(PSI), an Intertek company, is pleased to submit this proposal to conduct a geotechnical exploration at the above referenced property. PSI thanks you for the opportunity to propose these geotechnical services and looks forward to being part of the design team. This work involves reconstruction of Laguna Shores Road from Mediterranean Drive to Wyndale Street (approximately 5438 lineal feet) in Corpus Christi, Texas. A review of project information, along with a proposed scope of services, schedule and fee information is provided below. Project Understanding Project information was provided by Ms. Marisa Alaniz, EIT with the City of Corpus Christi: The geotechnical exploration will be performed for street design per City of Corpus Christi requirements. PSI understands that it is desired for this street to be a 30-year pavement design for both HMAC (with multiple options) and concrete street and sidewalk including subgrade compaction requirements. PSI also understands that the City of Corpus Christi will provide design traffic information that we will utilize to determine appropriate design traffic ESALs and resulting potential pavement section options. The design will include an option consisting of a flexible pavement section having a thickness of 7.5 inches. We will evaluate the potential of recycling the existing pavement materials into the new pavement section options. PSI also understands the roadway pavement section recommendations will consider the effects of tidal and storm surge influences from the adjacent Laguna Madre. As requested, PSI will initially submit an unsealed draft report for City and Consultant to review along with a preliminary invoice. Should the above information or assumptions be inconsistent with planned construction, the Client in Exhibit A Page 1 of 10 • Proposed Laguna Shores Road Reconstruction PSI Proposal No. 273546 Mediterranean Dr to Wyndale St, Corpus Christi, Texas April 24, 2019 should contact the PSI office and allow necessary modifications to be made to the proposal. SCOPE OF SERVICES The geotechnical engineering scope of services will include the following items. • Field exploration consisting of drilling and sampling of the subsurface materials and observing groundwater levels at the site. • Laboratory testing of the subsurface materials. • Performing engineering analyses and providing geotechnical recommendations in a geotechnical report. Field Exploration We propose a total of 12 exploratory borings for this project. Six(6) of the borings will be drilled to a depth of 10 feet for pavement design and 6 borings will be drilled to the 25-foot depth for utility and signal design purposes. The table below summarizes the planned exploratory boring program. Summary of Borings Design Element Number of Boring Depth(s) Drilling Footage Borings (feet) (feet) Pavement Design 6 10* 60 Retaining Wall and Utilities 6 25* 150 TOTAL 12 --- 210 *Borings may need to be deeper in those areas where retaining wall embankments will be constructed since potential settlement magnitude from fill placement and retaining wall design information such as bearing capacity, sliding and global stability will need to be evaluated. The deeper borings will also be necessary for utility and signal design. The borings locations will be identified in the field using GPS coordinates using a hand-held GPS device. Approximate GPS coordinates for the boring locations will be obtained from the Google Earth computer program. Surveying of the boring locations to obtain surface coordinates and elevations is beyond the scope of work and should be surveyed by others prior to construction. References to elevations of various subsurface strata will be based on depths below existing grade at the time of drilling. • During the field activities, the subsurface conditions will be observed, logged, and visually classified field notes were maintained to summarize soil types and descriptions, water levels, changes in subsurface conditions, and drilling conditions • Final depths of the borings may be extended or reduced depending on the subsurface materials identified during field activities. • PSI will contact Texas One Call/Dig Tess, etc. or other public utility clearance companies prior to the start of drilling activities. It is our experience that these companies do not mark the locations of privately owned utilities. This proposal is based on private utility lines and other subsurface appurtenances are located in the field by others prior to field activities. The field crew will attempt to limit such damage, but no restoration other than backfilling the borings is included in this proposal. Excess auger cuttings and drilling spoils will be collected and disposed of offsite. • PSI will exercise reasonable caution to avoid damages to underground utilities by contacting local utility companies prior to the field activities. However, private utility locations are often unknown by public utility companies and by the utility owners. The nature and extent of this laboratory testing program will be dependent upon the subsurface conditions identified during the field exploration program. The laboratory testing program on selected samples will include moisture content tests, Atterberg limits tests, sieve analyses, and other tests as required to identify the engineering characteristics of the subsurface materials. Engineering Analyses and Report The results of the field exploration and laboratory testing will be used in the