E. CITY MANAGER'S COMMENTS/UPDATE ON CITY OPERATIONS:
Mayor McComb referred to City Manager's Comments.City Manager Peter
Zanoni reported on the following topics:
a. GOVERNMENT ACTIONS RELATED TO CORONA VIRUS
City Manager Peter Zanoni said today's report would focus on the COVID-19
situation and small business assistance. He asked Director of Public Health
Annette Rodriguez to provide an update.

Director of Public Health Annette Rodriguez gave an update on COVID-19 as
follows: drive thrus help reduce the strain on hospital emergency rooms for
the most critical ill;testing is only available for those who meet the CDC
criteria;the Health District is working with the Coastal Bend Blood Center;and
there are 31 cases in Nueces County.
Council members and Director of Public Health Annette Rodriguez discussed
the following topics: if the report can include cases by zip codes;the results
and protocol of drive thru testing;DPS is at the airport to question where
people are coming from and if they plan to self-quarantine;the flu season is
coming to an end;and allergies are year-round.
City Manager Peter Zanoni reported on the following items: the daily update
of COVID-19 cases in Nueces County;summary of stay at home or social
distancing dates;update on hospital supplies;a total of 15 first responders are
in quarantine; he and the County Judge have created a small business
recovery task force,comprised of about 20 members;and using Type A and
Type B funds to create a small business assistance program.
Council members and City Manager Zanoni discussed the the following topics:
restaurants seem to be hit the hardest;Small Business Administration is
granting up to$10,000 for small businesses;grant funding takes about a week;
certain hotels are offering rooms as hospital beds or as quarantine spaces if
hospitals are lacking rooms/beds for patients;what phone number small
businesses should call for information;what kind of gear is comprised of for
firefighters and police officers;there is an inadequate supply of gear;concern
about congregating at parks and playgrounds;and there are some restricted
park hours,but the City does not have the personnel to enforce and monitor
parks,so the City is asking for voluntary compliance.

F. PUBLIC COMMENT- AUDIENCE AND PRESENTER SOCIAL DISTANCING AND
PUBLIC TESTIMONY AND PUBLIC HEARING INPUT AT PUBLIC MEETINGS OF
THE CITY COUNCIL. To reduce the chance of COVID-19 transmission, public
meetings will be held in a manner intended to separate,to the maximum practical
extent, audience and presenters from personal contact with members of
Community, City Staff, and City Council.This meeting will be broadcast at
cctexas.com/services/council meeting-agendas-minutes-video. Public testimony
and public hearing input for Public Comment and all items on the agenda at
public meetings of the City Council should be provided in written format and
presented to the City Secretary and/or designee no later than five minutes after
the start of each meeting of the City Council. Testimony and/or public input shall
be in accordance with the City Secretary's instructions, which shall be posted on
the City Secretary Office's door and on the City website, and allow for electronic
submission.The written public testimony shall be provided to members of City
Council prior to voting on measures for that meeting.Written testimony shall be
limited in accordance with the City Secretary requirements and shall be placed
into the record of each meeting. This testimony shall serve as the required public
testimony pursuant to Texas Government Code 551.007 and shall constitute a
public hearing for purposes of any public hearing requirement under law.The
meeting may be held telephonically or via videoconference.The public may
participate remotely by following the instructions of the City Secretary at
cctexas.com/departments/city-secretary.

A motion was made by Council Member Molina,seconded by Council Member

Mayor McComb referred to Item 2. He said the Local Fare Review Committee
was being created at the request of the Corpus Christi Regional Transportation
Authority to comply with state law. The committee will review and approve
proposed fare increases.

Mayor McComb recommended the appointment of the following Council
Members: Paulette Guajardo,Michael Hunter,Everett Roy,Ben Molina and
Greg Smith.
Mayor McComb made a motion to appoint Council Members Guajardo(City),
Hunter(City),Roy(City),Molina(City),and Smith(City),seconded by Council
Member Molina and passed unanimously(Council Member Barrera-
abstained).
EXPLANATION OF COUNCIL ACTION:

Approval of the Consent Agenda
Mayor McComb referred to the Consent Agenda. Council members requested
that Items 3,6,9 and 10 be pulled for individual consideration.
There were no comments from the Council;or written testimony from the
public.
A motion was made by Council Member Smith,seconded by Council Member
Molina to approve the Consent Agenda with the exception of Items 3,6,9 and
10.The motion carried by the following vote:

