There are three motives for this amendment: • Re-design of the street alignment, lane widths, and parking additions • Challenges encountered during design of the drainage system • Additional scope of work outside the original project limits Background On October 7, 2016 LAN delivered an Engineering Letter Report (ELR), approved by the City of Corpus Christi, detailing the proposed design requirements for the improvements to the pedestrian facilities and turn lanes on Ayers Street from Gollihar to SPID. The executive summary of that report is attached (Att 1) for your reference and includes eleven design elements that the City and LAN agreed upon to consider in the scope of design. Specifically: • It summarized two design alternatives, examined under a separate Design Criteria Memo contract, for improvements to the east side of the road, culminating with the joint LAN/City decision to move forward with Alternate 1, curb and gutter/parallel parking along the east side of the road. • Page 21/31, states"the option to provide separate street parking and parking lanes along the east side of the right-of-way would not be pursued". • Page 25/31, discusses challenges involved with regards to drainage along the eastern right-of-way and a possible issue with positioning of curb inlets to allow for offsite drainage to run over the curb, given the topography and the constraints of maintaining the existing roadway elevations. LAN proceeded with the design of these improvements following the approved recommendations in the ELR. 20-days later, on October 27th, 2016, we submitted a 60% set of plans for review and comment. It should be noted that because of the short turn-around on the 60% submittal, a complete survey of the project limits was not completed prior to date of delivery. LAN received comments back from the City on November 11th, 2016 and nowhere in the 60% review were any significant comments or concerns about the configuration of the lanes, parking concerns, or drainage related to the design. 500 N.Shoreline Blvd,Suite 905 • Corpus Christi,Texas 78401 • 361.882.2257 • WWW.lan-Inc.corn !EXHIBIT "A" 1 Page 1 of 11 Bond 2014 Proposition 2-Ayers Street(E 15106) Amendment 1 April 5th 2017 Page 2 On January 27, 2017, LAN delivered a 75% set of plans and specifications addressing the comments from the 60%review.The plans provided more detail on the proposed drainage system including the need for several 18-inch pipes/laterals along the eastern edge of the right-of-way to capture off-site drainage from the businesses and neighborhoods. On February 6th, the City of Corpus Christi directed LAN to visit with Mr. Benavides, a business owner, at 4832 Ayers Street to discuss the proposed roadway design and parking in front of his business. LAN was directed to do this without any representation from the City of Corpus Christi. On February 7'^, LAN visited with the business owner and provided a summary of the meeting in an email back to the City. It was not until the property owner raised these concerns to City Management a week later, did any discussion of redesign or diversion from the concepts jointly accepted in the ELR begin to occur. On February 21, 2017, LAN met with City Engineering staff regarding the potential loss of parking, to review the concerns, determine how the issues may affect the design, and make recommendations to address the property owners' issues. At this meeting and a follow-up meeting on March 10th, LAN was asked to explore the potential of redesianinq the street including reducing the lanes, removing all curb & gutter and replacing it with a concrete valley gutter, removing all 18-inch lateral pipes along the east right-of-way that provide for off-site drainage, add diagonal parking in front of the one property owners'business,and ultimately shift the entire alignment of the street to the west by six feet. Below is a summary of the approved re-design: Proposed Redesign of Street (Lane Width Reductions & Centerline Shift to Accommodate Angled Parking for Businesses along the East Side of Avers). In follow-up meetings with City staff, it was noted that the City would accept: • Lane width reductions • Shift of the centerline to the west • Increased cross slope of the roadway The above would relax the dimensional constraints required of a typical Al Minor Undivided Arterial roadway in the Unified Transportation Plan (UTP) enough to accommodate 45-degree angled parking and a buffer zone between the back of those parked vehicles and the northbound outer lane. Attached are sketches (Att 2) of the current 75% design layout and the proposed revised, shifted layout with lane width reductions. These changes in the 75%design will allow for the angled parking where needed to replace most of the existing unofficial/informal head-in spaces that exist along the project alignment. This will help to mitigate the concerns