In the Original Contract, Exhibit A, Fees shall be amended based on the modified scope of services in the attached Amendment No. 2, Exhibit A for a fee not to exceed $24,820, for a total restated fee not to exceed $626,800. All other terms and conditions of the July 26, 2016 Contract for Professional Services between the City and Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full force and effect. Box 9277 Corpus Christi,Texas 78469-9277 RE: Amendment No. 2 to Professional Services Agreement for Corpus Christi Aquifer Storage and Recovery Feasibility Study(Project No. E 16265) Dear Mr. Edmonds: In August 2016, HDR Engineering, Inc(HDR)entered into contract with the City of Corpus Christi to provide Professional Services for the Corpus Christi Aquifer Storage and Recovery(ASR)Feasibility Study'. Subsequently,Amendment No 1 added TWDB requested contract language at no change in study costs or scope of work. HDR's agreement with the City was in response to City Council approval and appropriation of$1,857,708 on July 26,2016 for the Corpus Christi ASR Feasibility Study, to include: $601,980 for HDR's Professional Services Agreement(E16265), $946,1102 for exploratory well drilling and testing services,and an additional $309,618 for contingencies, City Staff,and additional efforts requested by City Staff beyond original scope. Attached for your consideration is Amendment No. 2, which requests reimbursement for City Staff requested activities beyond our original scope of work in an amount of$24,820 total. These items were discussed previously with the City's Project Manager and Engineering Services Contracting Manager. At City Staff request, attached is documentation of the additional tasks and accumulated expenses. t Approved by City Council on July 26,2016 by Ordinance No.030902,which included but is not limited to acceptance of TWDB grant,executing contract with HDR,and appropriating funding from the Raw Water Supply Development Fund No.4041 to combine with previously assigned Water Supply Operating Fund for a total project budget of$1,857,708. 2 Estimated,to be confirmed by driller procurement process. Amendment No.2 increases Task 1-Exploratory Testing Drilling Program in AGREEMENT by an additional $24,820 for additional services related to Item # 1: Identifying Locations for Test Drilling Program and Item#2: Preparing Bidding Documents. Contract total is not to exceed $626,800(Tasks 0- 5) without additional authorization from City. A description of work performed and associated with this amendment is attached hereto. Scoped Task Completed. Reviewed geophysical logs and City-provided materials on eligible land for ASR feasibility study. Submitted proposed well locations to City Staff on 2/15/17;responded to City Staff comments and sent update for locations on 12/21/16 to the City and 12/22/16 to District. Submitted test program approach(work plan) to City on 1/12/17. Item#1: Additional Out of Scope Items Requested and Effort Associated with Identifying Locations for Well Testing * Request by City 12/21/16- Pro-con analysis and directives to coordinate with Parks&Recreation Department, Corpus Christi International Airport,and West Oso ISD staff for proposed testing locations. * At City staff request,prepared meeting materials for City staff meeting on 1/23/17 to discuss items and project assumptions prior to progress report meeting with District/City/HDR on 2/2/17. Attended conference call on 1/26 to receive City Staff directives. * Coordination with Parks&Recreation Department and Gabe Lozano consultant on location for Well#6(1/4-1/12). Revised location for Well#6. * Coordination with Parks&Recreation Department,West Oso ISO,and other City Staff on Well#5(1/4-1/30). Revised location for Well#5 twice. * Coordination with Corpus Christi International Airport(12/23-3/31). Confirmed FAA protocol for proposed testing locations within 10,000feet of the airport. Performed calculation of runway approach and proximity to well locations to evaluate slope criteria and FAA restrictions and elevation requirements. * Revision to test locations on 1/12/17(version 2),1/24/17(version 3),and 2/2/17(version 4-approved). Amendment#2(continued) Item#1: Additional Support Services Associated with Preparing Bidding Documents($14,511) Related original scope item,per contract- Task 1.2-Prepare design and specifications for test drilling program and contract documents. This subtosk includes HDR participation in the following activities and up to three meetings related to the following: Pre-bid meeting,receipt of proposals,bid opening,summary of bids received,coordination and interview of drillers(os needed). Meet with the District(one meeting)to provide recommendation on driller selection. Scoped Task Completed. Coordinated with City Staff to confirm assumptions prior to preparing bidding documents (i.e.water source,laydown area,disposal water,restricted hours for drilling,etc). Prepared design and technical specifications for test drilling program and contract documents to include General Requirements to supplement City documents;Division 31-Earthwork;and Division 32-Exterior Improvements(Topsoil/Seeding); Division 33-Gravel Pack Wells;and Appendices which included(a)General Site Hydrogeology schematic(b)Site Plan-7 drawings total (one overall;six for focused view of each potential site location); and(c)Well Construction Diagrams(two total- temporary and permanent monitoring well). Submitted to City on 2/14/17(total:35 pages). Revised per City comments received 3/11/17. Item#2: Additional Out of Scope Items Requested and Effort Associated with Preparing Bidding Documents * Request by City to assist in preparing front-end documents-1/12/17 email related to use of City's 230+page front end documents for project use. * Request by City Staff-Engineering on 2/15/17 and 3/21/17 for HDR to submit tracked changes on City front end documents to include: Submit three rounds of bidding documents for review-90%,100%,and final. Provide two hard-copy of 90%documents.Receive and address City comments for 90%and 100%. Submit hard-copy of final documents in addition to electronic files. HDR responded by submitting 90%documents on 2/17; 100%documents on 3/14. Coordination with City Staff on 3/1,3/2,3/9,and 3/13 to collect and clarify understanding of City comments for 100%submittal. * Request by City Staff-Engineering on 3/2 to provide driller cost estimate. HDR contacted potential drillers, received estimates,and performed cursory analysis to estimate driller costs for 100%documents. HDR received 100%comments from City Staff on 3/21 and 3/22,responded to comments and issued Final bidding documents on 3/24. HDR printed and delivered two hard copies of final bidding documents at City Staff request on 3/27.