3. Ordinance Approving and Extending the Order to Stay at Home issued by
the Mayor of the City of Corpus Christi Texas; providing for penalties; and
declaring an emergency.
Mayor McComb referred to Item 3.
Council members,City Attorney Miles Risley and City Manager Peter Zanoni
discussed the following topics: how extending the stay at home order will
affect small business owners;a request from a council member of certain
provisions for small businesses;the approval of funding economic recovery for
small businesses;a special council meeting on April 7,2020 to discuss possibly
extending the order past April 8,2020;the council members concurred with
extending the order to April 8,2020;the significance of extending the testing
date;the County Commissioners'Court next meeting is April 8,2020;extending
the order is for logistical reasons;a council member's concern as a small
business owner,the main need was for some level of predictability;the
number one goal is health and safety for the community;the public can call

the non-emergency number(361-886-2600)to report violations;and Section 4
states that there are penalties for violating the stay at home order.
Council Member Hernandez made a motion to approve the substitute
ordinance on emergency,seconded by Council Member Roy. This Ordinance
was passed on emergency as substitute and approved with the following vote:

4. Zoning Case No 0220-01, Cliff Investments, Inc. (District 3). Ordinance
rezoning property at or near 430 North Padre Island Drive (State Highway
358) from the "RM-3" Multifamily 3 District and "CG-2" General
Commercial District to the "IL" Light Industrial District. Planning
Commission and Staff recommend Approval. A%favorable vote of City
Council is required due to opposition by an adjacent property owner.
This Ordinance was passed on second reading on the consent agenda.

5. Ordinance accepting funds in the amount of$25,409.75 from the State of
Texas- Law Enforcement Officer Standards and Education Account for
Police Officer training; and appropriating $25,409.75 in the Police Grants
Fund.

Consent-Contracts and Procurement
6. Motion authorizing a three-year service agreement with Michele King,
DVM in an amount not to exceed $180,000.00 for veterinarian services .
for Animal Care Services (ACS), with FY 2020 funds in the amount of
$30,000.00 available through the General Fund.
Mayor McComb referred to Item 6.
A council member,Director of Contracts and Procurement Kim Baker,Joe
Skidmore with Animal Care Services and Police Chief Mike Markle discussed
the following topics: only one proposal was obtained because of the difficulty
to get vets to perform this service under contract;the animal care group has
extensively reached out to vets for assistance;the public and vets have been
notified about the contract;a council member's concern about the single bid;
and it is almost impossible to find a qualified vet who is willing to work in a

municipal environment and who has municipal experience.
Council Member Molina made a motion to approve this motion,seconded by
Council Member Guajardo. This Motion was passed and approved with the
following vote:

Enterprises, LLC of Corpus Christi, TX, in an amount not to exceed

available in the FY 2020 Stores Fund.
This Motion was passed on the consent agenda.

9. Motion awarding a construction contract to JE Construction Services,
LLC, for reconstruction and utility improvements of Airline Road from

funding is available from Street Bond 2018, Proposition B and FY2020
Storm Water, Wastewater, and Water Funds.

Council members and Director of Engineering Services Jeff H.Edmonds
discussed the following topics: the goal is to get the shopping center complete

before the holiday season;there is minor utility work needed for this project;
can the project be done within six months or less due to the Coronavirus;there
is no guarantee for this project to be done within six months;and a concern
that the project going over the six-month timeline could affect the economy.

10. Resolution adopting a Public Improvement District Policy offering an
alternative development financing tool to developers and amending City
Council Policies.
Mayor McComb referred to Item 10.
Council members and Director of Planning and Environmental Services Dan
McGinn discussed the following topics: the purpose of the Public Improvement
District Policy(PID)is to provide guidance and clarity to the public about the
rules of use;and the policy helps to fund infrastructure;and thanked the
planning department for their diligent effort.
Council Member Hernandez made a motion to approve the resolution,
seconded by Council Member Smith. This Resolution was passed on second
reading and approved with the following vote:

rezoning property at or near 2212 Morris Street from the"RS-6"
Single-Family 6 District to the "CI/SP" Intensive Commercial District with
a Special Permit. Planning Commission recommends denial. Staff
recommends approval. (3/4 Vote is required to overrule Planning
Commission's Recommendation)
Mayor McComb referred to Item 13.

discussed the following topics: if the delivery time is the same for concrete as
it is for asphalt;the quality difference of concrete versus asphalt;that concrete
costs significantly more than the asphalt;experts suggest concrete over
asphalt;and staff will present Council policy regarding use of asphalt in July
for review.

