QPp u s C, 4i LNV .4.1 .9w SCOPE OF WORK Project No. E13031 Water System Process Control Rehabilitation Task Authorization No. 2—Replacement of Main Substation M-T-M Breaker Relays at PCR#1 PURPOSE The City of Corpus Christi operations one(1)water treatment plant,O.N. Stevens Water Treatment Plant. which is rated for 161.5 million gallons per day (MGD). The Plant's electrical system distributes approximately 6 megawatts of power at current loading. The Plant also participates in a State wide electrical grid load shed program shifting plant load to onsite generators on an as needed basis. The Plant recently replaced Multilin Feeder and Generator Breaker Relays. which had reached end of service life.through an emergency memo and funding. Due to the complexity of the Multilin relays on the substations Main and Tie breakers they were not replaced under maintenance funding,but require engineering design and support The purpose of this Task Authorization is to provide the engineering services to design, program and support the replacement of Main Substation M-T-M Breaker Relays at PCR #1. These relay will require engineering design support to assure interaction with Auto-Transfer and Generator Controls PLC and wiring to the new relays correctly. SCOPE OF WORK ADDITIONAL SERVICES: Task 0100—O.N. Stevens Water Treatment Plant Analysis and Optimization The Engineer will perlbrm the tollm%ing: Task 0101-Project Management and Construction Observation Services 1. Attend meetings with City Staff and Contractors to ensure all project requirements and city standards are met and proper coordination takes place at every stage of the project. 2. Prepare and distribute monthly progress reports to City staff and sub consultants. 3. Coordinate the scope of work,communications protocols,schedule.budget.standards and QA/QC procedures for the project. 4. Prepare and submit project invoices to the City and coordinate with City's Project Manager. Task 0102-Engineering,Programming and Construction Phase Services I. Attend meeting with City Staff and Contractors to ensure all project requirement and city standards are met and proper coordination takes place at every stage of the project. 2. Provide interface design of the relays to a new SCADA system Head End to be locate a the plant Main Substation.PCR# 1 4. Provide Relay Settings for three(3)SEL 751 relays on Main,Tie,Main breakers. 5. Provide Relay Configuration and Program File for three(3)SEL 751 relays on Main.Tie,Main breakers. 6. Add relay and data collection to SCADA system HMI program at PCR# I for three(3)SEL 751 relays on Main,Tie,Main breakers,Including configuring Two(2)data switches and one (1)RTAC,and one(1)HMI 7. Provide Equipment Specification for SEL Relays 8. Provide Bid Tabulation with review comments.and recommendations. 9. Provide construction support and observation,assistance in testing.commissioning and startup of the systems. Task 0103-Training Services I. Provide Training Reference Materials. 2. Develop Training Agenda as per City's needs. 3. Conduct Training Workshop for concerned City staff. DELIVERABLES The Engineer will prepare DRAFT design and construction documents for the replacement of relays at Mains and Ties of the Main Substation PCR#1. Upon receipt of comments,the Engineer will incorporate comments into the FINAL document and provide one (I) hard copy and one (I) electronic copy to the designated City Task Authorization Manager specified under this authorization. The Engineer will also prepare a letter of bid recommendation and provide one(1)electronic copy of the letter of recommendation to the designated City Task Authorization Manager specified under this authorization. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution-Notice to Proceed(NTP) TBD Task 0101-Project Management&Construction Observation Services 6 months after NTP Task 0102-Engineering. Programming&Construction Phase Services 6 months after NTP Task 0103-Training Services TBD based on City's Request The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project. and shall not be allowed as cause for delay or adjustments to the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The total anticipated amount for Task Authorization No. 2 is$61,300.00 as shown in ATTACHMENT A. The services for Task 0101- Project Management & Construction Observation Services will be provided on a Time and Material (T&M)basis as the project is moved towards completion. The services for Task 0102-Engineering, Programming&Construction Services and Task 0103-Training Services will be provided on a Lump Sum basis.
