This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus
Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform
services on the project described below as provided in this Task Order and in the Agreement. This Task Order
shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall
supplement the Agreement as it pertains to the project described below.
PROJECT NAME/NUMBER: Water and Wastewater Treatment On-Call Support, E16264
1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with
any technical,operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water
Treatment Plant and six wastewater treatment plants.
2. SCOPE OF SERVICES—Ship Channel Crossing Professional Services, more fully described in Exhibit A.
3. COMPENSATION —The total amount not to exceed for Task Order No. 38 only is $44,370.
This Task Order is approved, and Consultant may proceed. All other terms and conditions of the Agreement
remain in full force and effect.

Task Authorization No. 38—Ship Channel Waterline Crossing Removal/Relocation
Professional Services
PURPOSE
The U.S Army Engineering District,Galveston(USAED)will soon commence construction of the deepening
and widening of the Corpus Christi Ship Channel. The City's water system currently consists of two
locations where waterlines cross the Corpus Christi Ship Channel. One location consists of twin 16-inch
waterlines crossing parallel to and just east of the existing Harbor Bridge. A second location is at Cantwell
Lane at Avery Point Pipeline Crossing and consists of twin 16-inch waterlines. The waterlines crossing at
Avery Point were installed at a depth that will conflict with the deepening and widening of the channel and
needs to be removed and replaced.
An initial feasibility study was performed by LNV per Task Authorization's 30 and 31 to evaluate
alternatives for providing redundancy to the existing twin 16-inch waterlines crossing just east of the existing
Harbor Bridge. Alternatives were evaluated to install a new 16-inch waterline at four different locations to
provide improved pressures, capacity, and water quality (minimizing dead-ends) on the north side of the
Ship Channel. Out of the alternatives evaluated, the City is proposing to move forward with the Alternative
3—Tule Lake Turning Basin Crossing for the relocation of the waterline.
The purpose of this Task Authorization is to provide professional services that include permitting, project
coordination, and general engineering to assist the City in progressing forward with the waterline removal
and relocation crossing the Ship Channel. A Large A/E with detailed define scope of work was submitted
by LNV for this task, but currently going through the City approval process. This task authorization will
allow professional services to be provided immediately to assist the City on staying on track to meet
USAED's required completion deadline.
SCOPE OF WORK
ADDITIONAL SERVICES:
Task 0002 —Permitting and Regulatory
The Engineer will perform the following for this task:
• Initialize coordination and preparation of documentation necessary for permitting required
for the waterline relocation as applicable to the appropriate local, state, and federal
authorities,including:
> Union Pacific Railroad,Missouri Pacific Railroad,or any other railroad operating
in the area
• TxDOT utility and environmental permits,multiple use agreements
> Texas Commission of Environmental Quality(TCEQ)Permits/Amendments
> U.S.Army Corps of Engineers(USACE)
> Port of Corpus Christi(POCC)

Task 0004—Project Coordination
The Engineer will perform the following for this task:
• Attend meetings and provide general project correspondence with City staff,POCC,Mott
McDonald(POCC's Consultant),USAED,and other regulatory agencies as necessary to
discuss preliminary planning for the waterline removal and relocation crossing the Ship
Channel.
Task 0009—General Engineering
The Engineer will perform the following for this task:
• Update feasibility study to focus solely on Alternative 3 — Tule Lake Turning Basin
Crossing and steel waterline pipe in lieu of fusible PVC to assist the City with preliminary
planning and budgeting for the waterline relocation.
• Preparation of exhibits as necessary to be used for decision making for proposed waterline
closures, removals, and relocations between the City, POCC, USAED, and other
regulatory agencies required.
• Assist the City with the preparation of drawings and specifications as necessary for the
removal of the existing waterlines that cross at Avery Point Ship Channel Crossing.
DELIVERABLES
The Engineer will prepare the following deliverables:
• Updated feasibility study focused on Alternative 3 —Tule Lake Turning Basin Crossing
for the waterline relocation and with costs and quantities for steel waterline pipe in lieu of
fusible PVC.
• Exhibits as necessary for proposed waterline closures,removals,and relocations.
• Drawings and specifications as necessary for providing necessary provisions to a
Contractor for removal of the City's existing waterlines that cross at Avery Point Ship
Channel Crossing.
SCHEDULE
The schedule for this task authorization will be based on the needs of the City.
FEE
The services under this task authorization will be provided on a Time and Materials (T&M) basis. The
anticipated amount for this task authorization is $44,370, as shown in ATTACHMENT A. The Engineer
shall not incur cost in excess of this Not-to-exceed amount without prior written authorization from the City.
