HomeMy WebLinkAboutC2019-046 - 2/21/2019 - NA TASK ORDER NO. 35 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc. (Consultant) dated August 16, 2016 (Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME/NUMBER:Water and Wastewater Treatment On-Call Support, E16264 1. PROJECT DESCRIPTION—This project provides the Utility Department with on-call services to assist with any technical,operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES—On-Site Sewage Facility Evaluation more fully described in Exhibit A. 3. COMPENSATION—The total amount not to exceed for Task Order No. 35 only is $22,620. Task Order No. 35 SCANNED City Project No. E16264 Professional Services Contract City of Corpus Christi Water/Wastewater Treatment On-Call Support Task Authorization No. 35 — On-Site Sewage Facility Evaluation February 5, 2019 LIMA, • EXHIBIT A Page 1 of 4 1,u5 C9 LNV 0, .'s5i • SCOPE OF WORK Project No. E16264 Water and Wastewater Treatment On-Call Support Task Authorization No.35—On-Site Sewage Facility Evaluation PURPOSE LNV, Inc. was provided a July 12, 2018 report b) the City of Corpus Christi Utilities Department entitled "Lower Nueces River Watershed Protection Plan(WPP)—On-Site Sewage Facility(OSSF)Conversion to Existing City Wastewater Infrastructure Feasibility Study — Draft", Nueces River Watershed Partnership data,and the Nueces River Authority's"2018 Basin Summary Report;San Antonio-Nueces Coastal Basin: Nueces River Basin;Nueces-Rio Grande Coastal Basin".This information partially presents the possibility that OSSFs could be affecting water quality in the Lower Nueces River. Trend analysis indicates an increasing trend in E.coli over time in the reach of the Nueces River from the Saltwater Barrier Dam to the confluence with Javelin Creek,just downstream of the Jim Wells/Nueces Count) line.This increasing trend could be caused by any number,orany combination,of E.coli contributors to the system including wildlife, feral hogs, pets, and failing septic systems. A review oldie data provided by the Nueces River Watershed Partnership,dating to 2010,does not support increasing E. coli as one progresses downstream through the Lower Nueces River. The City of Corpus Christi requested LNV, Inc. to review available data and provide opinion. After discussion of opinion.the City of Corpus Christi requested LNV, Inc. to provide a proposal for a snapshot of water quality for the Lower Nueces River from approximately Hazel Bazemore Park to the Calallen Dam. The purpose of this task authorization is to provide information on potential negative impacts of private OSSFs to the water quality of the Lower Nueces River at the time of analysis.The Scope of Work is outlined below. SCOPE OF WORK The Engineer will perform the following: 1. LNV will prepare a sampling and testing plan with the intent of 3rd party verification of Nueces River Authority data.This sampling and testing plan will include the following: a. Two sampling events will be conducted,approximately one week apart. b. Approximately ten(10)samples will be collected during each sampling event. c. Samples collected will be analyzed for pH. E. coil, Nitrogen/Nitrates, Phosphorus/ Phosphates,and total dissolved solids(TDS). d. General geomorphology of the stream and water flow characteristics will be observed during sampling. 2. LNV will execute the sampling plan and submit samples for laboratory analysis. 3. Upon receipt of laboratory analysis results, LNV will review and analyze the data. A Draft Technical Memorandum with be authored and submitted to the City outlining findings and recommendations 4. LNV will discuss findings, comments. and next steps with the City. J. 4 DELIVERABLES The Engineer will prepare a Draft Technical Memorandum. LNV will meet with City Staff to discuss findings and recommendations. After their review of the Draft Technical Memorandum, if City Staff have comments and/or recommendations for change, LNV will incorporate those changes and submit a Final Technical Memorandum. SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed (written or emailed) and will submit the Draft Technical Memorandum to the City within 60 days of executed Task Authorization and/or Notice to Proceed. FEE The services will be provided on a Lump Sum basis of$22,620.00.as shown in ATTACHMENT A. Any additional services will be invoiced on a time and materials basis in accordance Nrith the attached Schedule of Hourly Charges. • TASK AUTHORIZATION MANAGER The Task Authorization Manager will be the primary contact person during the performance of this work. All correspondence or inquiries should be addressed to the Task Authorization Manager.
