RE: AMENDMENT NO. 1 TO PROFESSIONAL SERVICES CONTRACT
Elevated Water Storage Tanks -Citywide(ACR Implementation)
City Project E16290
Mr. Edmonds:
In response to the City's request, we are proposing Amendment No. 1 in the amount of $18,500 to
provide additional services for the Elevated Water Storage Tanks - Citywide (ACR Implementation)
project(E16290)for a total re-stated project fee of$690,534.
PROJECT BACKGROUND
On October 13, 2016, LNV received formal Notice to Proceed (NTP) letters for the Elevated Water
Storage Tanks - Citywide (ACR Implementation) project (E16290), which will provide the City with a
2.5 million gallon (MG) elevated storage tank (EST) at Starry Road and a 1.25 MG EST at Nueces
Bay Blvd., as outlined in the Alternative Capacity Requirement (ACR) Implementation Plan. This
project also includes the demolition of the four (4) existing ESTs in the City's Pressure Zone 1,
which have been identified as Morgan EST, Gollihar EST, Alameda EST, and Flour Bluff EST. The
original contract amount for the Basic and Additional Services associated with this project is
$672,034.
PURPOSE OF AMENDMENT NO. 1
The purpose of Amendment No. 1 is to provide assistance to the City by performing a modeling
evaluation of the manner in which the Flour Bluff area receives water from the mainland. Currently,
the following three (3)water lines are capable of providing water to the Flour Bluff area of the City:
• 8" line that runs north of South Padre Island Drive
• 30" line that runs along Holly Rd.
• 42" line that runs along Yorktown Blvd. (currently out of service)

As a result of the current status of these lines to Flour Bluff, recent water quality challenges, and the
imminent installation of new ESTs under the original contract, the City has requested the use of
water modeling to achieve the following three(3)objectives:
1. Provide redundancy with respect to water delivery to the Flour Bluff area
2. Improve water quality in the Flour Bluff area
3. Determine the appropriate location for the Starry EST

ADDITIONAL SERVICES:
14.Water Modeling
An additional budget allowance of$18,500 has been requested under Amendment No. 1 to
provide water modeling support to the City to achieve its stated objectives. To perform this
service, the current City of Corpus Christi Hydraulic Model will be used, along with the pipe
and valve configuration data provided by the City. With this information and the current
model, the following scenarios will be evaluated:
• The delivery of water from the mainland with varying combinations of existing water
lines to Flour Bluff
• The delivery of water from the mainland with additional scenarios to include the
reduction of the existing 42" water transmission main by sliplining (maximum of two
(2) line sizes to be modeled)
NOTE: The proposed future EST configuration will be used for this analysis and will be
limited to a total of eight (8) scenarios. Each scenario will be evaluated for its impacts to
water system pressures and overall water quality.
At the conclusion of this water modeling effort, The ENGINEER will provide the City with a
DRAFT modeling report that describes the impacts of the various scenarios on the water
quality and system pressures throughout the City to aid the City staff in its decision-making
regarding changes to the water system. Upon receipt of comments from the City, the
ENGINEER will update and submit one (1) hard copy and one (1) electronic copy of the
FINAL modeling report for the City's use.
