice of Deficiency (NOD) • Prepare a response to TCEQ comments • Update and resubmit permit modification application. FEES CP&Y proposes to complete the Scope of Services for a Lump Sum Fee of$27,000. The basis for this cost is provided in the Fee Table below. Any additional services required by the City of Corpus Christi will be provided at the unit rates in the Fee Table. Additional comment response are not included in the original scope of fees. We appreciate the opportunity to provide solid waste engineering services to the City of Corpus Christi, and to assist Cefe Valenzuela Landfill in providing adequate and efficient disposal capacity for the City, and maintaining regulatory compliance.
