Recommendations and Policies as concurred by

1. The following Boards and Committee Titles will be changed to conform to
function:

2. City Council Members will be appointed as liaison contacts to each of the
City's Advisory Committees in order to facilitate communications.
Appointments will be by the Mayor with concurrence by the City Council.
3. Advisory Committees will be provided an opportunity to be placed on the
City Council agenda for presentation of annual reports.
4. Written suggestions will be solicited from Boards and Committees prior to
the preparation of City Council goals.
5. Orientation manuals will be prepared and provided to all new appointees to
the City's Boards and Committees. Orientation sessions by the Chairpersons
and/or staff liaison are encouraged.
6. Board and Committee meetings will be held in meeting rooms nearest support
staff whenever possible.
7. Board and Committee agendas will follow a standard one-page format and
minutes will be limited to a one-page summary when possible.
8. Standard times for Board and Committee meetings will be established, when
possible, to avoid staff overtime.
9. Board and Committee Chairpersons will be advised of meeting costs involved
and the need to reduce costs and expedite meeting times when possible.
10. Ad hoc and subcommittees will meet without staff support when possible.

11. Advisory committee closed meetings will be prohibited unless approved by
the City Council.
12. Recommendations for Board and Committee appointments will be solicited from
the affected Boards and Committees.
13. Membership on the Cable Communications Advisory Committee will be reduced
from seven to five, through attrition, and meetings will be quarterly or on
call. The Cable Communications Advisory Committee will review their
functions and provide recommendations to the Council on revised directions.
14. A DWI Task Force is authorized to be established under and appointed by the
Transportation Advisory Committee.. The Task Force will include members
from the Transportation Advisory Committee, Intergovernmental Commission on
Drug and Alcohol Abuse and others as recommended by the Committee.
15. The Bayfront Activities Committee will be eliminated.
16. The Senior Community Services Advisory Committee membership will be revised
to include representation from the Senior Citizen site councils.
17. Functions of the Marina Board (Water Shore Advisory Committee) will be
expanded. The Parks & Recreation Advisory Committee Chairman, plus one
other member, and the Marina Board Chairman, plus one member, should meet
to determine and recommend each committee's jurisdiction to the City
Council. They should seek the advice of staff and the Oil & Gas Advisory
Committee Chairman prior to submitting their recommendations. The
Chairperson of each committee will serve as advisor to the other committee.
The Oso area shall stay within the responsibility of the Park and
Recreation Advisory Committee. All current eligible members of the Marina
Board to be reappointed to the Water Shore Advisory Committee.
