HomeMy WebLinkAboutC2017-072 - 1/30/2017 - NA TASK ORDER NO. 5 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical,operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES—Public Communication on City-Wide Water Quality 3. COMPENSATION —The total amount not to exceed for Task Order No. 5 only is $33,524. INDEXED City Project No. E16264 Professional Services Contract City of Corpus Christi Water/Wastewater Treatment On-Call Support Task Authorization No. 5 - Public Communication on City-wide Water Quality January 23, 2017 I LNV Task Order No. 5 Exhibit A Page lof 6 SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No. 5-Public Communication on City-wide Water Quality PURPOSE With the recent water quality challenges that the City of Corpus Christi has experienced,the City staff has begun a comprehensive outreach campaign to ensure that the public has accurate information regarding the water quality throughout the City. The City staff has also implemented a communications strategy to educate the public on the manner in which the water system is operated and the overall framework by which it is regulated. Through these various avenues, the City seeks to communicate the quality of water that is treated and delivered to the customers throughout the City. The purpose of this task authorization is to provide assistance to the City staff by performing detailed research that compares the regulatory framework that governs the City's water system with guidelines from other municipalities,states,and the federal government.This research includes an investigation into the common conditions that result in the issuance of Boil Water Notices (BWNs), the prevalence of BWNs throughout Texas, minimum disinfectant residual criteria, and other pertinent regulatory matters. This task authorization will also provide the City with general water quality, treatment, and distribution information (e.g., quality of raw water sources, seasonal variations in water quality, water treatment processes, water system infrastructure,etc.) that will be easily understood by the public and disseminated to educate them. SCOPE OF WORK ADDITIONAL SERVICES: ITEM 2—Permitting and Regulatory The Engineer will perform the following: A. Nationwide Review of Water Quality Regulatory Requirements 1. Review readily available disinfectant residual requirements for chloraminated water systems 2. Review Environmental Protection Agency (EPA) minimum requirements for disinfection in municipal water systems 3. Evaluate readily available disinfectant requirements and monitoring data for similarly sized states throughout the country 1 Task Order No. 5 Exhibit A Page 2 of 6 LNV t7VY!- ' B. Statewide Review of Water Quality Regulatory Impacts I. Review of Texas Commission on Environmental Quality (TCEQ) requirements for public drinking water system (30 TAC Chapter 290: Public Drinking Water) with particular emphasis on the following: i. Minimum disinfectant residual requirements ii. Boil Water Notice(BWN)issuance guidelines 2. Evaluate readily available disinfectant monitoring data for similarly sized municipalities in the state of Texas 3. Review readily available information on the statewide impacts of TCEQ drinking water regulations via number of BWNs and other restrictions on public water consumption ITEM 9—General Engineering The Engineer will perform the following: A. Development of Educational Materials for Water Quality,Treatment,and Distribution I. Provide overview of City's current water system, including, but not limited to the following, i. Description of quality and quantity of raw water sources ii. Summary of treatment processes at the O.N. Stevens Treatment Plant (ONSWTP) iii. Discussion of City-wide distribution system components(e.g.,water storage tanks,pump stations,etc.) 2. Provide overview of water-related capital improvement projects,including: i. Staples Pump Station Phase 2 ii. City-wide Elevated Water Storage Tanks iii. ONSWTP Sludge Management Improvements iv. ONSWTP Raw Water Influent Improvements v. ONSWTP Chemical Facilities Feed Improvements B. Development of Educational Materials for Regulatory Framework I. Provide overview of organization structure and function of Texas Commission on Environmental Quality(TCEQ) 2. Provide overview of regulatory requirements for municipal water system management with specific emphasis on the following: i. Minimum disinfectant residual in distribution system ii. Required reporting requirements to ensure compliance iii. Necessary conditions for BWNs and discontinuation of tap water notices 3. Outline the City's Utilities Department organizational structure with associated duties and responsibilities for each City staff member 4. 'r fog V s DELIVERABLES The Engineer will prepare a DRAFT memorandum, which will contain the findings from the Review of Water Quality Regulatory Requirements - Nationwide and Statewide. Upon receipt of comments, the Engineer will incorporate the comments into the FINAL memorandum and provide one(I)hard copy and one (1) electronic copy to the City's designated Task Authorization Manager specified under this authorization. The Engineer will also prepare various schematic drawings and exhibits related to information gathered under the "Development of Educational Materials for Water Quality, Treatment, and Distribution" and "Development of Educational Materials for Regulatory Framework" tasks, which are anticipated to be used to develop educational materials for public consumption. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The anticipated completion date for this work is February 9, 2016. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed (written or emailed). FEE The services will be provided on a Time and Materials (T&M) basis as the project is moved towards completion. The anticipated amount for this task authorization is $33,524, as shown in ATTACHMENT A.If the level of effort exceeds this estimate,a separate task authorization will be requested. 3 Task Order No. 5 Exhibit A Page 4 of 6 • .
