Engineering Services City of Corpus Christi P. O. Box 9277 Corpus Christi, Texas 78469 Subject: Nueces River Raw Water Pump Station Improvements City Project No. E11068 Dear Daniel: As has been discussed, we are requesting an AE contract amendment addressing the preparation of a physical model of the proposed modifications to the wet well in Pump Building No. 1. The scope of the subject project includes new larger capacity vertical turbine pumps and modifications to the existing wet well. The wet well modifications are recommended due to the new larger pumps and to meet the requirements of the Hydraulic Institutes Pump Intake Design ANSI 9.8 design criteria (this criteria was not in existence when the original pump station was designed and constructed). The proposed modifications are shown on the attached Plan Sheet No. 17. LAN is our sub-consultant on this project, assisting with the technical design of the pumps in Pump Building No. 1 and the new transmission main from the pump station to the ONSWTP. After our 60% submission, and with no changes or comments from the City on the preliminary design, LAN began the detailed design and has highly recommended that a hydraulic model study with physical scale modeling be performed on the proposed pump station improvements. Although the proposed design appears to meet the Hydraulic Institutes Pump Intake Design ANSI 9.8 design criteria, except for the length of channel up to the pump, due to the critical nature of the pump station LAN is recommending that the physical model study be performed to confirm the design and identify any possible hydraulic issues. Possible issues include vortices at the surface, sub-surface or at pump suction bells and their impact of pump operations. We have been in discussion with LAN to look at various options to address this issue and/or various companies to perform the study and their recommendation is to pursue a physical model and to have Alden Research Laboratory perform the study. Based on discussions with LAN, pump manufacturers and Alden, no one can say that there are known absolute modifications that would ensure that there would not be hydraulic issues with the sump design (other than a major reconstruction of the structure to meet full HIS standards). We understand that a major reconstruction and/or modifications to the exterior walls of the existing wet well are not a solution that would be acceptable to the City due to the much higher cost of construction. y (361)854-3101 2725 SWANTNER DR. • CORPUS CHRISTI,TEXAS 78404 FAX(361)854-6001 www.urbaneng.com AMEND. NO. 2 TBPE Firm#145 EXHIBIT A PAGE 1 OF 6 TBPLS Firm#10032400 Dr. Daniel Deng, P.E. March 14, 2017 Page 2 The scope of the physical modeling to be done by Alden will be to prepare a small scale model of the proposed wet well improvements, run the model at various flow rates and evaluate for acceptable Hydraulic Institute Standards (HIS), provide modifications (baffles, flow distributors or vanes, curtain walls, fillets and splitters) to the model to bring any identified objectionable hydraulic conditions to acceptable levels and then provide a final run under the various flow conditions for fine tuning to bring any remaining objectionable flow conditions to acceptable levels. We did not include a physical model study in our original fee proposal. To have a physical model study performed and recommendations provided we proposed the City issue a contract directly with Alden Research Laboratory for the physical model and prepare an amendment with Urban Engineering in the amount of $11,900. Urban Engineering, and our sub-consultant LAN, will manage the contract with Alden, will provide coordination and transmittal of information to Alden and review the modeling results and recommendations. A breakdown of the proposed fee is attached. Having the modeling performed will obviously have an impact on the completion of the design of this project. Attached we are providing an updated schedule to show inclusion of the modeling with the project. In summary, attached are the following: 1. Plan Sheet 17—showing existing and proposed Pump Building No. 1 wet well. 2. Manhour Breakdown of proposed fee amendment 3. LAN's breakdown of fee amendment 4. Project schedule with modeling Please review and let me know if any questions. We will be happy to sit down with staff and discuss at your earliest convenience. If acceptable, please have an AE fee amendment agreement processed. Sincerely, URBAN V,Lc IAA Mark Maroney, P. E. MM/ Enclosure AMEND.
