HomeMy WebLinkAboutC2017-574 - 12/8/2017 - NA TASK ORDER NO. 12 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV. Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES — Leopard Street 48-inch Transmission Main Modeling and Pressure Evaluation 3. COMPENSATION —The total amount not to exceed for Task Order No. 12 only is $18,680. N. Stevens Water Treatment Plant along Leopard Street.The updated 2017 City of Corpus Christi Water Model will be used in the analysis. The purpose of this task authorization is to provide assistance to City Staff by performing a steady-state hydraulic analysis of the system under specific operating conditions and demands and evaluate pressures and hydraulic grade lines to determine if observed pressures in the field are within the expected range. Results of the modeling support will aid City Staff in diagnosing the possible causes of inconsistent pressures along Leopard Street and help develop strategies in improving the performance of the 48-inch line. SCOPE OF WORK ADDITIONAL SERVICES: ITEM 6—Capacity Assessment The Engineer will perform the following: 1. Data Collection and Model Preparation a. Coordinate with City of Corpus Christi staff to define the study area and extent of the pressure concerns. b. Collect plant flow, pressure data at the plant and all distribution monitoring points' and metering data for large volume users in the study area over the past 3 months. c. Create new data sets and change settings in the model to simulate the 48"transmission main along Leopard Street under a specific operating condition. 2. Hydraulic Analysis a. Create demand scenarios equivalent to selected data gathering demand conditions under a steady state analysis with the existing water distribution system network and analyze pressures in the study area. b. Compare modeled results with observed field pressures (SCADA or Field data) and determine if there is a reasonable level of agreement between the two results.If there are significant differences found between the model and the field data,Engineer will evaluate possible causes of the discrepancies in the results and adjust model parameters to reduce the differences in the results.Candidates for adjustment during calibration of the study area Task Order No. 12 Exhibit A Page 2 of 6 4O�pU$cyq;r LNV • sc-:, will be pipe roughness coefficients, nodal demands,unknown throttled valves or closed valves. This scope of service includes up to three(3)scenarios for the analysis which forms the base scope of service under this evaluation.The Engineer has provided additional scope of works for installing additional data loggers in the field for further evaluation of system pressures if needed. This will be additional to the base scope of service included under Item 6A for the client. 3. Results a. Create exhibits of pressures at each node along the 48-inch main within the study area. b. Present tables of distribution system settings used during simulations. 4. Meetings and Coordination a. Coordination with City of Corpus Christi Utilities Department staff to interpret modeling results, and provide our assessment of what may be causing the inconsistent pressures along the 48-inch main using best engineering judgment. b. 5 man hours for meetings are included in this scope and fee contract. Any additional time and/or services are not included in this fee,but can be extended on an hourly rate basis. 5. Engineering Memorandum a. Prepare a Draft and Final engineering memo for the City. The memo shall include the following sections 1) Model Preparation, 2) Model Scenario Descriptions, and 3) Modeling Results. ITEM 6A—Pressure Monitoring (Additional Services) If necessary, Engineer will perform the following should additional pressure data of the study area be needed to help diagnose potential causes.These services are: 1. Field Work a. Review record drawings of the study area and identify monitoring locations for the modeling analysis. b. Install pressure loggers and monitor study area of the distribution system for three(3)days to obtain field data for further analysis. c. Download the data collected for all monitoring sites and analyze the data. DELIVERABLES The Engineer will prepare a DRAFT memorandum for the City's review and comment. Upon receipt of comments, the Engineer will incorporate the comments and submit one (1) hard copy of the FINAL memorandum. Task Order No. 12 Exhibit A Page 3 of 6 LNVJ h 1$f3 SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The Engineer will complete the work according to the following schedule: Activity Completion Date Execution of Task Authorization - Notice to TBD Proceed(NTP) Item 6—Capacity Assessment(Base Services) • DRAFT Memorandum 18 days after NTP • FINAL Memorandum 24 days after NTP Item 6A — Pressure Monitoring (Additional TBD Services) The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project, and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed(written or emailed). FEE The services will be provided on a Time and Materials (T&M) basis as the project is moved towards completion. The anticipated amount for the base task authorization is $14320 and an additional services authorization of $4360, as shown in ATTACHMENT A. If the level of effort exceeds the estimates provided,a separate task authorization will be requested.