engineering analysis and in the formulation of the recommendations. The results of the subsurface exploration, including the recommendations and the data on which they are based, will be presented in a written geotechnical report. The geotechnical report includes the following items: • Boring Location Plan ➢ Existing soil characteristics along route. ➢ Water table depth along route. Page 3 of 11 Exhibit A Page 3 of 10 • Proposed Laguna Shores Road Reconstruction PSI Proposal No. 273546 Mediterranean Dr to Wyndale St, Corpus Christi, Texas April 24, 2019 ➢ Fill material recommendations with and without existing road bed. ➢ Recommendations and considerations for fill and compaction methods in high water table areas, and in poor underlying soil areas, if any. ➢ Recommendations on how to mitigate roadway settlement, if any, due to fill overburden, loads during construction, and operational loads after completion. ➢ Erosion protection recommendations for non-contained fill alternative. ➢ Retaining wall design parameters for contained fill alternative. ➢ Subgrade preparation recommendations for box/circular culverts. ➢ OSHA soil type classification. ➢ Trench excavation design parameters ➢ Traffic counts ➢ % growth over pavement life ➢ Design vehicles ➢ Design trucks ➢ Roadway pavement and shoulder design section recommendations will be provided to include soil amendment alternatives, geogrid and geotextiles alternatives, flexible pavement, and rigid pavement. Section recommendations based on average vehicle trips per day and projected traffic growth for 30 years to be provided by the City, with an appropriate ESAL calculated from the provided traffic count data. Multiple feasible pavement options will be included. A min. 2.5 Serviceability Terminal Index will be utilized. No bond breaker will be utilized for asphalt pavements • Discussion of utilizing a TX-5 geogrid as an acceptable alternative to lime stabilization ➢ Narrative of benefits/risks of proposed components ➢ Recommendation for prolonging pavement life and protecting the pavement section during construction will be included ➢ If proposed flexible pavement section exceeds 7.5 inches of HMAC, 1 equivalent pavement section shall include 7.5 inches HMAC. ➢ For thick pavement sections, alternative section reduction options will be included such as multiple grid option, increased asphalt thickness,etc. ➢ Construction testing recommendations. Interaction with the City PM will be made and a draft report for review will be submitted prior to report finalization. An alternative to providing multiple pavement options for each set of material components would be to discuss recommended sections with the City and AE for review and approval to determine desired options to be included in the report. If requested by the Client, additional hard copies can be provided. The geotechnical report will be reviewed, signed, and sealed by a registered Professional Engineer. SPECIAL GEOTECHNICAL DESIGN CONSIDERATIONS Pavement performance at this location is affected by other factors that would typically not be a design consideration for normal pavement design projects in Corpus Christi. For example, this area is subject to periodic inundation from tidal and storm surges which can detrimentally affect the performance of the subgrade, base and surface pavement materials. Fill embankments and retaining walls may be subject to excessive settlement or have inadequate bearing capacity which may lead to the requirements for ground improvements depending on the height of the fill and the consolidation characteristics of the underlying subgrade. PSI will need to initially meet with the project team and discuss the planned grading along the route so that appropriate adjustments to the number and depth of borings could be made, if needed. SCHEDULE Based on the site being accessible to the truck rig, drilling can commence within approximately one week after receipt of authorization to proceed, weather permitting. Preliminary verbal recommendations could be made available after laboratory testing is completed. A final report can be provided within 5 weeks of authorization. Delays sometime occur due to adverse weather, utility clearance requirements, site clearing requirements for drill rig access, obtaining drilling permits, obtaining Right of Entries and other factors outside of PSI's control. In this event, PSI will communicate the nature of the delay and provide a revised schedule at the earliest possible date. EEL PSI proposes a fee of$22,245.00 to perform the above outlined services. PSI proposes the fee for performance of the outlined scope of services be charged on a unit rate basis based upon PSI's 2018/2019 Master Service Agreement for Geotechnical and Materials Testing (17099A) shown on the Estimated Fee Breakdown shown below. Not included in the proposed fee are costs associated with locating private underground utilities, reviewing foundation drawings, preparing construction specifications, attending special conferences, providing environmental consulting, and any other work requested after submittal of the report. PSI will exercise reasonable caution to avoid damages to underground utilities by contacting local utility companies prior to the field activities. However, utility locations on the owners'side of the meter are often unknown by utility companies and by the utility owners. Therefore, PSI will not be responsible for damage to any buried utilities that are not made known to us.
