AMENDMENT NO. 4
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and CP&Y, Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for Cefe
Valenzuela Landfill Disposal Cell Interim Cover(Project No. E11061):
Original Contract January 22, 2013 Ordinance No. 029728 $475,465.00
Amendment No. 1 September 26, 2016 Administrative Approval $4,000.00
Amendment No. 2 December 28, 2016 Administrative Approval $5,000.00
Amendment No. 3 January 19, 2017 Administrative Approval $1,500.00
In the Original Contract, Exhibit"A", Section I.Scope of Services shall be amended as set forth in the
attached Amendment No. 4, Exhibit"A".
In the Original Contract, Section III. shall be amended based on the modified scope of services in the
attached Amendment No.4, Exhibit"A"for a fee not to exceed$49,500.00,for a total restated fee not
to exceed$535,465.00.
All other terms and conditions of the January 22, 2013 Contract for Professional Services between the
City and Consultant, and of any amendments to that contract, which are not specifically addressed
herein shall remain in full force and effect.

Use of WTP Residuals and Mulch as an Alternate Daily Cover
Cefe F. Valenzuela Landfill

Dear Mr. Mikolajczyk:
As requested by the City, CP&Y, Inc. (CPY), along with Alan Plummer Associates, Inc. (APAI) as a
subcontractor, respectfully submits this proposal to conduct Engineering Services in connection with the
use of WTP Residuals and Wood Mulch at the Cefe F. Valenzuela Landfill as an Alternate Daily Cover
(ADC). These proposed Engineering Services include the following Scope of Services.
Scope of Services
• Attend a Kick-off Meeting with the City to discuss the project, Scope of Services, schedule, and
deliverables
• Review other documentation available from the City relating to Residuals generation and
management at the WTP.
• Review available documentation from the City relating to mulch processing and management by
the City at their facility adjacent to the JC Elliott Landfill or at other locations.
• Review TCLP and TSS tests of the WTP Residuals performed by the City.
• Determine the Average Daily Quantity of WTP Residuals initially during lagoon cleanout and
anticipated Average Daily Quantity of ON Stevens WTP Residuals to be delivered to the Cefe
Valenzuela Landfill (CVL) on a long-term basis.
• Determine quantity of currently available mulch and anticipated future quantities of mulch to be
produced.
• Determine Storage Requirements for Residuals and Mulch.
• Evaluate areas of CVL for temporary storage and processing of WTP Residuals, Mulch and Soil
mixtures and prepared Alternate Daily Cover (ADC) material.
• Establish minimum solids content for the WTP Residuals to be accepted at the CVL for(1)
disposal, (2) Storage Area, and (3) Processing Area.
• Evaluate potential locations for future mulch production, including locations at the CVL.
• Prepare a Preliminary Plan including Schematics for storing Residuals, Mulch, and Soil and
producing ADC from various combinations of Residuals, Mulch and/or Soil.
• Meet with the City Representatives to discuss the Preliminary Plan and modify as required.
• Meet with Water Section and the MSW Section Representatives at TCEQ in Austin to discuss the
Preliminary Plan. Confirm their process and requirements for obtaining Temporary Authorization
to receive, store and process Residuals, Mulch and Soil to produce mixtures that may be used for
one or more ADCs.
• Prepare a request for Temporary Authorization to use each of the mixtures of Residual, Mulch or
Soil as an ADC (Temporary Authorization is for a six month period).
• Follow-up and meet with the City and TCEQ to answer questions and provide additional
information to receive approval for the Temporary Authorization. Follow-up will also include phone
conversations with the City and TCEQ.

• If the Temporary Authorization is approved, a request for an extension of the Temporary
Authorization will be prepared for an additional six month period. TCEQ will require a year of
data before considering the ADC for final approval.
It is not anticipated that TCEQ will require a significant amount of additional information or an extensive
amount of time to complete their review and approval of the initial Temporary Authorization. This Scope
assumes that the initial Temporary Authorization request will be granted by TCEQ within six months.
Proposed Fees
For the work efforts to be performed, as noted above, by CP&Y and APAI we propose to be paid a lump
sum fee of$49,500.00
Additional Services
1. Monthly Inspection and Reporting After approval of the Temporary Authorization it will be
necessary to monitor the Operations and provide Monthly Reports. CP&Y/APAI can assist with
this, but it is not included in this Scope at this time.
2. Modification of the Permit At the end of the year of monitoring, if the City wishes to use one or
more of the ADCs it will be necessary to request a Modification of the Permit. This will be a
Notice Modification in accordance with 30 TAC 305.70 (k). Preparation of this Modification
Application is not in this Scope but CP&Y/APAI can assist in its preparation and submittal.
3. Base Topographic Map It is assumed that the City will provide a digitized topographic base map
of the area to be used for processing and storage of the residuals, mulch and ADC.
We appreciate the opportunity to continue assisting the City of Corpus Christi with solid waste projects to
ensure the Cefe F. Valenzuela Landfill provides adequate and efficient disposal capacity for the City and
that it remains in regulatory compliance.
