Lab shall perform services on the project described below as provided in this Task Order and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon execution, this Task Order shall supplement the Agreement as it pertains to the project described below. Corpus Christi, Texas Terracon Proposal No. PCD195015 Dear Mr. Flores: In response to your email dated September 18, 2019, Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to provide geotechnical engineering services for the above referenced project. The purpose of this study will be to evaluate the pertinent geotechnical conditions at the site and to develop geotechnical parameters, which will assist in the design and construction of the proposed tank. We understand that we have been chosen to provide these services for this publicly funded project. Therefore, by providing cost information we are in compliance with the Texas Professional Services Procurement Act. This proposal outlines our understanding of the project and scope of services and provides a lump sum fee for our services, for total fee of$21,400. A. PROJECT INFORMATION Site Location ITEM DESCRIPTION This project will be located near the intersection of Leopard Street and Location Five Points Rd. inside O.N. Stevens Water Treatment Plant in Corpus Christi, Texas. Current ground cover Bare soil and gravel fill (assumed). Existing topography Based on the review of the available aerial image, the site has been graded and assumed to be relatively level. Materials Geotechnical Engineering Report lrerracon Proposed ONSWTP Clearwell No. 3 Tank _ Corpus Christi, Texas September 24, 2019 Terracon Proposal No. PCD195015 Project Description ITEM DESCRIPTION Water Tank One new water tank will be constructed. Inside Diameter (ID) of the proposed tank will be approximately 322 feet. Total capacity of the tank will be about 10 MG. The maximum height of the stored water is about 16.5 feet. The proposed foundation system is a circular prestressed tank foundation Tank Foundation with thickened perimeter footing. The roof will be either a column supported flat slab or a free-spanning dome. Bearing Pressure The anticipated contact pressures are in between 1,000 to 1,500 psf. Finished Floor Elevation Not available at the time of the proposal. Should any of the above information or assumptions be inconsistent with the planned construction, please let us know so that we may make any necessary modifications to this proposal. B. SCOPE OF SERVICES The services to be provided by Terracon are summarized in the following paragraphs. Field Program — Based on the proposed project and a review of the selected tank manufacturer guidelines, we will perform a total of 9 borings. Structures No.of Borings Approximate Depth 1,ft. The borings will be performed to obtain soil samples for soil classifications. Sampling will be in general accordance with industry standard procedures wherein Shelby tube samples or split- barrel samples are obtained. Samples will be obtained at intervals of five feet. We will observe and record groundwater levels during and after drilling. Once the samples have been collected and classified in the field, they will be placed in appropriate sample containers for transport to our laboratory. The drilling services for this project will be performed by a drilling subcontractor under Terracon's direction. Our fee is based on the site being accessible to our conventional two-wheel drive truck-mounted drilling equipment. Additional costs may result if this is not the case. Exhibit A Page 2 of 5 Geotechnical Engineering Report lrerracon Proposed ONSWTP Clearwell No. 3 Tank - Corpus Christi, Texas September 24, 2019 Terracon Proposal No. PCD195015 Conditions/Items to be provided by Client: Items to be provided by the client include the right of entry to conduct the exploration and an awareness and/or location of any private subsurface utilities existing in the area. We will contact Texas811 for location of utilities in public easements. Location of private lines on the property is not part of the Texas811 or Terracon scope. All private lines should be marked by others prior to commencement of drilling. Terracon will take reasonable efforts to reduce damage to the property, such as rutting of the ground surface. However, it should also be understood that in the normal course of our work some such disturbance could occur. We have not budgeted to restore the site beyond backfilling our boreholes. If there are any restrictions or special requirements regarding this site or exploration, these should be known prior to commencing field work. Our services do not include services associated with site clearing, wet ground conditions, tree or shrub clearing, damage of existing crops / landscape or location of underground utilities beyond contacting Texas811. If such conditions are known to exist on the site, Terracon should be notified so that we may adjust our scope of services and fee, if necessary. For safety purposes, all borings will be backfilled with soil cuttings and bentonite chips immediately after their