E. PUBLIC COMMENT- AUDIENCE AND PRESENTER SOCIAL DISTANCING AND
PUBLIC TESTIMONY AND PUBLIC HEARING INPUT AT PUBLIC MEETINGS OF
THE CITY COUNCIL.To reduce the chance of COVID-19 transmission, public
meetings will be held in a manner intended to separate,to the maximum practical
extent, audience and presenters from personal contact with members of
Community, City Staff, and City Council. This meeting will be broadcast at
cctexas.com/services/council meeting-agendas-minutes-video. Public testimony
and public hearing input for Public Comment and all items on the agenda at
public meetings of the City Council should be provided in written format and
presented to the City Secretary and/or designee no later than five minutes after
the start of each meeting of the City Council.Testimony and/or public input shall
be in accordance with the City Secretary's instructions,which shall be posted on
the City Secretary's door and on the City website, and allow for electronic
submission.The written public testimony shall be provided to members of City
Council prior to voting on measures for that meeting.Written testimony shall be
limited in accordance with the City Secretary requirements and shall be placed
into the record of each meeting.This testimony shall serve as the required public
testimony pursuant to Texas Government Code 551.007 and shall constitute a
public hearing for purposes of any public hearing requirement under law.The

Department of Justice for the FY 2020 Coronavirus Emergency
Supplemental Funding Program in an amount of$521,426.00 to fund
overtime, equipment, and supplies related to the public safety response
to Coronavirus for the Police and Fire Departments; and appropriating
$260,731.00 in the Police Grants Fund and $260,695.00 in the Fire
Grants Fund.

3. One-Reading Ordinance authorizing the acceptance of a grant in an
amount of$121,850.26 from the Public Health and Social Services
Emergency Fund to respond to coronavirus; and appropriating

4. One-Reading Ordinance approving an agreement between the City of
Corpus Christi and the Corpus Christi Business and Job Development
Corporation in an amount not to exceed $500,000 for Type A funding of

agreement in an amount not to exceed $500,000 with Lift Fund, Inc. for a
small business recovery program; appropriating $500,000 from the
unreserved fund balance of the Business and Job Development Fund for
use on the arterial and collector street improvements; amending the
operating and capital budget.

A Council Member and Chief Financial Officer Constance Sanchez discussed
the following topics: there is a general fund for economic development and
loans are paid back to the City,the City will then reimburse the Type A
Corporation for the amount of the re-paid loans in three years.

12. Motion authorizing a one-year service agreement, with two additional

A Council Member and Animal Care Program Services Manager Joel Skidmore
discussed the following topics: a Council Member's concern regarding how to
authorize the purchasing of supplies;and that the contract amount is over what
was previously used for the vaccines.

Council Member Barrera. The Motion was passed and approved with the

amount of$3,081,597.49, Haas-Anderson Construction Ltd. in an
amount of$3,131,483.15, and Haas-Anderson Construction Ltd. in an

Council Members,Director of Engineering Services Jeff Edmonds,Assistant
City Attorney Janet Whitehead and Capital Improvement Program Manager
Kamil Taras discussed the following topics: there were no bids received on
Base Bid C;staff recommends awarding Base Bid C to JE Construction
Services,LLC because 1)they submitted a competitive bid on Base Bid E and
2)the necessity of preserving the public health and safety of residents;all
streets are considered health and safety concerns in dealing with public safety
vehicles;the law is for all contracts over$50,000 to be bid unless there is an
exception which is to preserve or protect public safety and health;a Council
Member was in favor of the resolution with the exception of Base Bid C;JE
Construction agreed to postpone the work and hold the pricing until January
2021;there is a benefit to giving JE Construction the bid,as well as avoiding a
lawsuit;there will be new bids on some of the residential streets;a Council
Member commended City Manager Zanoni for good management on this
project;where does the funding come from if there are change orders and if
its not part of the contract;and Council Members have not been provided with
change orders in the last year.

to continue the Motor Vehicle Theft Unit activities in the Police
Department with a City cash match of$746,168.00 to fund three sworn
officers and two civilians, an in-kind match of$63,727.00 and a program
income match of$2,161.00 for a total budget of$1,223,029.00.

the following topics: the purpose of this item is to allow for the construction of
single family homes and commercial properties along Yorktown Road;aerial
overview;zoning pattern;and Planning Commission's and staff's
recommendation.
Council Members and Mr.Dice discussed the following topics: if the zoning is
at two feet above base flood elevation,then homeowners will save money;a
Council Member's concern of the condition of Yorktown Road between Flour

City Lifeguard Services. The City will provide 4 lifeguards at the public
beach within Nueces County Padre Balli Park from 3 lifeguard stands
dispersed between Access Roads 5 and 6 for the period of May 22
through September 7, 2020. Nueces County will reimburse the City for
the costs of lifeguard services, equipment and supplies at a cost of
$40,700 to be appropriated into the General Fund.

