Stevens Water Treatment Plant-High Service Pump Building No. 3 City Project E11066 Mr. Edmonds: In response to the City s request. we are proposing Amendment No. 5 in the amount of $39,700 to provide additional services for the O.N. Stevens Water Treatment Plant- High Service Pump Building No. 3 project(E11066)for a total re-stated project fee of$2,496,784.16 PROJECT BACKGROUND Original Contract On February 18, 2013, LNV received formal Notice to Proceed (NTP) for engineering services associated with the preliminary design of the new High Service Pump Building No. 3 for a total fee of $47,500. This contract provided the scope of work for the full design and construction of the new pump building by evaluating and inspecting the proposed site, performing system-wide hydraulic modeling, and developing design criteria, including demand projections, master plan recommendations, and recommendations from the Elevated Storage Tanks - Citywide and Alternative Capacity Requirement (ACR) projects. Amendment No. 1 On October 17, 2013, LNV received formal Notice to Proceed (NTP) for Amendment No. 1, which was approved by City Council on October 15, 2013 by Motion No. M2013-159, to provide all Basic and Additional Services associated with the design and construction of the new High Service Pump Building No. 3 and Alternative Power Expansion for a fee not-to-exceed $2,358,103 for a total restated fee not-to-exceed $2,405,603. The new pump building is anticipated to have the capability to deliver treated water to the distribution system from the existing clearwells (Clearwell No. 1 and Page 1 of 6 Amend. The completion of this project would allow the City to decommission High Service Pump Building No. 1. Amendment No. 2 On April 9, 2015, LNV received formal Notice to Proceed (NTP) for Amendment No. 2 to provide Additional Service No. 23- Geotechnical- Subsurface Investigation for the new High Service Pump Building No. 3 for a fee not-to-exceed $28,600 for a total restated fee not-to-exceed $Z434,203. This additional service provided a geotechnical investigation of the proposed site for the new pump building and a geotechnical engineering report, which included recommendations for the types of foundations and pavement sections that should be considered in the design of the High Service Pump Building No. 3. Amendment No. 3 On February 16, 2016, LNV received formal Notice to Proceed (NTP) for Amendment No. 3 to provide additional Basic Services (Design and Construction Administration) and Start-up, Warranty, SCADA and Equipment O&M Manual, Windstorm Certification, and Geotechincal - Subsurface Investigation Additional Services associated with the new High Service Pump Building No. 3 for a fee not-to-exceed $2,581.16 for a total restated fee not-to-exceed $2,436,784.16. This amendment reallocated unused funds from the Peer Review Coordination and Response Additional Service in ------the amount of $138,053.70, along with the additional fee of $2,581.16 to complete the scope of services for Amendment No. 3. The scope of services for Amendment No. 3 included the following tasks: • High Service No. 2 Pump Discharge Control Valve Replacement • High Service No. 2 Motor Protection Relay(MPR) Replacement • Clearwell No. 1 Repairs • Existing Alternative Power Building Retrofit and Windstorm Certification Amendment No.4 On May 15, 2017, LNV received formal Notice to Proceed (NTP) for Amendment No. 4 to provide additional Basic Services (Design and Construction Administration) and Topographic Survey Additional Services for a fee not-to-exceed $20,300.00 for a total restated fee not-to-exceed ---- $2,457,084.16. The scope of services for Amendment No. 4 included assessment and proposed solution to address erosion issues around existing Clearwell No, 2 and potential weak unstable soils along the drainage ditch south of High Service Pump Building No. 3,which were encountered during construction. The proposed solution was incorporated into plans and specifications issued to the Contractor to be included into their work scope for the High Service Pump Building No. 3 project. Page z of 6 Amend. No.5 801 NAVIGATION I SUITE 300 I CORPUS CHRISTI,TEXAS 3408 Exhibit A Of VICE 361 883 1984 I PAY 361883 1986 I V/MN lMYNC COM • PURPOSE OF AMENDMENT NO. 6 The City staff has requested professional services to upgrade the existing and designed control system network architecture to improve reliability and reduce complexity of the existing High Service No. 2 (HS#2) and new High Service No. 3 (HS#3) systems. The control system upgrades for Amendment No. 5 will include the following: • HS#2 PLC being upgraded to ControlLogix • Installation of a ControlLogix remote I/O rack inside PCR#2 • Physical separation of all HS#2 pump controls from HS#3 pump controls SCOPE OF WORK BASIC SERVICES 2. Design Phase An additional budget allowance of$26,870 has been requested under Amendment No. 5 to provide additional design phase services for the following upgrades to the existing control network architecture: • Upgrade of existing HS#2 PLC to ControlLogix family, in dual-redundant processor configuration. The PLC and configuration will be identical to that of the new HS#3 PLC. This upgrade will result in the same level of reliability in HS#2 PLC as the future I-1S#3 PLC. Additionally, this will allow interchangeability of PLC components between the two pump stations. • Physical separation of all HS#2 pumps controls from HS#3 pumps controls. This will entail adding control and status cabling from one of the new pump VFDs in HS#3, dedicated to one of the HS#2 pumps and located in HS#3 electrical room, to HS#2 PLC. The separation will eliminate potential simultaneous, common-mode failures of both pump stations. • Add a ControlLogix remote I/O rack inside PCR #2 where motor starters are physically located. Rewire motor starters to the rack, eliminating existing long and exposed cable runs to the new HS#3 electrical room. The remote I/O rack effectively becomes an extension of the new HS#3 PLC via redundant fiber-optic connections. -- - -- This option is preferred because it reduces overall cabling and takes most advantage of the re-used motor starters in PCR #2. This improvement removes process-critical PLC from a building destined for demolition in the near future and introduces additional level of redundancy for the control of four new constant-speed pumps. Start-Up Services An additional budget allowance of $5,380 has been requested under Amendment No. 5 to provide additional start-up services to transfer finished work of the upgrades to the existing control network architecture from a construction status to an operating, functional system. The start-up services will include training support to plant operating personnel on the system operational procedures for the upgrades to the existing control network architecture as a part of Amendment No. 5. 6. Warranty Phase An additional budget allowance of $3,950 has been requested under Amendment No. 5 to provide additional warranty phase services for a 12-month period for the upgrades to the existing control network architecture after completion of the construction phase. This scope assumes that such services may be required for up to 24 hours oar 12-month warranty period in addition to the total time provided for this phase under Amendment No. 1 and Amendment No. 3. 7. SCADA 8 Equipment 08M Documentation An additional budget allowance of $3,500 has been requested under Amendment No. 5 to provide additional SCADA documentation and equipment 08M documentation for the upgrades to the existing control network architecture. This service will include providing standardized SCADA documentation required for the upgrades to the existing control network architecture. SCADA document will include PFDs, P81Ds, loop sheets, logics, SCADA architecture, DCS I/O lists, instrument lists, tie-in lists, piping lists, equipment lists, and instrument specification sheets. Fees for Basic Services. The City will pay fixed fee for providing for all "Basic Services' except for the Construction Administration Phase authorized as shown in "ATTACHMENT 1". The services for the Construction Administration Phase will be provided on a Time and Material (T&M) basis as the project is moved towards completion. The fees for Basic Services will not exceed those identified and will be full and total compensation for all services outlined in this amendment. B. Fees for Authorized Additional Services. The City will pay the ENGINEER the not-to- exceed fee shown in "ATTACHMENT 1" for services specified in this amendment. The fee will be full and total compensation for services and for all expenses incurred in performing these services C. Summary of fees. Refer to ATTACHMENT 1.
