TASK ORDER NO.1
This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus
Christi,Texas(City)and j,NV.Ing,(Consultant)dated September 13.2018(Agreement). Consultant shall perform
services on the project described below as provided In this Task Order and in the Agreement. This Task Order
shall not be binding until It has been properly signed by both parties. Upon execution, this Task Order shall
supplement the Agreement as It pertains to the project described below.
PROJECT NAME: Water System Process Control &ReIabillN
1. PROJECT DESCRIPTION — This project provides services for O.N. Stevens Water Treatment Plant
Analysis and Optimization, Water Distribution System Analysis and Optimization, Information System
Assessment,and SCADA Assessment.
2. SCOPE OF SERVICES—SKM Model Update, Relay Settings for PCR#1,and Engineering Support
3. COMPENSATION—The total amount not to exceed for Task Order No. 1 only is$44,338.00.
This Task Order Is approved and Consultant may proceed. All other terms and conditions of the Agreement
remain in full force and effect.

Task Authorization No. 1 —SKM Model Update, Relay Settings for PCR#1,and
Engineering Support
PURPOSE
The City of Corpus Christi operates one (I) ater treatment plant. O.N. Stevens Water Treatment Plant
(ONSWTP), which has a rated capacity of 161.5 million gallons per day (MOD). The Plant's entire
electrical power supply network is managed by Multilin Feeder Protection Relays that began to reach the
end of service life in 2013. Through emergency procurement memo. the City was able to contract Tidal
Power Services to replace the ageing relays.
The purpose of this task authorization is to provide to the City engineering services for updating the
electrical power SKM model,determining the relay settings to be inputted by Tidal Power,and to provide
assistance during testing, commissioning. and transitioning to the nes feeder protection system.
Engineering support for all affected and associated systems shall be provided under this Task Authorization,
including but not limited to Electrical Engineering, Instrumentation,and Control (El&C)technical support
based on City's needs.

ADDITIONAL SERVICES:
ITEM 3—Electrical Support Services
The Engineer will perform the follow ing:
I. Attend meetings w ith the City staliand contractor to ensure that all project requirements
and city standards are met and proper coordination takes place at even stage of the
project.
2. Update existing Plant Electrical SKM model ith current CT data and relay type,
provided by the owner for PCR#I [ceder Relays.
3. Update and analyze settings table for PCR di Relays.
4. Provide settings table with modeling results.
5. Consult with City Engineers and resting Contractor on new ly modeled settings.
6. Review EI&C drawing and submittals.

7. Provide El&C drawing interpretations and clarifications of contract documents where
needed.
8. Provide technical expertise for any EI&C issue resolution.
DELIVERABLES
The Engineer will prepare a DRAF I modeling report including a table of results of relay settings and a
copy of the updated electrical SKM model. Upon receipt of comments, the Engineer wiIl incorporate
comments into the FINAL results and reports and provide one(I)hard copy and one(I)electronic copy to
the designated City Task Authorization Manager specified under this authorization.
The Engineering Support services shall be performed in a timely manner consistent with sound professional
practices. The anticipated schedule is up to I calendar year or up till the anticipated budget is expended.
The schedule may be adjusted suitably based on the City's needs.
The Engineer shall be available to perform Engineering Support work immediately upon receipt of the
executed Task Authorization and/or Notice to Proceed(written or emailed).
SCHEDULE
The Engineer's services shall be performed in a timely manner consistent with sound professional
practices. The Engineer will complete the work according to the following schedule:

The time limits set forth in the schedule shall include allowances for reasonable and expected review time
by the City and approval by authorities having jurisdiction over this project, and shall not be allowed as
cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those
anticipated by the Engineer's schedule arc cause for adjustments in the schedule. Any adjustments made
to the agreed upon schedule shall be made in writing and accepted by both parties.

The SKM Model Update services will beprovided on a Lump Sum basis for a not-to-exceed fee proposal
of$7,680 as shown in ATTACHMENT A. This work shall be invoiced separately from Engineering
Support. If the level of effort exceeds this estimate.a separate task authorization swill be requested.
The Engineering Support services will be provided on a Time and Materials(TCM)basis as the projects
are moved forward towards completion.The anticipated amount for this"Rask Authorization is not to exceed
$36,658.00.The hourly rates for this task are as shown in ATTACHMENT B.This work shall be invoiced
separately from SKM Model Update. If the level of effort exceeds this estimate, a separate task
authorization will be requested.

The Task Authorization Manager will be the primary contact person during the performance of this .work.
