CONTRACT FOR ENGINEERING DESIGN SERVICES
AMENDMENT NO. 4
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City")and Lockwood,Andrews and
Newnam, Inc. ("Consultant"), agree to the following amendments to the Contract for Engineering Design Services
for Avers Street Pedestrian Improvements and Turn Lane Addition (SPID to Gollihar) BOND 2014 Prop 2
(Project No. E15106):

Amendment No. 3 October 30, 2018 Administrative Approval $36,800
In the Original Contract, Exhibit A, Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 4, Exhibit A.
In the Original Contract, Section III. Fees shall be amended based on the modified scope of services in the attached
Amendment No. 4, Exhibit A for a fee not to exceed $31,745, for a total restated fee not to exceed $661,975.
All other terms and conditions of the May 17, 2016 Contract for Engineering Design Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Reference: Amendment 4 to Bond 2014 Proposition 2 - Ayers Street— SPID to Gollihar
(Project No. E15106)
Dear Mr. Edmonds:
LAN respectfully requests that the City consider an amendment to our professional services
agreement for the Ayers Street Pedestrian and Turn-Lane Improvements Project (E15106). The
purpose of this amendment is to increase our compensation for additional bid phase services to
evaluate and include an additive alternate related to the proposed paving improvements.
Proposed Additive Alternate
In November 2018, LAN met with City staff to discuss and respond to contractor questions prior
to the bid date. These recent questions and previous contractor questions created concern that
some contractors would not bid the project, or the bids would come in over budget due to the
multifaceted pavement design. City staff asked for LAN's opinion on whether a redesign of the
project for full depth reconstruction would result in more competitive bids and within the available
budget.
On December 13, 2018, LAN sent a letter summarizing that the as-bid design met the intent and
criteria of the Bond project and is constructible but benefits from a full depth reconstruction (FDR)
outweigh the negatives and may avoid potential cost overruns for unforeseen conditions. LAN
recommended that the City reconsider FDR of the entire roadway within the limits of this project.
On December 170, 2018, LAN met with City Engineering staff to discuss the above
recommendations and agreed that before considering a redesign of the project, the project could
be bid including an additive alternate that would allow the contractor to provide the unit costs for
completing additional pavement reconstruction up to a full-depth reconstruction of the roadway
where necessary.
Scope of Amendment #4—Additional Bid Phase Services
As mentioned above, LAN will include an additive alternate in the bid documents for the
prospective contractors to include unit costs for completing additional pavement reconstruction
up to the full depth reconstruction of the roadway. In order for us to revise our bid documents
we need to do the following additional items not included in our original contract or previous
amendments:

• Provide an exhibit and coordinate with a third-party geotechnical engineer to complete
additional borings of the roadway.
• Review the recommendations from the geotechnical engineer and analyze the borings and
existing pavement strata.
• In AutoCAD Civil 3D, generate additional cross sections of the existing and proposed
roadway surfaces, analyze those cross sections, perform paving quantity take-offs, and
revise the proposed surfaces as necessary. Additional cross sections will be included on
approximately ten (10) new sheets included in the Addenda.
• Based on the results of the additional geotechnical work and the additional cross sections,
generate new concrete pavement demo details (this may be more than one detail
depending on the Geotech and limits of existing pavement) and complete additional
concrete pavement quantity take-offs, as necessary.
• Revise/firm-up existing as-bid drawings to reflect the paving materials/limits, discovered
through the above analysis, and include those revised sheets in the proposed Addenda.
Drawings that will need to be revised include:
o Drawing Index
o General Notes (2 sheets)
o Estimated Quantities (2 sheets)
o Demolition and Removal Plans (10 sheets)
o Limits of New Improvements &Overlay Plans (2 sheets)
o Street Plan &Profiles (8 Sheets)
• Modify bid form and front end documents. The following front end documents will need
to be revised to reflect the additive alternate:
o Table of Contents
o Invitation to Bid and Instructions to Bidders
o Bid Acknowledgement Form
o Bid Form
o Supplementary Conditions
o Summary of Work
o Alternates and Allowances
o Measurement and Basis of Payment
o Special Procedures
• Modify the Opinion of Probable Construction Costs
• Attend an additional pre-bid meeting, including pre/post discussions with City staff,
review/respond to additional Bidder questions, prepare Addenda, and review bids, revise
bid tabs to include new pay items, and provide recommendation for award.
Summary
LAN understands that this project is unique and has promised to deliver a project that is both
complete and constructible. For that reason, we anticipate that we will require more fee to
complete this additional scope of work during the bid phase.
We respectfully request that the City consider an amendment to our professional services
agreement for the Ayers Street Pedestrian and Turn-Lane Improvements Project(E15106). LAN

is proposing a total additional fee of$31,745.00 for Amendment #4, a total restated contract
