E. PUBLIC COMMENT - AUDIENCE AND PRESENTER SOCIAL DISTANCING AND
PUBLIC TESTIMONY AND PUBLIC HEARING INPUT AT PUBLIC MEETINGS OF
THE CITY COUNCIL. To reduce the chance of COVID-19 transmission, public
meetings will be held in a manner intended to separate,to the maximum practical
extent, audience and presenters from personal contact with members of
Community, City Staff, and City Council. This meeting will be broadcast at
cctexas.comiservices/council meeting-agendas-minutes-video. Public testimony
and public hearing input for Public Comment and all items on the agenda at
public meetings of the City Council should be provided in written format and
presented to the City Secretary and/or designee no later than five minutes after
the start of each meeting of the City Council.Testimony and/or public input shall
be in accordance with the City Secretary's instructions, which shall be posted on
the City Secretary's door and on the City website, and allow for electronic
submission. The written public testimony shall be provided to members of City
Council prior to voting on measures for that meeting. Written testimony shall be
limited in accordance with the City Secretary requirements and shall be placed
into the record of each meeting.This testimony shall serve as the required public
testimony pursuant to Texas Government Code 551.007 and shall constitute a
public hearing for purposes of any public hearing requirement under law.The
meeting may be held telephonically or via videoconference.The public may
participate remotely by following the instructions of the City Secretary at
cctexas.com/departments/city-secretary.

Mayor McComb referred to City Managers Comments.City Manager Peter
Zanoni and Assistant City Manager Keith Selman reported on the following
topics:
1)City openings and closures for Memorial Day weekend.2)Safe Fun-Fit at the
Bayfront.3)New Cole Park Pier update project completion summer 2021.
Council Members and City Manager Zanoni discussed the following topics: that
community involvement is important;and several community input events will
be held.
a. GOVERNMENT ACTIONS RELATED TO CORONA VIRUS
Director of Public Health District Annette Rodriguez presented an update on
COVID 19: statistics for May 18,2020;total cases to date are 242;testing for

COVID-19;and update on notable cases.
Council Member,Fire Chief Robert Rocha and Director Annette Rodriguez
discussed the following topics: if there has been any coordination for testing at
private sectors;what is the percentage of testing at nursing homes;the fire
department has completed testing at two nursing homes;there are a total of 16
nursing homes in Corpus Christi;and the results on nursing homes is
outstanding.
b. OTHER
Chief Financial Officer Constance Sanchez gave an update on the LiftFund
program: Small Business Recovery Program;Status of Phase 1;Breakdown of
Loans by Sector;Small Business Recovery Program Phase 2;and Small
Business Recovery Program Phase 3.
Director of Management and Budget Eddie Houlihan presented information on
the following topics: Budget Adoption; Budget Workshops; Community Input
Sessions;and Tax Rate.
Council Members,Director Houlihan and City Manager Peter Zanoni discussed
the following topics: if the governor declares a disaster then state property tax
reform legislation could be on hold for two years and the rules could be
suspended;would there be a workshop to discuss financial policies;and if
there are any updates on FY 19/20 Budget regarding COVID-19 impact

1. One-reading ordinance accepting and appropriating Federal Aviation
Administration Grant#59 in the amount of$6,521,022 pursuant to the
federal Coronavirus Aid, Relief, and Economic Security(CARES)Act for
economic relief to eligible U.S. airports affected by the prevention of,
preparation for, and response to the COVID-19 pandemic; and declaring
an emergency.
This Emergency Ordinance was approved on the consent agenda.

Consent-Capital Projects
2. One-reading ordinance amending the FY 2020 Capital Improvement
Program budget for project E11068 Nueces River Raw Water Pump
Station in the amount of$771,662 and authorizing the execution of
Change Order No. 2 with CSA Construction, Inc. of Houston, Texas, for
several additional construction modifications, in the amount of$771,662
for a total restated fee of$13,721,662 located in City Council District 1,
with funding available from the FY 2020 Water Capital Improvement
Program Budget and the Water Fund.
Mayor McComb referred to Item 2.
A Council Member,City Manager Peter Zanoni and Director of Water Utilities
Kevin Norton discussed the following topics: the amount budgeted in the
Capital Improvement Plan(CIP)($10.8M)does not match the amount budgeted
($12.9M)for this project;the CIP was not changed during the last budget cycle;
the$2.1 million difference is coming from the revenue bonds;a council
member's suggestion to do an audit;and a council member's request for
accuracy in the CIP fund.
Council Member Hernandez made a motion to approve the ordinance,
seconded by Council Member Smith. The Ordinance was passed and
approved on emergency with the following vote:

parameters and according to the plan of finance set by the City's financial

7. Motion authorizing a lease-purchase of one directional boring machine
from Vermeer Texas-Louisiana, for a total amount of$254,472.60 to be
used by Gas Operations to bore holes for natural gas lines, effective upon
issuance of letter of acceptance, with FY 2020 funding in the amount of
$4,241.21 available through the Gas Fund.

