PROJECT DESCRIPTION— As a reference for the tasks identified in the Master Services Agreement(MSA),this Task Authorization supports MSA Task 13—TWDB Financial Assistance(SWIFT) and focuses specifically on funding applications for the Texas Water Development Board(TWDB). The following scope is intended to be used for the contractual agreement executed as Task Authorization No. 2 in accordance with the Terms and Conditions of the associated MSA. Funding for the procurement of a seawater desalination plant will be pursued as a low-interest loan from the TWDB. The interest savings on the project when funded through the State Water Infrastructure Fund for Texas (SWIFT)will be in the millions of dollars for a project this size. We understand that the City is focused on continuing along the critical path for implementation of the Seawater Desalination project. To achieve the objective of procuring a seawater desalination plant for the City of Corpus Christi, Freese and Nichols, Inc.will provide the following services. 2. SCOPE OF SERVICES— BASIC SERVICES A. MSA Task 13—TWDB Financial Assistance (SWIFT) Funding Applications The purpose of this task is to complete the application processes for TWDB funding for the planning and procurement of the project. The Consultant will: 1. TWDB—SWIFT i. Prepare abridged application for filing with TWDB by February 2020. ii. Schedule and facilitate up to three(3) meetings with the TWDB to identify and discuss alternative project delivery methods and implications for the SWIFT funding program. iii. Upon issuance of TWDB invitation to file a full SWIFT Application: 1. Prepare full application using the TWDB Online Application (OLA)tool including financial assistance application package for funding of the planning, design,and construction of a desalination plant. 2. Monitor TWDB SWIFT financial assistance review process through financial close of application 3.
