This Task Order pertains to a Master Services Agreement for Professional Services by and between the City of
Corpus Christi, Texas (City) and LNV, Inc., (Consultant)dated September 13,2016 (Agreement) by Motion No.
M2016-101. Consultant shall perform services on the project described below as provided in this Task Order and in
the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Upon
execution, this Task Order shall supplement the Agreement as it pertains to the project described below.
PROJECT NAME: Water System Process Control & Reliability
1. PROJECT DESCRIPTION — See proposal; Exhibit A.
2. SCOPE OF SERVICES: The scope of services is more fully described in Exhibit A.
3. COMPENSATION —The total amount not to exceed for Task Order No. 6 only is $14,530.00.
This Task Order is approved, and Consultant may proceed. All other terms and conditions of the Agreement
remain in full force and effect.

PURPOSE
The City of Corpus Christi owns and operates the 1.5 million gallon(MG) Coral Vines Elevated Storage
Tank(EST).The EST was originally constructed in 2010 and during the recent past the City has noted that
the coating on the EST is in poor condition. Technical specifications for recoating were developed and the
project was initially bid out by the City.However,the City would now like to revise/redevelop the technical
specifications and submit new technical specifications for coating the EST through an addendum, before
reopening the project for bidding.The City has requested that this task be expedited,and the new technical
specifications be provided to City staff by December 20.
In this regard,the City has requested LNV, Inc. (LNV)to review the existing specifications and provide a
recommendation for best path forward. After an initial review of the specifications,LNV determined that
it would be best to inspect the interior and exterior of the EST to determine the cause for the current
condition of the coating. Based on the results of the inspection, new technical specifications will be
developed based on the defects noted and the recommended repairs.
Under this task authorization,a complete inspection of the exterior and interior of the current condition of
the EST will be performed. The Engineer will then provide tank rehabilitation recommendations and
develop technical specifications for the City to implement suggested recommendations.
In addition to these services, construction phase inspection services are critical for the success of the
recommended improvements. The scope of the construction phase services is difficult to determine at this
stage. The scope will be better defined post the initial inspection and a separate task authorization will be
submitted to the City for these services.
SCOPE OF WORK
The Engineer will perform the following:
Task 006A-Design Phase
• Review existing construction plans,specifications,previous inspections reports and other relevant
data pertaining to the project.
• Coordinate with City staff to obtain required data and schedule site visits.
• Conduct a complete inspection of the interior and exterior of the Coral Vines EST.
• Provide an inspection report with photographs, details of inspection, recommended repairs,
associated costs and estimated life expectancy of recommended repairs.The inspection of the tank
and the subsequent report will be in accordance with AWWA D100, D102,M42,OSHA Chapter
29,CFR 1910,TCEQ 20 TAC Subchapter D,Rule 290.43.

• After obtaining approval from the City regarding the recommended improvements, develop
technical specifications consisting of tank repairs and coating application.
Notes on scope of work:
i. The City will provide access to the EST for inspection including access to tank pedestal door
and roof hatch.
ii. A remote operated vehicle(ROV)will be used for internal inspection of the tank.The EST will
not need to be taken out of service for inspection. However,it is recommended that tank level
during the inspection be at least 50%and the pumps/inlet/outlet valves be shut off for the short
duration of the internal inspection(-30 minutes).
DELIVERABLES:
• Inspection report for the interior and exterior assessment of the tank
• Draft technical specifications for City review
• Final signed and sealed technical specifications
Task 006B—Bid Phase
• Attend pre-bid meeting and bid opening.
• Prepare required addenda in the City's format in response to pre-bid questions.
• Prepare bid tabulation and provide a bid recommendation letter to the City.
DELIVERABLES:
• Addenda as required
• Bid recommendation letter
SCHEDULE
The time limits set forth in the schedule shall include allowances for reasonable and expected review time
by the City and approval by authorities having jurisdiction over this project and shall not be allowed as
cause for delay or adjustments to the schedule. Delays caused by review times by the City exceeding those
anticipated by the Engineer's schedule are cause for adjustments in the schedule. Any adjustments made
to the agreed upon schedule shall be made in writing and accepted by both parties.
The Engineer shall begin work immediately upon receipt of the executed Task Authorization and/or Notice
to Proceed(written or emailed).

The services under this task authorization will be provided on a lump sum basis. The anticipated amount
for this task authorization is$14,530.00.
The Engineer shall not incur cost in excess of this not-to-exceed amount without prior written authorization
from City.

The Task Authorization Manager will be the primary contact person during the performance of this work.
