Water and Wastewater Treatment On-Call Support
Task Authorization No. 10—Distribution System Control Strategy
PURPOSE
In response to the water quality challenges that have occurred at the O.N. Stevens Water
Treatment Plant(ONSWTP) and the distribution system, the City staff has implemented a variety
of process modifications and operational changes with respect to the treatment and delivery of
treated water to residents. Updated water quality targets and operational goals have also been set
to ensure that the changes that have been made result in, providing high quality water on a
consistent basis. The sensitivity of the various process modifications and the need to perform
consistent water treatment and distribution require increased monitoring and data analysis.
This task authorization will provide assistance to City staff by providing an evaluation of the
distribution system tank operations to determine if the system may be further optimized. An
alternative control strategy will be developed in an effort to minimize water age in the system
and improve overall water quality. The evaluation will consist of an on-site evaluation and
interviews with the City's operations staff td develop a new operations control strategy and

provide further consistent set-points for operations staff and minimize variability in tank
operations in the distribution system.
