(Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical,operational, maintenance, diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES — Foundation Design and Windstorm Inspection/Certification for Fiberglass Reinforced Plastic Building at O.N. Stevens Water Treatment Plant 3. COMPENSATION—The total amount not to exceed for Task Order No. 11 only is $7,090. This Task Order is approved and Consultant may proceed. INDEXED City Project No. E16264 Professional Services Contract City of Corpus Christi WaterNVastewater Treatment On-Call Support Task Authorization No. 11 — Foundation Design and Windstorm Inspection/Certification for FRP Building at ONSWTP February 24, 2017 "INV Task Order No. 11 Exhibit A Page 1 of 5 LJ , LW � SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No. 11 -Foundation Design and Windstorm Inspection/Certification for FRP Building at ONSWTP PURPOSE As the City continues to make improvements at ONSWTP and throughout the distribution system, many plant process changes are being considered, including chemical usage, organics removal, and the disinfection methods to be employed. To assist with the decision-making regarding the various process changes under consideration, the City plans to install a pilot plant at ONSWTP, which would be used to evaluate additional treatment methods to enhance the removal of natural organic matter to determine the City's ability to permanently convert from chloramines to free chlorine as the distribution system disinfectant. This pilot study would evaluate the use of granular activated carbon (GAC) and nanofiltration as additional treatment methods. In addition, when considering long-term water treatment processes or operations, this pilot plant would be capable of replicating the conditions at ONSWTP and could be used to evaluate a wide variety of future changes and scenarios. The pilot units were originally intended to be placed in an existing building. However, a new fiberglass reinforced plastic (FRP) building will be installed at ONSWTP to contain all of the pilot plant components. The state of Texas requires all structures to have a windstorm certification to mitigate losses due to hurricanes along the Texas Gulf Coast. The purpose of this task authorization is to assist the City by providing engineering design services for the construction of the foundation for the FRP building along with windstorm inspection and certification to ensure compliance with existing State laws. SCOPE OF WORK ADDITIONAL SERVICES: ITEM 9 —General Engineering The Engineer will perform the following: 1. Structural Engineering Design Services: i. Review all existing available documentation such as sealed building drawings & calculations,Geotechnical reports and/or any additional applicable documentation pertinent to the project. ii. Coordinate with the building manufacturer as required to ensure that the structural design meets the requirements of the Fiberglass Building Manufacturer's design. iii. Review design criteria, load requirements, anchor bolt size, spacing and layout from the building manufacturer sealed drawings to ensure that the foundation and anchor embedment design meets the requirements of the building design. Task Order No. 11 1 Exhibit A Page 2 of 5 f.. iv. Perform design of the structural foundation system such that all load requirements are met. v. Prepare drawings to include all plans, sections, details and notes required to adequately depict the foundation work to be performed. vi. Prepare all required technical specifications for the foundation system. 2. Windstorm Inspection and certification services: i. Prepare and submit the WPI-1 form in accordance with the requirements of the Texas Department of Insurance(TDI)for Windstorm for the project work. ii. Review all necessary submittals required for the work, including but not limited to;reinforcing shop drawings,anchor rods,concrete mix design,backfill materials, steel shop drawings and all other project-specific items, to ensure conformance with the sealed project Construction Documents and for compliance with TDI. iii. Perform required inspections and prepare the required reports during the construction phase to visually verify all work is constructed as designed and detailed on the sealed Construction Documents. iv. Prepare and submit WPI-2 form to the Texas Department of Insurance upon completion of construction for the Client to receive the WPI-8 Windstorm Certificate issued by TDI. NOTE:The work performed under the task authorization does not include the following: • Topographic surveying services • Architectural services • Bid phase and construction administration services other than windstorm inspections. DELIVERABLES The Engineer will prepare a DRAFT set of construction plans and specifications for the foundation design of the building. Upon receipt of comments, the Engineer will incorporate the necessary changes and submit one (1) hard copy and one (1) electronic copy of the FINAL set of construction plans and specifications,along with the necessary windstorm certification documents. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution-Notice to Proceed(NTP) TBD Item 9—General Engineering • Draft submittal 10 days after NTP • Final submittal 17 days after NTP Task Order No. 11 Exhibit A Page 3 of 5 . . . LNV The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project, and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The services will be provided on a Time and Materials (T&M) basis as the proiect is moved towards completion.The anticipated amount for this task authorization is $7,090,as shown in ATTACHMENT A. If the level of effort exceeds this estimate,a separate task authorization will be requested.