and opposition from any of the east side business owners. The proposed changes will benefit the project in that it will be more acceptable to the local business community but the changes have a significant impact upon the design currently under production with LAN. The proposed re-design will require an additional level of effort for LAN to revise the 75% plans before moving ahead to the 90% submittal. Impacts included street plans, SWPPP plans, storm drainage, water lines, quantities, cost opinion, bid documents, and phasing plan. EXHIBIT"A" Page 2 of 11 • Bond 2014 Proposition 2-Ayers Street(E 1 5106) Amendment 1 April 5th,2017 Page 3 Off-site Drainage Challenges/Discussion The proposed design of the stormwater system along the east side of Ayers Street is constrained by maintaining the profile of the existing roadway. Without reconstructing the entire roadway and lowering the vertical profile of the centerline, the right-of-way will always remain lower than the street and since the neighborhoods drain towards the roadway, a subsurface system, supplemented by grate inlets to drain the right-of-way must be included in the design as to not adversely affect the business owners and residents. The above proposed redesign of the lanes, specifically the approved increases in the cross slope of the roadway, will assist with drainage of the street to the new stormwater system on the east side, reduce the height of the improved surface at the right-of-way, and eliminate many of the header walls and reverse inlets previously required in the 75% submittal along the right-of-way and businesses. The re-design of the lanes, added parking, added valley gutters, changes in impervious covers, and revised slopes of the area between the roadway and the right-of-way, will require LAN to re- analyze the hydrology along the east side of the project to ensure that the proposed box culvert, grate inlets, and curb inlets are sized and spaced correctly. Improvements North of Gollihar In addition to the redesign and additional public outreach above, the project limits have been shifted during the course of design and additional work is now required within those new project limits. As outlined in the original scope-of-work, the northern limit of the project was just south of the Gollihar Road intersection. During the design, the City requested that LAN extend the design to include new sidewalk on the east side of Ayers, from Gollihar Road to connect to an ADA- compliant sidewalk segment just south of the Corpus Christi Regional Transportation Authority (CCRTA) Port/Ayers Transfer Station, a distance of some 900 feet. The CCRTA agreed to provide funding dollars to assist with the construction of this additional sidewalk. Additional tasks include: 1. Additional Survey -The length of the original project survey was approximately 3600 feet for the full right-of-way width of Ayers. The length of the proposed improvements north of Gollihar are approximately 900 feet; survey along the east half of the right-of-way is required. 2. Sidewalk and commercial driveway layout and elevations. 3. Surface drainage and grading. 4. Additional ADA curb ramps. 5. Expanded traffic control and advance warning signage. The proposed re-design will require an additional level of effort for LAN to revise the 75% plans before moving ahead to the 90% submittal. Impacts included street plans, SWPPP plans, storm drainage, water lines, quantities, cost opinion, bid documents, and phasing plan. Therefore, LAN would like to be compensated for the costs associated with this increased level of effort by humbly requesting that the City approve an amendment to our professional services agreement. We are proposing a total fee for this Amendment to be$49,900.00 for a total restated fee of$563,525.00. The summary of compensation is detailed in Attachment 3. Executive Summary According to the City of Corpus Christi (City) Capital Improvements Plan (CIP) for FY2015- 2016, this project will: "add pedestrian routes and ramps built to comply with American with Disabilities Act Standards to Ayers Street from S.P.I.D. to Gollihar. Turn lanes will be included at the intersections of Ayers with Mansheim and Sunnybrook. Additional work will include storm drainage enhancements, road widening to accommodate a continuous center turn-lane, pavement markings, small diameter waterline replacement,and minor utility work". This project is designated as Project No. E15106. The foundation for improving the pedestrian facilities and turn lanes along these project limits was that a significant amount of accidents have occurred at this location in the recent past, including a pedestrian hit-and-run accident. There are no sidewalks on either side of the road or center turn lanes from Gollihar Road to McArdle Road where numerous rear-end collisions have occurred in this section. Additionally, there