4. Approving a supply agreement for emulsion oil with Texas Emulsions, Inc.
based on the low bid of $10,400. The term of this contract will be twelve
months with option to extend for an additional twelve months subject to the
approval of the supplier and the City Manager or -his designee. This
material will be used by the Street Division.
