This Task Order pertains to a Master Services Agreement for Geotechnical and Construction Materials Testing by
and between City of Corpus Christi,Texas(City)and Rock Engineering&Testing Laboratory, Inc.,(Lab)dated
January 16, 2018 by Motion No. M2018-005 (Agreement). Lab shall perform services on the project described
below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been
properly signed by both parties. Upon execution,this Task Order shall supplement the Agreement as it pertains to
the project described below.

3. COMPENSATION —The total amount not to exceed for this Task Order only is $7,400.00
This Task Order is approved, and Lab may proceed. All other terms and conditions of the Agreement remain in
full force and effect.

Dear Ms. West,
Rock Engineering and Testing Laboratory, Inc. (RETL) (TBPE Firm No. 2101) is pleased to submit the
following proposal to provide a subsurface investigation, laboratory testing, and pavement
recommendations for the design of the proposed Frio Street, Hacala Street, and Dorado Street corridor
complete reconstruction project from Greenwood Drive to Martin Street located in Corpus Christi, Texas.
Based on information provided to RETL, the project will include the complete reconstruction of Frio
Street from Greenwood Drive to Martin Street. The new roadway will accommodate two (2) travel lanes,
which is consistent with the Minor Residential Collector (C-1) designation in the Urban Transportation
Plan. There is an elementary school on this road section, so a lot of drop off&pick up traffic, as well as
school busses. The major utilities (water, sanitary sewer, natural gas) and storm sewer systems will be
upgraded as part of the improvements.
As directed by the City of Corpus Christi's Engineering Services Department, RETL will perform six
borings to a termination depth of 5-feet, and three pavement cores at the designated locations provided by
the City of Corpus Christi. (Total number of Borings: 6; Total linear feet of Drilling: 30 LF).

Additionally, RETL will perform the following:
• Evaluate the subsurface soils within the limits of the proposed roadway rehabilitation project by
obtaining information on the in-situ soils and groundwater conditions and to provide flexible and
rigid pavement sections suitable for 30-year pavement designs.
• Provide recommendations for the use of either reinforced concrete or non-reinforced concrete
pavement and the suitability for each option.
• Provide soil parameters, trench excavation design parameters, OSHA soil type classification and
recommendations needed by the contractor/engineer to design braced excavations for installation
of underground utilities.
The scope of work is outlined below.
Scope of the Proposed Subsurface Investigation
• RETL or a representative of the client shall stake the boring/core locations in the field prior to the
field investigation.
• Coordination with the Texas 811 system will be performed by RETL to identify underground utilities
in the proximity of the boring/core locations. The borings/cores will be relocated if necessary.
• RETL will provide proper traffic control and traffic control devices as required by the City of Corpus
Christi during our field investigation.
• An electric, diamond tip, coring rig will be used to core through the asphalt at the core locations.
• An experienced soil technician will log the borings in the field full-time during the drilling operations.
• A truck mounted drilling rig or a hand auger may be utilized to access the boring locations.
• Hand auger and sampling operations will be performed in accordance with the procedures for
"Standard Practice for Soil Exploration and Sampling by Auger Borings, (ASTM D1452)." Portable
static cone penetrometer tests may be performed at each sampling interval.
• The borings will be sampled continuously to the termination depth of 5-feet.
• Disturbed soil samples may be obtained employing split-barrel sampling procedures in general
accordance with the procedures for "Penetration Test and Split-Barrel Sampling of Soils, (ASTM
D1586)."
• Relatively undisturbed soil samples may be obtained using thin-wall tube sampling procedures in
accordance with "Thin Walled Tube Sampling of Soils, (ASTM D1587)," if applicable.
• Shear strength of cohesive soils may be estimated using a hand penetrometer, if applicable.
• Standard penetration tests (SPT)may be recorded in granular soils.
• The borings will be advanced to the depth specified above.
• Groundwater readings will be obtained during drilling and immediately upon completion of the
drilling operations.
• After completion of drilling operations, the open boreholes will be backfilled with cuttings from the
drilling operations. RETL will dispose any remaining cuttings from the borings. As necessary, RETL
will repair asphalt with a grout/cement mixture or cold mix.

Scope of Laboratory Testing Program
• Supplementary Visual Classification(ASTM D2487)
• Water Content Tests (ASTM D2216)
• Atterberg Limits Tests (ASTM D4318)
• Unconfined Compression Tests (ASTM D2166)
• Percent passing No. 200 (ASTM D1140)
The preceding test methods may be performed on selected samples, depending on the actual subsurface
conditions encountered. All phases of the laboratory testing program will be performed in general
accordance with applicable ASTM Specifications. All laboratory test results will be provided in the report
or included on the boring logs.
Projected Schedule
After authorization, it is estimated that the drilling operations can begin within 5 to 10 business days and
the final report will be submitted within three weeks of the completed fieldwork. RETL will consult with
the engineers as field and laboratory test results become available by providing preliminary
recommendations as required to assist in design. If adjustments to the proposed timeline are required to
meet the existing project schedule, please contact RETL so that we can accommodate your needs.
Geotechnical Engineering Report
In addition to the field and laboratory testing, a geotechnical engineering report will be prepared that
includes a description of the field exploration and laboratory tests, boring logs, and a discussion of the
engineering properties of the subsurface materials encountered, trench excavation design parameters,
OSHA soil type classification, utility trench recommendations and pavement recommendations for the
proposed project utilizing the following information provided to RETL by the owner.
• Flow Line of Utilities
• Street Elevations
• Traffic Counts,
• Projected Percent Growth of Traffic Over Life of Pavement
• Design Vehicles, and
• Percent Trucks
Fee and Limitations
We understand that we have been chosen to provide these services under Master Services Agreement for
Geotechnical and Construction Materials Testing, Project Number 17100A, dated January 16, 2018 for
this publicly funded project. Therefore, by providing cost information, we are not in violation of the
Texas Professional Services Procurement Act.
The total fee to perform the scope of work outlined above is $7,400.00.

The Total Project Fee includes the field investigation, laboratory testing, geotechnical and pavement
recommendations, and report preparation. The following items will be added to the final invoice as
required:
1. Additional HMAC cores: $300.00 per core.
2. Standby time: $275.00 per hour/per company
Please note that the total fee provided above will be honored for 90 days after the date of this proposal.
After 90 days, RETL should be contacted to reevaluate the fees and revise the proposal as needed.
Services provided for any revisions after the submittal of the final report, approved by the client in a
change order,will be invoiced at a rate of$180.00 per hour.
The total fee to perform the scope of work does not include site assistance in the event the boring
locations are inaccessible. Mechanical assistance required to access the boring locations will be assessed
based on the subcontractors' hourly fee plus the mobilization fee.
Services provided by RETL under this Agreement will be performed in a manner consistent with the
degree of care and skill ordinarily exercised by members of the same profession currently practicing
under similar circumstances.