are no driveways, curb, or barriers preventing pedestrians or parked cars from being hit along the east side of the road. After reviewing the planning and design criteria and investigating the existing conditions within the project limits, and based on discussions with the City, Lockwood, Andrews and Newnam, Inc. (LAN) recommends the following revised scope of work for this project: • Widen approximately 2600 linear feet of Ayers Street from McArdle Road to Gollihar Road. The roadway would be widened to the west, approximately 16-feet to accommodate the addition of a continuous center dual left turn-lane. • Maintain all of the existing road structure/substructure as the Performance Condition Index (PCI) indicates this section is not in need of immediate reconstruction. Full- depth reconstruction of the roadway is not warranted. The pavement for the existing through lanes will be left in place; its surface will be ground down to accommodate an overlay that will provide a smooth surface between existing and new pavement sections. • Leverage the proposed improvements already scheduled and budgeted through the Street Preventative Maintenance Program to improve the conditions of the roadway. • Install curb and gutter along the proposed east and west side of the street to accommodate drainage, driveways, bus stops, and a continuous ADA compliant sidewalk on the east and west side of Ayers Street from South Padre Island Drive Lockwood,Andrews&Newnam,Inc. October 7,2016 120-11873-000 Page 4 of 31 ATTACHMENT 1 EXHIBIT"A" Page 5 of 11 6„,„..pits ENGINEERING LETTER REPORT —AYERS STREET iii =chi NI PEDESTRIAN IMPROVEMENTS AND TURN LANE ADDITION PROJECT NO.El 5106 (S.P.I.D.) to Gollihar Road, which was subsequently extended from Gollihar road to the Corpus Christi Regional Transit Authority(RTA)Port-Ayres Station. • Install limited parallel parking for businesses on the east side(see Alternate 1 below). • The existing drainage ditch along the west side of the road will be replaced with an underground stormwater drainage system that will convey runoff to the south where the existing drainage ditch connects into an existing TXDOT drainage system at S.P.I.D. A small portion of the existing drainage ditch on the south end will be left in place if feasible. The proposed drainage system will be designed to match the hydrologic and hydraulic parameters and constraints of the existing TXDOT system. • Replace the existing parking lot grate inlets and aging storm drain pipes along the east side of the roadway with curb inlets and a new reinforced concrete pipe (RCP) to convey drainage generally to the south and east into the existing drainage system. • Abandon the existing 8-inch Asbestos Concrete Pipe (ACP) and Cast Iron Pipe (CIP) water lines along the west edge of the right-of-way and replaced them with approximately 3,600 linear feet of new 8-inch C-900 PVC lines. Service connections to businesses along the west side of the road would be replaced as well. • Investigate the existing wastewater collection system for its condition and if repairs are needed leverage existing maintenance contracts that the Utilities Department has to repair the wastewater infrastructure. • Upgrade the traffic signal at Ayers Street and McArdle with a rigid traffic arm in this intersection and remove the existing wire mounted signal equipment. • Protect in place any City gas lines and third party electrical or telecommunications utilities within the project limits during the widening of the roadway. The two options listed below for the east side of the roadway were initially proposed in the DCM as additive alternates that would further improve public safety and access to businesses. The decision was made to proceed with Alternate 1. • Additive Alternate 1 — Would provide curb and gutter, parallel parking, bus stops, driveways to access businesses,and an ADA compliant sidewalk. • Additive Alternate 2 — Would provide curb and gutter, bus stops, an access road for businesses, parallel parking and an ADA compliant sidewalk along the business fronts. A depiction of the proposed improvements is included in Appendix A. The Opinion of Probable Construction Costs (OPCC) has been updated based on the current status of the 30%design, and the information presented herein,and a review of the master plans, Lockwood,Andrews&Newnam,Inc. Improvements North of Gollihar a. Additional Survey: The length of the original project survey was approximately 3600 feet for the full right-of-way width of Ayers. The length of the proposed improvements north of Gollihar are approximately 900 feet; survey along the east half of the right-of-way is required. i. 900/3600 = 25% x $71,875 (cost of original survey) x 1/2 = $8,984 or rounded $9,000. ii. The survey will be performed as data collecting only, by LAN personnel and will not be tied to the State Plane Coordinate System. iii.
