HomeMy WebLinkAboutC2019-612 - 10/23/2019 - NA TASK ORDER NO. 51 This Task Order pertains to a Master Services Agreement for Professional Services by and between City of Corpus Christi, Texas (City) and LNV, Inc., (Consultant)dated August 16,2016(Agreement) by Motion No.M2016-093. Consultant shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. PROJECT: E16264 Water and Wastewater Treatment On-Call Support 1. PROJECT DESCRIPTION: This project provides the Utility Department with on-call services to assist with any technical, operational, maintenance,diagnostic and design concerns for the City's O.N.Stevens Water Treatment Plant and six wastewater treatment plants. 2. SCOPE OF SERVICES: Water System Engineering Support, more fully described in Exhibit A. 3. COMPENSATION: The total amount not to exceed for Task Order No. 51 only is$13,130.00. 4. PROJECT DELIVERABLE(S): Deliverables will be received in 4 weeks upon issuance of Notice to Proceed. This Task Order is approved, and Consultant may proceed. The lift station and the associated 36-inch ductile iron force main were originally constructed in 1978 and outfall at the existing headworks of the Oso Water Reclamation Plant (Oso WRP). A number of improvements are currently being performed and planned both at the lift station and at the Oso WRP. Due to this, the City wants to evaluate the impact of the potential changes in the system on the Williams lift station to plan and implement suitable upgrades, if required. The purpose of this task authorization is to assist the City by performing a hydraulic analysis of the system using the City's existing wastewater hydraulic model for the Oso basin.The aim of the hydraulic analysis is to identify the impacts on the capacity of Williams lift station and force main due to the following planned changes/upgrades to the system: • Replacement of existing headworks at the Oso WRP with new headworks(with a differential elevation of approximately 20 feet) and change of outfall of Williams force main to new headworks • Replacement of Lift Station 1 at the Oso WRP with a new lift station(6 pumps with planned future capacity of 8 pumps)and evaluation of potentially changing outfall of Williams Force Main to the new lift station • Impact of increasing Oso WRP annual average flow(AAF)capacity from 16.2 million gallons per day(MGD)to 18.0 MGD in the future In addition to the impacts on Williams lift station and force main, the hydraulic analysis will also evaluate the impact of the above-mentioned changes on Lift Station 2 at Oso WRP and the surrounding collection system. SCOPE OF WORK BASIC SERVICES: The Engineer will perform the following: Task 051A—Capacity Evaluation and Modeling • Perform hydraulic analysis using the City of Corpus Christi's wastewater hydraulic model for Oso basin for the following scenarios: i. Scenario 0: Design storm—Baseline using existing flow path and outfall ii. Scenario 1: Design storm flow—Change outfall to proposed headworks • Scenario 1(a): Upgrade pumps at Williams lift station • Scenario 1(b): Optional—Replace Williams force main • Scenario 1(C): Optional—Replace Lift Station 2 pumps 1 Exhibit A Page 2 of 5 `yf LNV iii. Scenario 2: Design storm flow—Change outfall to proposed Lift Station 1 —Use 6 pumps • Scenario 2(a): Replace Williams force main • Scenario 2(b): Upsize Lift Station 1 — Add two new pumps (expected future capacity) DELIVERABLES • One(1)electronic copy of modeling results and Engineer's interpretation of results SCHEDULE The Engineer's services shall be performed in a timely manner consistent with sound professional practices. The time limits set forth in the schedule shall include allowances for reasonable and expected review time by the City and approval by authorities having jurisdiction over this project and shall not be allowed as cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made to the agreed upon schedule shall be made in writing and accepted by both parties. The construction schedule presented is a preliminary estimate and may change depending on the improvement solutions selected. The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice to Proceed (written or emailed). The work under this task authorization is anticipated to be complete in accordance with the following schedule.