My water bill for May was$308.56 with charges of$137.90 for waste water. Winter averaging was
reinstated but that will not be reflected in the billing until after June 1. We have been charged for
sewer use on all the water used for several years. I do not believe the city should be able to charge
us for something we did not use. Winter averaging should have never stopped.
In the past I have paid over$200.00 per month for waste water. I did not have time to protest
because I was Legal Guardian for my mother who had alzheimers disease and that kept me very
busy. I feel the city owes all of us many thousands of dollars.
The city has now established what our waste water use is. After the system is revised to bill us with
averaging in effect, at the least, we should each receive a refund for March, April and May of the
overage we were charged for waste water. That will not make what has been charged for the last
several years right but it will be a help to everyone.

As a 15 year resident of Clifford Street, living between Lawnview and Santa Fe, I can personally state
truthfully(due to a sleep disorder)and directly that I have heard and reported numerous discharges of
weapons in my vicinity. Due to the angle of the band shell in the Park I can follow the nearly nightly
street racing or timed runs from tune up to their exit from the area. I have not reported these events
other than when I personally viewed the staging of what I thought was 1/2 of a head to head race on
Lawnview and Clifford to coordinate participants,who went on to race on Shoreline.All coordinated
thru cell phones. I wont even mention the numerous petty thefts from our lots and cars.lt is getting
worse!!! It is getting more frequent!!! It is not being resolved despite the best efforts of our excellent
men and women in blue who patrol and respond to events. It's not enough.A more proactive approach
is required. Noise ordinances probably need review to cover these events.

Regarding 707 S Water St., Rat Bluff Hill, Homeless/Transients have set up camp ONCE AGAIN
under the overpopulated tree area at this address.
My wife and I have lived here for 1 1/2 years. During this time frame, this will be the third time and/or
incident I have reached out to the city Code Enforcement regarding this matter. Code Enforcement
contacted the properties management company, explained the issues with the property and each
time the company sends someone to trim the trees. That is great for a temporary fix but as soon as
the tree branches grow, we are right back to where we began.
Our Cliff House community is largely populated by an elderly aged, retired population who takes
pleasure in walking our Bayfront, sitting by the pool, and enjoying our little piece of the Gulf Coast.
But every time they walk out to enjoy these amenities, these amenities are compromised by
individuals who are naked and having sex, using foul language, vulgar smells of feces and urine,
trash and debris in our front yard as well as having individuals rifle through our trash bins.
On one occasion we have had an individual sleeping in our vestibule. I am a retired police officer
from the City of Corpus Christi and currently an officer with Corpus Christi ISD Police Department. I
say this only because The Cliff House community has embraced my wife and I and have often
expressed their pleasure of having an officer live amongst them. Having been a lifelong public
servant, I feel it is my responsibility to assure they can enjoy their retirement, our city, and their
amenities without feeling uncomfortable and unsafe each time they leave our community. I have, on
several occasions, asked these individuals to leave the area only for them to return the next day. We
as a community, will ask that on this occasion you encourage the owner of this property to come up
with a long-term solution to these issues we live with. We have done our due diligence by
addressing these issues with the correct city departments, city council, as well as the Mayor, what
else do we need to do?We cannot cut the trees down ourselves otherwise, they would have been
gone a long time ago.
The owner of this property does not live in our city or our state for that matter, therefore they do not
know what our everyday issues are with their property that is left unkept and an eyesore to our city.
Another added issue is the fact that the property is being managed by a company in Canada who
feels that cutting tree limbs fixes our issues. I think enough is enough and it is time to hold the
owners of this property responsible and stop ignoring those of us that live with these issues in our
front yard every day.

I am concerned on the future of Labonte Park , I have lived in Calallen for 52 years and seen little to
no improvement at this fishing and boat dock. There is a Public restoom that has fallen to disrepair
for years and Mayor Mary Rhodes Memorial siting area has been neglected as well . I ask the City to
( MAKE THINGS RIGHT) open and repair the restrooms and create a weekend bait and concession
area with the abandoned visitors center . Also, a covered pavilion for family gatherings with shade
trees surrounding the park. I am one person speaking for many who fish and enjoy the park , lets
show some pride in this park . This request can be realized if you stop spending money on useless
consultaion firms and unneeded city positions . I pray that my concerns don't fall on deaf ears .

