AMENDMENT NO.4
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas,a Texas home-rule municipal corporation("City")and LNV.Inc.("Consultant"),
agree to the following amendments to the Contract for Professional Services for O.N. Stevens Water Treatment
Plant High Service Building No. 3(Project No. E11066):
Original Contract February 13, 2013 Administrative Approval $47,500.00
Amendment No. 1 October 15, 2013 Motion No. 2013-159 $2,358,103.00
Amendment No. 2 April 1, 2015 Administrative Approval $28,600.00
Amendment No. 3 February 15,2016 Administrative Approval $2,581.16
In the Original Contract, Exhibit A, Scope of Services shall be amended as set forth in the attached Amendment
No.4, Exhibit"A".
In the Original Contract,Exhibit A, Fees shall be amended based on the modified scope of services in the attached
Amendment No. 4, Exhibit A for a fee not to exceed $20,300.00, for a total restated fee not to exceed
$2,457,084.16.
All other terms and conditions of the February 13, 2013 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

RE: AMENDMENT NO. 4 TO PROFESSIONAL SERVICES CONTRACT
O.N. Stevens Water Treatment Plant- High Service Pump Building No. 3
City Project E11066
Mr. Edmonds:
In response to the City's request, we are proposing Amendment No. 4 in the amount of $20,300 to
provide additional services for the O.N. Stevens Water Treatment Plant - High Service Pump
Building No. 3 project (E11066) for a total re-stated project fee of $2,457,084.16. Based on the
proposed scope of work and construction, a plan set of approximately six (6) drawings with project
specifications are anticipated as part of this amendment.
PROJECT BACKGROUND
Original Contract
On February 18, 2013, LNV received formal Notice to Proceed (NTP) for engineering services
associated with the preliminary design of the new High Service Pump Building No. 3 for a total fee of
$47,500. This contract provided the scope of work for the full design and construction of the new
pump building by evaluating and inspecting the proposed site, performing system-wide hydraulic
modeling, and developing design criteria, including demand projections, master plan
recommendations, and recommendations from the Elevated Storage Tanks - Citywide and
Alternative Capacity Requirement (ACR) projects.
Amendment No. 1
On October 17, 2013. LNV received formal Notice to Proceed (NTP) for Amendment No. 1, which
was approved by City Council on October 15, 2013 by Motion No. M2013-159, to provide all Basic
and Additional Services associated with the design and construction of the new High Service Pump
Building No. 3 and Alternative Power Expansion for a fee not-to-exceed $2,358,103 for a total
restated fee not-to-exceed $2,405,603. The new pump building is anticipated to have the capability
to deliver treated water to the distribution system from the existing clearwells (Clearwell No. 1 and

No. 2) and future clearwells (Clearwell No. 3 and No. 4). The completion of this project would allow
the City to decommission High Service Pump Building No. 1.
Amendment No. 2
On April 9, 2015, LNV received formal Notice to Proceed (NTP) for Amendment No. 2 to provide
Additional Service No. 23 - Geotechnical - Subsurface Investigation for the new High Service Pump
Building No. 3 for a fee not-to-exceed $28,600 for a total restated fee not-to-exceed $2,434,203.
This additional service provided a geotechnical investigation of the proposed site for the new pump
building and a geotechnical engineering report, which included recommendations for the types of
foundations and pavement sections that should be considered in the design of the High Service
Pump Building No. 3.
Amendment No. 3
On February 16, 2016, LNV received formal Notice to Proceed (NTP) for Amendment No. 3 to
provide additional Basic Services (Design and Construction Administration) and Start-up, Warranty,
SCADA and Equipment O&M Manual, Windstorm Certification, and Geotechincal - Subsurface
Investigation Additional Services associated with the new High Service Pump Building No. 3 for a
fee not-to-exceed $2,581.16 for a total restated fee not-to-exceed $2,436,784.16. This amendment
reallocated unused funds from the Peer Review Coordination and Response Additional Service in
the amount of $138,053.70, along with the additional fee of $2,581.16 to complete the scope of
services for Amendment No. 3. The scope of services for Amendment No. 3 included the following
tasks:
• High Service No. 2 Pump Discharge Control Valve Replacement
• High Service No. 2 Motor Protection Relay(MPR) Replacement
• Clearwell No. 1 Repairs
• Existing Alternative Power Building Retrofit and Windstorm Certification
PURPOSE OF AMENDMENT NO. 4
The City staff has requested professional services to assess and propose a solution to address
underground erosion issues around Clearwell No. 2 and potential weak unstable soils along the
drainage ditch south of the High Service Pump Building No. 3, which were encountered during
construction. The purpose of Amendment No. 4 is to provide professional services to meet the
City's request and mitigate the unseen erosion issues and ensure the integrity of the existing
Clearwell No. 2 and fortify the embankment of the existing drainage ditch. The professional services
that will be provided for Amendment No. 4 will include design, construction administration, and
topographic survey for developing plans and specifications for the improvements to mitigate the
erosion issues that will be issued to the Contractor and incorporated into their work scope for the
High Service Pump Building No. 3 project.

SCOPE OF WORK
BASIC SERVICES
2. Design Phase
An additional budget allowance of $13,420 has been requested under Amendment No. 4 to
address the underground erosion issues that were encountered around Clearwell No. 2
during construction. These erosion issues are intended to be addressed by designing a
means for stormwater surrounding Clearwell No. 2 to be conveyed to a central location and
sent away from the site to the proposed stormwater outfall structure. Along with these
improvements, the Engineer will also provide erosion control measures to minimize any
potential erosion along the drainage ditch surrounding the outfall structure south of High
Service Pump Building No. 3. All improvements will be incorporated into plans and
specifications sealed by a Texas Registered Professional Engineer(PE).
3. Construction Administration Phase
An additional budget allowance of $2,880 has been requested under Amendment No. 4 to
provide construction administration services for the design and construction of the
recommended improvements around Clearwell No. 2 and along the drainage ditch south of
the High Service Pump Building No. 3. During this phase, the Engineer will prepare change
orders as authorized by the City and provide interpretations and clarifications regarding the
requirements of the work associated with Amendment No. 4, as shown in the plans and
specifications. This task also allows the Engineer to review and approve all submittals and
requests for information (RFIs) associated with this work to ensure the appropriate
equipment is purchased and installed properly. The Engineer will also perform a final
inspection with City staff and assist in addressing any fingering concerns that may arise.
ADDITIONAL SERVICES:
4. Topographic Survey
An additional budget allowance of $4,000 has been requested under Amendment No. 4 to
provide additional topographic survey at Clearwell No. 2 and ground elevations in the area
along the drainage ditch surrounding the stormwater outfall south of High Service Pump
Building No. 3. The data obtained by the topographic survey will provide necessary
information to assess and design the erosion control measures around Clearwell No. 2 and
along the drainage ditch surrounding the stormwater outfall.

All work under Amendment No. 4 of this contract shall be completed by the Engineer in accordance
with the schedule provided below.

FEES
A. Fees for Basic Services. The City will pay fixed fee for providing for all Basic Services"
except for the Construction Administration Phase authorized as shown in "ATTACHMENT 1".
The services for the Construction Administration Phase will be provided on a Time and
Material (T&M) basis as the project is moved towards completion. The fees for Basic
Services will not exceed those identified and will be full and total compensation for all
services outlined in this amendment.
B. Fees for Authorized Additional Services. The City will pay the ENGINEER the not-to-
exceed fee shown in "ATTACHMENT 1" for services specified in this amendment. The fee
will be full and total compensation for services and for all expenses incurred in performing
these services.