A Council Member and Director of Asset Management Jim Davis discussed the
following topics: how the hours are being tracked on the new machine;and
the older machine is consistently being maintained.

Director of Development Services Al Raymond presented information on the
following topics: the purpose of this item is to allow for a single family home
to gain access to public utilities;aerial overview;zoning pattern;and Planning
Commission's and staffs recommendation.
Council Members and Director Raymond discussed the following topics:
utilities are provided for farm rural,but this property is not platted so it does
not have utilities;and that apartments cannot be constructed in a R6 zoning
district.

following topics: the purpose of this item is to authorize the transfer of funds to
the sanitary sewer trunk main trust fund;trust funds transfer;trust funds
balance;and staffs recommendation.
Mayor McComb opened the public hearing. There was no written testimony
from the public.
Council Members,Assistant Director of Financial Services Alma Casas,Director
of Finance Heather Huribert, and Director Raymond discussed the following
topics: a Council Member's concern that a specific project drained the trust
fund;staffs response that due to human error,the beginning balances of the
trust fund were incorrect,making the fund appear to have more money than it
did;today's action corrects the error;and the fund balance is low because the
City spent money on multiple projects.
Mayor McComb closed the public hearing.

Sir I'd like to thank you for everything you are doing for the citizens of the city during these times.
I have a question for you in regards to what your interpretation is of an email that i received. That a city employee
supplied to a family member to circumvent a custodial order. In the email i will provide via attachment you are sited
as the high end entity of the policy stated in said email. During the issue i contacted the local department of public
health. During the call the department of health advised against the direction the city employee took.
I currently have a meeting with the ccpd police advisor Mr. Rodriguez as well as ACA Lilia Castro. At 11A.M. on Friday
May 15th,2020.
Your input towards this matter is greatly appreciated, as the policy was directly forwarded to you as the city
manager. You mayor may not know ive approached this issue with my city council representative, as well as the city
secretary and internal affairs of CCPD.
I just need a few minutes of your time so i can properly address your interpretation of the policy during the meeting.

illness that requires you to continue to be absent from work at the conclusion of the 14 day period,
your absence will be charged to your accrued leave (if applicable).

My property taxes are increasing 4%. Looking over the past 15 years there has never been such an
increase and in fact, proposed values have actually decreased intermittently over this same time
period (last decrease was 2018). The proposed/estimated improvements value went from $163700 in
2019 to over$170,600 for 2020. The assessed value INCREASED from $192500 in 2019 to over
$199,400.
I presume this to be a similar jump/rise for other residents who are also stretched thin with families,
expenses, and I am seriously dose to moving my family of 6 out of Nueces County. Every year I
have to fight the city from being forced out of living in Corpus. This jump in "presumed" improvements
and assessed value is without any quantitative or qualitative evidence and I'd like to know if the city
officials are being held accountable for their tax revenues and if so, how can they justify this rare
sharp increase in the face and wake of an international pandemic.

Here's what my public comment says:
North Beach residents have been working with the city management on the problems created by the North Beach
bathhouses at Surfside and Dolphin Parks for over 2 years now. In 2019,we were told the city would demolish the 1980-
era structures and that they would be replaced with a 21st century approach to beach amenities instead of the
crumbling concrete structures that,after being renovated, will flood again and in the next hurricane bust apart and pose
a threat to nearby properties.This winter, we watched workmen show up and start to renovate the old bathhouses.
Nobody notified us that the city had flip-flopped on its earlier decision.The City Manager made the decision before
meeting with the residents or calling a Special Meeting of a city board to get them to grant a variance for non-
compliance of the city's own code! As residents,we know this beach. Instead of being ignored, our input should be
sought out.

Im sure by now you have seen the news or heard about it. Im not going into the reasons why those
bathrooms need to go, you have seen the pictures. I am concerned about how this was handled. Who
dropped the ball? Why did the city manager pull permits on Feb 18 then meet with us Feb 28 and act
as if he was discussing this with us when he already had a plan in place, and NEVER mentioned the
permits in our meeting? Why is the city maintenace crew sitting in a fancy truck parked near the base
ball fields when the beach was crowded yesterday? Why were there broken beer bottlels and dirty
underwear scattered around the bathrooms yesterday? Slapping some paint and adding new doors
and cameras is not fixing the problem...The structure will just attract the wrong element no matter
what they look like...and metal doors? with salt air? Rust much..if anyone has any answers Id love to
hear it

My husband and I own a condo at the Breakers on North Beach. While there needs to be some sort of changing rooms
available,the ones there now harbor drug users and homeless. Could someone come lock them at night? We
understand Port A has some changing areas where the feet of the people inside show and the top of their head shows, it
would be less likely drug users would utilize them. Either lock the current ones every night or build something less
attractive to drug users or homeless where the feet and heads of the people would show up.
