HomeMy WebLinkAboutC2017-573 - 12/8/2017 - NA TASK ORDER NO. 13 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical,operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES— Harbor Bridge Waterline Relocation Modeling 3. COMPENSATION —The total amount not to exceed for Task Order No. 13 only is $13,265. LNV SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No. 13—Harbor Bridge Waterline Relocation Modeling PURPOSE The City of Corpus Christi has requested assistance with hydraulic modeling and hydraulic analysis of the following scenarios using the updated 2017 City of Corpus Christi Water Model. • Harbor Bridge waterline relocation • Additional modeling scenarios for Flour Bluff TM and 2.5 MG EST I. Harbor Bridge Waterline Relocation The Harbor Bridge project includes the replacement of the existing Harbor Bridge and reconstruction of portions of US 181, 1-37 and Crosstown Expressway. As a result of this project, several waterlines in the Downtown area crossing the Crosstown Expressway and 1-37 are either going to be resized or relocated.The proposed changes in waterlines are shown in Exhibit B. The purpose of this task authorization is to assist the City by performing a hydraulic analysis of the Downtown area to study changes in the water distribution system as a result of the proposed changes to waterlines shown in Exhibit B. Results of the modeling support will aid City Staff in understanding the impacts on water quality and system pressure to the Downtown area of the City as a result of the proposed system changes. II. Additional Modeling Scenarios for Flour Bluff TM and 2.5 MG EST • LNV met with City staff on October 4,2017 to discuss the results of the modeling for Flour Bluff Transmission Main (TM) Services and 2.5 MG EST location. As per the City's request during this meeting. additional scenarios need to be modeled to enable the City to make a final decision on TM upgrades and EST locations. Modeling the additional scenarios is beyond LNV's Amendment I scope for City Project E16290. As a result. this task authorization will assist the City by modeling the requested additional scenarios and enabling the City to make an informed decision on the Flour Bluff Transmission Main upgrades and 2.4 MG EST location. Task Order No. 13 Exhibit A Page 2 of 7 LNV SCOPE OF WORK ADDITIONAL SERVICES: ITEM 9—General Engineering The Engineer will perform the following: I. Harbor Bridge Waterline Relocation I. Perform a max day demand(approx. 125 MGD)steady-state hydraulic analysis of the system and run up to two(2)scenarios to evaluate pressure impacts in the study area. 2. Run average annual demand(65 MGD)extended period simulations(EPS)and evaluate water age impacts in the study area. 3. Prepare a technical memorandum detailing the modeling results. 4. Conduct up to one(I)meeting with the City staff to present modeling results. II. Additional Modeling Scenarios for Flour Bluff TM and 2.5 MG EST I. Run two additional modeling scenarios as specified below: A.) Locate 2.5MG EST near existing Flour Bluff EST, reduce 42" along Yorktown to a 24", increase 8"crossing Oso Bay to a 12",and upsize waterline along Flour Bluff Drive to a 20" to evaluate water age results during a 10-day-65 MGD system demand scenario(include water age results in the Harbor Lights area) B.) Locate 2.5MG EST near existing Flour Bluff EST, reduce 42" along Yorktown to a 24". increase 8"crossing Oso Bay to a 12",and upsize waterline along Flour Bluff Drive to a 20" to evaluate pressure results during a 24-hour- 127 MGD system demand scenario 2. Prepare a technical memorandum derailing the modeling results for both scenarios. 3. Conduct up to one(I)meeting with the City to discuss results obtained. DELIVERABLES I. Harbor Bridge Waterline Relocation The Engineer will prepare a DRAFT memorandum for the City's review and comment. Upon receipt of comments. the Engineer will incorporate the comments and submit one (I) hard copy of the FINAL memorandum. ---- - II.Additional Modelling Scenarios for Flour Bluff TM and 2.5 MG EST The Engineer will prepare a DRAFT memorandum for the City's review and comment. Upon receipt of comments. the Engineer will incorporate the comments and submit one (I) hard copy of the FINAL memorandum. Task Order No. 13 Exhibit A Page 3 of 7 • LNV SCHEDULE The Engineers services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Contract Execution-Notice to Proceed(NTP) TBD Item 9—General Engineering I. Harbor Bridge Waterline Relocation • DRAFT Memorandum 3 weeks after NTP • FINAL Memorandum 5 weeks after NTP II. Additional Modelling Scenarios for Flour Bluff TM and 2.5 MG EST • DRAFT Memorandum 2 weeks after NTP • FINAL Memorandum 4 weeks after NTP The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project. and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The services will be provided on a Time and Materials (T&M) basis as the oroiect is moved towards completion.The anticipated amount for this task authorization is$13,265.00 as shown in ATTACHMENT A. If the level of effort exceeds the estimates provided. a separate task authorization will be requested.
