AMENDMENT NO. 1
CONTRACT FOR PROFESSIONAL SERVICES
The City of Corpus Christi,Texas, a Texas home-rule municipal corporation ("City")and HDR Engineering, Inc.
("Consultant"), agree to the following amendments to the Contract for Professional Services for Leopard Street
from Crosstown Freeway to Palm Drive (Project No. E12103):
Original Contract January 29, 2013 Motion No. M2013-024 $563,389
In the Original Contract, Exhibit"A", Section I. Scope of Services shall be amended as set forth in the attached
Amendment No. 1, Exhibit"A".
In the Original Contract, Article 5. Fee shall be amended based on the modified scope of services in the attached
Amendment No. 1, Exhibit"A"for a fee not to exceed $8,210,for a total restated fee not to exceed $571,599.
All other terms and conditions of the January 29, 2013 Contract for Professional Services between the City and
Consultant,and of any amendments to that contract,which are not specifically addressed herein shall remain in full
force and effect.

Dear Mr. Edmonds,
HDR is requesting an amendment to the Leopard Street project (E12103)from Palm Drive to SH 286
(Crosstown Expressway). The amendment request addresses out-of-scope work which was
performed under the approval of Engineering Services.
Project Development History
The City of Corpus Christi and HDR executed a contract for the Leopard Street (E12103) project in
January 2013. A final ELR was submitted to Engineering Services in July 2013. Engineering
Services subsequently requested HDR research the accommodation of bike lanes within the Leopard
Street footprint and acknowledged that these services were out-of-scope. Bike lane research,
coordination and revisions to base files began in September 2013. HDR submitted an amendment
request to recover bike lane costs in January 2014 and continued Basic Services design efforts as
per the City's direction. Scope reduction meetings for all Bond 2012 projects were held in October
2014. The City Council began scrutinizing the inclusion of bike lanes in a number of street projects
in November 2014, and in an effort to reduce construction costs, Engineering Services requested
HDR to submit a 60% plan set without the bike lanes. Subsequent to this request, HDR revised the
base files again, and submitted the 60% plan set in December, 2014.

Out-of-Scope Work (Bike Lane Coordination)
Previous staff from Engineering Services requested that HDR perform research and implement
changes to the Leopard design to accommodate bike lanes. HDR informed City staff during that time
that accommodating bike lanes in the Leopard design was out of scope, and all parties pushed
forward to stay on schedule. The following serves as an outline of the out-of-scope services
associated with the bike lane coordination:
1. The signed and sealed ELR recommended no bike lanes.
2. Engineering Services directed HDR to analyze what it would take to add bike lanes. (typical
section, pavement type, alignment impact).
3. Due to the room needed to accommodate the bike lanes, the level of effort increased to
visiting with property owners in person to discuss on-street parking versus off-street parking
("off-street" indicates the owner had parking accommodations elsewhere, not on the street).
The City's goal was to eliminate curb-side parking along Leopard Street.
4. HDR submitted an amendment to recover the cost for bike lane and property owner
coordination, revisions to the base files, and to update ELR. The City did not respond.
5. The City and HDR moved forward with design accommodating bike lanes. Base files were
revised to accommodate the bike lanes and the street alignment was revised due to
required offset.
6. Prior to the 60% submittal, the addition of bike lanes to a large number of projects was
heavily scrutinized by City Council. Subsequently, Engineering Services directed HDR to
remove the bike lanes. This required revisions to the base files, street alignment,typical
sections, and pavement structure.
7. Leopard was then placed on hold due to the Harbor Bridge project.
8. HDR reminded the City of the need for an amendment to capture the effort associated with
the inclusion and removal of the bike lanes. The City acknowledged the additional effort
but asked that HDR submit an amendment request as part of an overall amendment to kick
start design again once the changes from the Harbor Bridge were known.

In summary, we are requesting a lump sum amount of$8,210.00 for Amendment#1 for a restated
fee not to exceed $571,599.00 as shown in Exhibit C.