completion and subsurface water observation if any encountered during drilling. Excess auger cuttings would be disposed of on the site. Laboratory Testing — The samples will be tested in our laboratory to determine physical engineering characteristics. An experienced geotechnical engineer will review the boring logs and samples. Laboratory tests will be conducted on representative samples to evaluate the pertinent engineering properties of the materials encountered. The laboratory testing is planned to include: Soil Classification —ASTM D 2487 Grain Size Distribution, Sieve Analysis -ASTM D 422 Dry Unit Weight ASTM D 2937 Moisture content measurements ASTM D 2216 Atterberg Limits ASTM D 4318 Unconfined compressive strength ASTM D 2166 (for undisturbed soil, if samples are recovered with Shelby tube) Engineering Analysis and Report — The results of our field and laboratory programs will be evaluated by a professional geotechnical engineer licensed in the State of Texas. Based on the results of our evaluation, an engineering report will be prepared that details the results of the testing performed, provides logs of the borings, and a diagram of the site/boring layout. The report will include the following: Exhibit A Page 3 of 5 Geotechnical Engineering Report lrerracon Proposed ONSWTP Clearwell No. 3 Tank Corpus Christi, Texas September 24, 2019 Terracon Proposal No. PCD195015 Computer generated boring logs with soil stratification based on visual soil classification; Summarized laboratory data; Groundwater levels observed during and after completion drilling; Boring location plan; Subsurface exploration procedures; Encountered soils conditions; Seismic Site Classification based on 2018 IBC; Recommendation for below grade walls Recommendation for pavement types and thicknesses Tank pad preparation to reduce the soil movement and Appropriate foundation type and recommendation to support the planned tank. Our reports will provide general comments and applicable recommendations regarding construction methods, sequences, and potential difficulties that may arise during overall construction as it relates to the soil aspects of this project. Schedule - We can generally begin the field exploration program within one week if site and weather conditions permit. We estimate the final geotechnical report can be completed within about four weeks after the soil borings are completed. In situations where information is needed prior to submittal of our report, we can provide verbal information or recommendations for specific project requirements after we have completed our field and laboratory programs. C. COMPENSATION Based upon our understanding of the site, the project as summarized and our planned scope of services outlined in the proposal, our base fee is shown in the following table: ------ ------------ Task Lump Sum Fee Subsurface Exploration, Laboratory Testing, Geotechnical Consulting&Reporting $18,900 Additional services not part of the base fee include the following: Additional Services Lump Sum Fee Initial for Authorization Private Utility Locate Service ' $2,500 Construction Materials Testing Services TBD 1 If the owner/client is unable to accurately locate private utilities, we can subcontract a private utility locating firm and/or utilize geophysical equipment, if necessary. The detection of underground utilities is dependent upon the composition and construction of utility lines. Some utilities are comprised of non-electrically conductive materials and may not be readily detected. The use of a private locate service does not relieve the owner of their responsibilities in identifying private underground utilities. If such services are desired by the owner/client, we should be notified so we can adjust our scope of services. Should it be necessary to expand our services beyond those outlined in this proposal, we will notify you, then send a supplemental proposal stating the additional services and fee. We will not proceed without your authorization, as evidenced by your signature on the Supplement Agreement form. We are available to review earthwork and foundation related portions of project drawings and specifications and to confer with the design team after submittal of our report. Such follow-up services are beyond the scope of this proposal and would be charged at $150.00 per hour for a Project Engineer and $200.00 per hour for a Principal/Senior Engineer. We will obtain your specific authorization prior to providing any additional services. D. AUTHORIZATION This proposal may be accepted by executing the attached Agreement for Services and returning a copy to Terracon. Project initiation may be expedited by emailing or faxing a copy of the signed Agreement for Services to 210-641-2124. Unless requested otherwise, a hard copy of this proposal will not be mailed to you. The terms, conditions and limitations stated in the Agreement for Services (and sections of this proposal incorporated therein), shall constitute the exclusive terms and conditions and services to be performed for this project.
