AMENDMENT NO. 1 to the
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi, Texas, a Texas home-rule municipal corporation ("City") and Urban Engineering
("Consultant"), agree to the following amendments to the Contract for Professional Services for Kinney& Power
Street Pump Station Improvements (Project No. E16320):
Original Contract September 11, 2018 Motion No. M2018-159 $162,527.00
Exhibit A, Scope of Services shall be amended as set forth in the attached Amendment No.1, Exhibit A.
Exhibit A, Fees shall be amended based on the modified scope of services in the attached Amendment No. 1,
Exhibit A for a fee not to exceed $0.00, for a total restated fee not to exceed $162,527.00.
All other terms and conditions of the September 11,2018 Contract for Professional Services between the City and
Consultant, and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Subject: Kinney& Power St. Pump Station Improvements

Dear Sarah:
As a part of the subject project our team scope included review and assessment of the
2016 XPSWMM 1 D/2D model previously developed by HDR for the downtown drainage system.
This model is to be used to evaluate present requirements and capacity of the downtown system
and to determine the feasibility of interim solutions to maximize the capacities of the existing
drainage system. As we have discussed, during our review of the model we determined several
issues that we believe need to be addressed. These issues and/or proposed updating of the
model are outside the scope of the original project. The intent of revisions to the XPSWMM model
is to get as accurate a model as possible and updating it will directly impact the understanding of
the conditions within downtown Corpus Christi and the development of drainage improvements.
We believe that the proposed improvements to the model are very important, even
critical, to providing an accurate model for the task we have been given. The proposed critical
model revisions are listed in the following:
1. Pump Station configuration issues
2. 1D model not properly connected to the 2D model in several areas in the downtown area
and where the Water St. horseshoe trunkline is not connected to laterals. These areas are
allowing water to enter the bay when the local storm sewer should flow into the downtown
system toward the Power St. Pump Station.
3. Salt Flats 1D model not properly connected to 2D near the bay. This does not allow the
Resaca area to properly drain at the beginning and at the end of the storm event.
4. Stranded water areas that directly affect the pump station behavior need to be address by
adding 1 D/2D connections at trunklines.
5. XPSWMM catchment flows incorrectly being applied outside the levee area near Salt
Flats.
The existing AE contract has an Additional Service to review possible impacts of the new
Harbor Bridge Relocation Project on the downtown drainage system. Based on the information
provided to date, the effects of the Harbor Bridge relocation project on the downtown system
appear to be relatively minor. The$16,225 allocated for the Harbor Bridge updates, could be more
effectively used to support the modeling update noted above. We propose to provide the
necessary revisions and updating of the XPSWMM model for a fee of $16,225 and request the
