HomeMy WebLinkAboutC2019-429 - 7/17/2019 - NA TASK ORDER NO. 3 This Task Order pertains to a Master Services Agreement for Professional Subsurface Utility Exploration (SUE) Services by and between City of Corpus Christi, Texas (City) and Cobb, Fendley &Associates, Inc. (Consultant) dated October 30, 2018(Agreement). Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT NAME: 18127A Master Services Agreement for Professional Subsurface Utility Exploration (SUE) Services Task Order No. 3 18127D Staples Street from Kostoryz Road to Baldwin Boulevard (Bond 2018 - Project No. 18041A) 1. PROJECT DESCRIPTION. SUE Investigation Services to assist in determining the presence and location of subsurface utilities with Staples Street from Kostoryz Road to Baldwin Boulevard. 2. SCOPE OF SERVICES.Task Order No.3—professional investigation services is described in Exhibit "A". 3. COMPENSATION. The total amount not to exceed for Task Order No. 3 only is $126,383.14. 4. PROJECT DELIVERABLE(S) TIMELINE. Forty-five (45) working days from Notice to Proceed. This Task Order is approved and Consultant may proceed. The proposed Scope of Services and Basis of Compensation are outlined below. This proposal is based on emails from Marisa Alaniz(City of Corpus Christi) on June 5th,2019 and on July 3rd,2019. Scope of Services The purpose of this SUE investigation is to assist in determining the presence and location of subsurface utilities. For scope limits: Quality Level B only for target utilities at the test hole locations shown in the attached plan exhibit. Quality Level A locations are shown on the attached plan exhibit,for a total of 28 test holes. SERVICES TO BE PROVIDED BY COBB FENDLEY When performing this type of work CobbFendley typically follows ASCE 38-02"The Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data"-see below. Utility Quality Levels are defined in cumulative order(least to greatest): Quality Level D-Existing Records: Utilities are plotted from review of available existing records Quality Level C - Surface Visible Feature Survey: Quality Level "D" information from existing records is correlated with surveyed surface-visible features. Quality Level B-Designate: Two-dimensional horizontal mapping. This information is obtained through the application and interpretation of appropriate non-destructive surface geophysical methods. Utility indications may be referenced to established survey control.Additional description of services,methodology and equipment is below. Quality Level A-Locate(Test Hole):Three-dimensional mapping and other characterization data. This information is obtained through exposing utility facilities through test holes and measuring and recording (to appropriate survey control) utility/environment data It is anticipated that for this project, CobbFendley will provide Quality Level A and Quality Level B SUE information. SUE investigations are conducted for engineering design purposes and are not to be used for construction clearing purposes. Coordinate with the City of Corpus Christi to schedule work. The City of Corpus Christi will provide permission or permits to perform work on site,or right of entry to property and any utility easements. CobbFendley will submit the required right-of-way permit applications and pay any required permitting fees, for subsequent reimbursement by the City of Corpus Christi. 2. CobbFendley will perform Record Research to obtain utility information for site and adjacent streets that may contain utilities leading onto the site.This will assist CobbFendley in identifying utilities and marking them in the field. 3. CobbFendley will designate(means to record and mark)the horizontal location of the existing tone-able test hole target utility using non-destructive surface geophysical techniques, at the test hole locations shown in the attached exhibit. Tone-able utilities are typically utilities that are conductive or internally accessible with a traceable fish tape or sonde. Water and communication vaults can be investigated from above ground. Cobb Fendley does not typically enter buried power vaults or manholes. 4. If internally accessible(e.g.via a cleanout)nonconductive lines can often be traced out with a fish tape or sonde.Under ideal circumstances nonconductive buried lines can be investigated successfully with Ground Penetrating Radar(GPR). Soil conditions in Texas are however generally not suitable for GPR. CobbFendley has had success using GPR for SUE work but non-conductive features can remain undetected. 5. A non-water base paint, utilizing the APWA color code scheme and pin flags will be used on all surface markings of underground features. CobbFendley will provide a field sketch of designated utilities. 6. CobbFendley will survey utility field markings and above ground utility features. CADD to draft the surveyed information onto a project base map will be provided by CobbFendley. The City of Corpus Christi will provide the base map in AutoCAD or Microstation format,as well as the applicable project survey control information. Vacuum Excavation (Quality Level A) In locations where the depth of identified buried utilities is requested,CobbFendley can perform Quality Level A vacuum test holes. Test holes are excavated using a nondestructive compressed air vacuum excavation truck. The Quality Level A Test Holes,up to twenty-eight (28),will be performed at the locations shown on the attached plan exhibit. Vacuum excavation is performed as follows: 1) Comply with policies for the prevention of underground utility damage(i.e.,one-call system). CobbFendley will obtain permission and permits to perform work and determine location of test holes. 2) Vacuum excavate to measure and record the depth and location of found items. CobbFendley accepts no responsibility for contaminated soils should they be encountered during excavation. CobbFendley does not take ownership of any excavated material. 3) Record depth of the utility,line size,line material,condition of the line,type of soil around the line.Provide markers at each utility location. 4) Backfill the hole. Compact in lifts. Restore pavement. 5) Survey of utility test hole locations. 6) CobbFendley will provide copies of field test holes data sheets showing utility depth,size and line material,condition of the line,type of soil for each location. Standard traffic control can be described as short-term lane closure necessary to access utility features located in the roadway. It is anticipated that non-standard traffic control (lane closures, police officer present, arrow board,etc...)will be required to perform these services. The costs for non-standard traffic control have been estimated and included in this fee estimate and will be passed through to the City of Corpus Christi on our invoice,at cost plus 5%. It is anticipated that test holes will be backfilled with native soil excavated at each site,however,if select backfill is needed due to wet soil conditions or right-of-way inspector requirement,cost for select backfill will be invoiced to the City of Corpus Christi on our invoice,at cost plus 5%.