Dear local representatives,
I am writing to you again out of a sense of frustration and disappointment. As you advised I brought my
complaint as it related to the unauthorized use of a CCPD directive in a child custody matter to the City
Manager. The city Manager referred the matter to the City attorney who turned it over to the police legal
advisor.. The one common theme in all of their abbreviated discussions was their collective assertions that
they represented the interest of the city and not the complaintant. That seemed odd to me as a citizen for I
was working under the assumption that as public officials they worked for me or at the very least had an
interest in determining the facts.. I was apparently very mistaken for I have come to discover that as a citizen
with a complaint I have no office agency or official to consult for redress of my grievance or concern. To quote
the city attorneys office "I should consult a lawyer to represent my interests". Is that what it comes down to?
If a citizen is wronged by a city employee through the auspices of their office their only recourse is to hire a
lawyer? ,I have been very clear in my dealings with all parties that I have no interest in litigation. At this stage
of the game I am less concerned about the outcome of my complaint but rather the process or lack thereof to
have that complaint considered by an unbiased third party whose interest is not linked to the city. After
almost two months I have yet to receive an answer and I am not sure from whom it will come if it ever will.
In Corpus Christi there is no reason for any citizen to register a complaint through the prescribed channels if
the system is designed to delay, deflect fault or to defend their own. In the simplest of terms it results in the
citizens voice being silenced and opens the door to even further abuse of authority. In short, I had a simple
complaint concerning the actions of an individual police officer. Though perhaps insignificant in the grand
scheme of things it had the potential of costing a significant sum of money in legal fees to simply assert the
rights I had been awarded in court. Fortunately I was able to mitigate the situation though I have no
assurance that a similar situation will not occur in the future. What has been made clear to me is that I will be
on my own and to expect no assistance from CCPD or the city of Corpus Christi. I would have been better off
voicing my concern to the offending officer directly were it not for the potential risk of arrest. Once one
becomes accustomed to the practice of abusing their authority or position without consequence the
probability of future bad acts only increases.
I welcome y'alls advice, counsel or intervention in regards to this yet unresolved or accounted matter. I will
be sending a certified mail copy of this email in the following days.

The CCPD NEEDS to accept the offer of assistance from from the Texas Rangers to investigate the case of questionable
death of Jonathan Reyes. It is absolutely outrageous that they declined this offer and it is a disgrace to the police
department and I hope they know how much distress they are causing his family.

I am writing to you today regarding the recently closed investigation into the death of Jonathan Reyes. He was found
dead in his car-under incredibly suspicious circumstances-and despite the fact that the Corpus Christi Medical
Examiner has not yet ruled on a cause of death,the CCPD has closed the case.What's more,the CCPD has refused
assistance offered from the Texas Rangers to further pursue this investigation.
The CCPD must immediately accept the assistance offered by the Texas Rangers, and reopen the investigation into
Jonathan's death.There is no legitimate reason that your city's police department,tasked with protecting the people of
your city,should close the door to another law enforcement agency offering assistance.This miscarriage of justice must
not go unanswered.
This case needs to be reopened.

CCPD officer Lillian Penick murdered our son Jordan Love Gonzales on October 30, 2016. Not only was she not charged,
she was put on paid vacation, was promoted, was rewarded top cop, and cop of the year.She is known to have used
excessive force prior to murdering our son.She posted two pictures on social media that were beyond inappropriate and
mocking murdering. One being a crime scene caked with a body on the ground,the other being a prescription from a
doctor saying my doctor told me to start killing people. Well not in those exact words. He said I had to reduce the stress
in my life. Same thing.She posted this a year after murdering our son. She does not belong in the police department, on
swat,training new officers.She has cost the city money on lawsuits in the past.She needs to be fired period.All killer
cops need to be fired and held accountable.

We would like to address the city about this garden and issues.The city donated the land for this garden and left it all at
the hands of one family Fallon Wood and her brother George Fennema.With zero oversight. Fallon Wood has said she
owns the garden.They are not treating the victims the same. She is taking payments on benches and plaques.The
benches are$5,000. a business may sponsor a plaque at the garden between $1,000-$5,000. Plaques are between$160-
$325. Monument sponsorship is$500 and angel adoption sponsorship$500-650.She also has Facebook fundraising,T-
shirt sales. Bracelet sales. No one is watching the funds and fundraising she is doing.She has told a victims family that
they may have their plaques back even though this family had already spent more than$2,000 to have her children
remembered in this garden.She and her brother have placed their personal beliefs on this garden.This is not fair to all
victims.She has publicly shamed the city for not coming to groundbreaking and for providing zero financial help in
building this garden.She owes contractors thousands of dollars. She commissioned a steel art angel to be built for the
garden and now refusing to accept it or pay.
A committee should be formed to have control over the victim garden that faces our shoreline. It should not be left at
the hands of one family.This is already causing issues.

Hello,
I am calling for Corpus Christi to implement the following policies to demand police accountability and prevent police
brutality by limiting police interventions.Additionally, I would like to call for policy changes to prevent the use of
excessive force against Americans using their First Amendment rights. Here is a list of my suggestions:
- Ban the use of rubber bullets and tear gas during protests.
- Ensure that the CCPD's Use of Force Continuum contains at least six levels of steps,with clear boundaries and rules for
de-escalation.
- Ensure that officer misconduct information and disciplinary records are publicly available through the Texas Public
Information Act.
- Implement Citizen's Review Boards in municipalities to hold police departments accountable.
- Ban shooting at moving vehicles.
