PROFESSIONAL MONITORING CONTRACT
PACKERY CHANNEL MONITORING 2016-2017
Amendment No. 12
The City of Corpus Christi, Texas, hereinafter called "CITY", and Texas A&M University-Corpus
Christi hereinafter called "TAMU-CC", hereby agree to amendment of the Contract as approved
by City Council Motion 2008-052 on February 26, 2008, administratively amended on March 3,
2008, by Motion 2009-007 on January 13, 2009, by Motion 2009-091 on April 14, 2009, by Motion
2010-095 on April 27, 2010, administratively on September 21, 2010, by Motion 2011-212 on
September 27, 2011, by Motion 2012-165 on September 11, 2012, by Ordinance No. 29993 on
October 29, 2013, administratively on September 30, 2014, by Motion 2014-171 on December
16, 2014, by Motion 2015-120 on October 27, 2015 as follows:
I. SERVICES TO BE PERFORMED
TAMU-CC hereby agrees to perform all consulting services necessary to monitor, perform,
complete, and report the results of a comprehensive study of morphology and changes and
current velocity at Packery Channel.
II. SCOPE OF SERVICES
This administrative amendment revises the scope of Amendment No. 11, Task 2.5 Event/Storm
or Environmental/Engineer Support Surveys resulting in a reduction of fees of $32,600. Winter
Survey 2017 Services are added to Amendment No. 12, Task 2.2 Shoreline Position Survey, 2.3
Survey of channel and near shore depth and morphology resulting in an increase in fees of
$32,600. The net change to the contract is zero ($0).

IV. TERMINATION OF CONTRACT
The City may, at any time, with or without cause, terminate this contract upon thirty days written
notice to TAMU-CC at the address of record. In this event,TAMU-CC will be compensated for its
services on all stages authorized based upon TAMU-CC and City's estimate of the proportion of
the total services actually completed at the time of termination.
V. LOCAL PARTICIPATION
The City Council's stated policy is that City expenditures on contracts for professional services be
of maximum benefit to the local economy. TAMU-CC agrees that at least 75% of the work
described herein will be performed by a labor force residing within the Corpus Christi Metropolitan
Statistical Area (MSA). Additionally, no more than 25% of the work described herein will be
performed by a labor force residing outside the Corpus Christi Metropolitan Statistical Area(MSA.)
VI. ASSIGNABILITY
TAMU-CC will not assign, transfer or delegate any of its obligations or duties in this contract to
any other person without the prior written consent of the City, except for routine duties delegated
to personnel of TAMU-CC staff. If TAMU-CC is a partnership,then in the event of the termination
of the partnership, this contract will inure to the individual benefit of such partner or partners as
the City may designate. No part of the fee may be assigned in advance of receipt by TAMU-CC
without written consent of the City.
The City will not pay the fees of expert or technical assistance and consultants unless such
employment, including the rate of compensation, has been approved in writing by the City.
VII.DISCLOSURE OF INTEREST
TAMU-CC further agrees, in compliance with City of Corpus Christi Ordinance No. 17112, to
complete, as part of this contract,the Disclosure of Interests form attached hereto as Exhibit"B".
All other terms and conditions of the February 26, 2008 contract, as amended, between the City
and Consultant shall remain in effect.

Packery Channel Monitoring Program
Amendment 12
Summary of Effort
This amendment is proposed in order to conduct the scheduled season Winter Survey(2017)as
defined in the Packery Channel Monitoring Program. The request is necessary due to delays in
the finalization of the 2017 monitoring contract. The primary purpose of the Winter Survey is to
compare the data to previous surveys to determine if shoaling has increased, along with an
increase in volume, or if shoaling has decreased over a dynamic season. Trend analysis of the
data series guides determining/revising the dredge cycle forecast based on changes in the rate of
shoaling over the winter months. As you know, based on the Sep 2016 survey,the next dredge is
anticipated with the coming two years, conservatively the winter of 2018/2019. If the channel
continues shoaling and increases in volume over the winter months this would indicate a break in
a trend spanning the three previous winters. Deviation from anticipated channel function could
indicate that the forecasted dredge be updated to an earlier date. Other applications of the
proposed surveys are described below.
Task 2-2. Shoreline position survey
Importance:
-Applied to determine beach width along NPI Seawall: documentation for TGLO and guidance
toward bollard placement or adjustment along beach that has reached< 150-ft wide
-Applied to determine if beach is continuing to increase in width adjacent to inlet and at what
rate: as applied to inlet management and adaptive beach management.
Survey Cost: $3,900
Task 2-3 Survey of channel and nearshore depth and morphology (features of seafloor and
bottom of channel)
Importance:
-Dredge Schedule: revise based on rate of shoaling(or scour), increase/decrease in net volume
and extent of influence of shoaling in Entrance Channel (jettied region) on navigation
-Navigation Safety: identification of shoaling that may potentially limit navigable use of the
channel
Survey Cost: $28,700
Total Survey Cost: $32,600
Note: No F&A will be applied to survey costs as this work will be conducted under the existing
contract. F&A would be assessed if the surveys were funded through a separate agreement.
Note: The total cost of this amendment does not include cost of analysis because that is covered
by previous authorization unless otherwise directed by City Staff.
Implications if Winter Survey is not Conducted:
1. Limit adequate time needed for Dredge#2 planning: should shoaling increase over the winter
months there would be no warning until a survey is conducted prior to September 2017: If
shoaling does increase over the winter season or if peaks in shoals have developed that limit
navigation then Dredge#2 could be required Fall/Winter 2017/2018 and planning time would be
limited or the dredge may simply not be feasible.

2.No data for assessment of navigation hazards for public safety: Should navigation hazards
exist there is no info to provide to the public.
3.No support of City Beach Operations:Need shoreline survey to comply with TGLO
agreement to adjust bollard placement based on beach width as beach approaches width< 150 ft.
4. Data gaps reduce accuracy of trend analysis. Gaps in data reduce reliability of forecasint when
dredge and beach restrictrions should be conducted. Reduces effectiveness of inlet and beach
management(dredge cycle planning, nourishment cycle, beach maintenance).
Survey Date: depending on date of authorization
Option 1 (preferred)
Target Date: Mid-February 2017 to week before spring break
(Will depend on date work authorized by the City and time needed for TAMU-CC to amend
subcontract with Naismith Marine Services)
Option 2 (limited weather windows)
Target Date: Immediately after spring break crowds disperse late in March 2017. High seas and
strong winds dominate during this time and these conditions can delay or halt survey planning
and operation. The survey could be delayed by weather and sea conditions through the end of
April 2017 as survey crews plan according to weather forecast.
