Director of Engineering Services City of Corpus Christi 1201 Leopard Street Corpus Christi, Texas 78401 Reference: Amendment 2 to Bond 2014 Proposition 2 - Ayers Street—SPID to Gollihar (Project No. E15106) Dear Mr. Edmonds: LAN respectfully requests that the City consider an amendment to our professional services agreement for the Ayers Street Pedestrian and Turn-Lane Improvements Project (E15106). The purpose of this Amendment is due to the unforeseen water utility relocations and SUE investigation related to the April 2017 authorization to redesign the street alignment, lane widths, and drainage systems. Backctround On February 21, 2017, LAN met with City Engineering staff regarding the potential loss of parking to business owners on the east side of the street, to review their concerns, determine how the issues may affect the design, and make recommendations to address the property owners'issues. At this meeting and a follow-up meeting on March 10th, LAN was asked to explore the potential of redesigning the street including reducing the lanes, removing all curb & gutter and replacing it with a concrete valley gutter, removing all 18-inch lateral pipes along the east right-of-way that provide for off-site drainage, add diagonal parking in front of the one property owners' business, and ultimately shift the entire alignment of the street to the west by six feet. In May 2017, LAN received Amendment 1, authorization to proceed, to redesign the street. After LAN redesigned the street shifting the entire alignment to the west by six feet, as authorized in Amendment 1, it became very clear that the water line infrastructure along the west right of way would now be impacted by the widened of the street and the installation of the storm system. The water utility infrastructure impacted includes: • Approximately 3800 LF of 8-inch ACP water distribution line • Approximately 1500 LF of 24-inch DIP water transmission main Scone of Work LAN has already researched and discussed with the Utility Department several options to either relocate, replace, or install new water utility infrastructure. Unfortunately, this work was not included in the scope of Amendment 1 nor was it foreseen in the original design of the roadway prior to shifting the alignment to the west. LAN has also provided additional coordination with the SUE form (Cobb Fendley), provided them with the redesigned street and storm water Amend. The proposed re-design will require an additional level of effort for LAN to revise the 100% plans, specifications, and estimates before moving ahead to the final submittal. Revising the plans cannot happen until after the SUE is complete. LAN will also need additional time to coordinate with the Utility Department to determine the most appropriate method for replacing the 24-inch water transmission main. Compensation LAN is requesting approval of Amendment 2 for the costs associated with this increased level of effort. We are proposing a total fee for this Amendment to be $29,905.00 for a total restated fee of$593,430.00. The basis for this compensation is detailed in Attachment 1.