14. Ordinance authorizing a purchase of ten fiberglass lifeguard stands from
Industrial Design Research, Inc. for a total amount of$281,050.00 for
Parks and Recreation to be used for the City's Bay and Gulf Beaches
and funded by the State Hotel Occupancy Tax Fund; appropriating
$281,050.00 from the State Hotel Occupancy Tax Fund; and amending
the budget to increase expenditures.
Mayor McComb referred to Item 14.
Director of Parks and Recreation Jermel Stevenson presented information on
the following topics: approval for purchase of ten fiberglass lifeguard stands in
order to increase public safety;and staffs recommendation.
Council members and Director Stevenson discussed the following topics: if the
staff or contractor is installing the stand;the stands are on wheels,so no
installing is necessary;is there a plan for storing the stands during hurricanes;
the stands come with wheels,so they can be rolled away;the stands will be
secured and locked; if Industrial Design Research is the only supplier for
lifeguard stands;and the lifeguard stands will have ramps not stairs to ensure
safety of the Lifeguards.
Council Member Smith made a motion to approve the ordinance,seconded by

"essential"businesses;the county has a hotline to assist businesses with
questions about essential services;and some businesses cannot meet the
social distancing guidelines.

If no agenda item is specified,then this will be considered a general public comment and not a public hearing.
I wanted to praise you, Judge Canales, and all your teams for the response you gave the week of
March 16, 2020 after my alarming public comment from March 17. Unfortunately, as of this writing,
the local threat level has risen as I feared it would. In the future, I think it will be apparent you have
taken steps in the right direction.
Unfortunately by the time this is submitted to council, National Doctors' Day, March 30, will have
passed. I think a moment of thanks is due to all of the healthcare workers, delivery people,
restaurant workers, grocery workers, first responders, police, fire, and utility workers. They help keep
the city running while significant portions of it are shut down.
We will need to stay vigilant. The Spanish flu killed a lot of people in its second wave, and if we're
not heeding the advice of epidemiologists, we may find ourselves in the same situation. I hope that
we can find a way to return to a "normal" soon.

In regards to the city councils vote to extend the gatherings of no more than 10 people to April 17th,does this affect the
schools re-opening or is this a recommendation? We had just voted to start back with staff on the 13th and the students

The attached picture is an example of the family that arrived from Austin on March 25th. Besides the mother and two
little girls in the back of the truck and the grandparents getting ready to get in the truck,there is an adult male driver
and another senior citizen in the truck.Although work schedules are interrupted and schools are closed (enabling their
free time),they chose N Padre Island to come to because the beaches are open.Travelers are what brought the
Coronavirus to CC and it will continue to contribute to a spike unless we remove the travel attraction, i.e.the beach.Just
leaving it to people to exercise good civic responsibility isn't enough. We need to include the beaches in the closures.

To the Mayor and City of Corpus Christi,
Why is Corpus Christi and Nueces County keeping the beaches open. Having the beaches open has attracted many
people to CC. We have seen people arriving from as far away as IL, KC, Dallas Houston, Austin and surprisingly there
were cars on the beach from California and Massachusetts. Last night we watched as people moved into a rental condo
from Austin with 2 grandparents 3 adults and two children. Evidently they didn't heed the warning of"Staying Home" to
help contain the Coronavirus. It's not just going to the beach that creates the problem, its going to stores that brings
crowds off people together and increases the likely hood of spreading this potentially fatal disease.You've closed
council chambers to public meetings,yet kept the beaches open The beaches are attracting out of town visitors.The
disease has been brought here by out of towners and that's how it will continue to increase our pandemic count.This
pandemic is actually just starting. We need to close the beaches to take away the attraction of visitors to this area until
we get past the bell curve.Why would we issue stay at home advisories, but keep the beach open to visitors from all
over. Please close the beaches asap..Thank you.

You don't know me personally but I did exchange greetings and a handshake with you, during your visit to Corpus Christi
Christian Fellowship, as we celebrated the 100th birthday of Reverend Fields. I and my wife are essential personnel

My concern is that people in Corpus Christi are still "wandered" if they will be'forced" to take the COVID test even
though they have no signs of any symptoms of any kind of cold,flu,temperature.
The rumors which people can't understand the truth is that The Police will "force" people to go do it against their wishes
and necessities.
However, at the county level, our president said,that people can't go randomly to ask to be tested, unless the doctors
recommended it.
Also,for the caregivers, so much in need to take care of their patients, are the restrictions of"staying at home" apply?
I would like to have information on T.V.and media directly from Police Chief Markle to go to the public and also on a
press release I get...to clarify,
WHAT IS THE ROLE OF THE POLICE OFFICERS ON THIS EMERGENCY?

of police officers is at this time .
People need to be assured that they(POLICE)are our friends and not our enemies!

We are hearing news stories that people from New York and other covid-19 hot spots are coming to Corpus Christi and
quarantining, and perhaps seeking easy access to our medical facilities. We are worried that should covid-19 cases
skyrocket our hospitals will be unable to cope. We pay taxes here and find it disturbing to think that those from out of
state will come here and take our medical. It doesn't seem right.
