Dear City Council,
I am a resident of Corpus Christi,Texas(242 Bayshore Drive, Corpus Christi,TX 78412) and am writing to call upon the
City Council to defund the police. Police brutality is an epidemic across this nation and mere reforms, such as racial
sensitivity trainings, aren't enough. Police officers are often called upon to intervene in situations for which they have
little training and few resources, such as housing homeless folks. The police need comprehensive crisis management
training. On average, police officers in the US receive 8 hours of crisis management training compared to 112 hours of
firearm training. This ratio greatly increases the likelihood officers will use lethal force. Police funding needs to be
diverted to strengthening programs for communities of color, providing resources for homelessness, and increasing
services for people with mental illnesses. This will decrease the number of situations in which the police are called upon
to intervene and better serve these communities in the long run. In the short term, measures like strangleholds need to
be banned and police need to exhaust all measures before using lethal force.
Best wishes,
Vegas Longlois

TOPIC: Major homeless issues downtown
AGENDA ITEM NUMBER (if applicable):
If no agenda item is specified, then this will be considered a general public comment and not a public hearing.
When are you going to start addressing the rampant issues with the homeless downtown? We have
them camping in our doorway constantly.
I was told I needed to go through this process to get a sign for my front window so the police can run
the campers off...THIS NEVER HAPPENS!
I had an individual smoking meth in my front doorway in broad daylight. Cops came and arrested
him. 3 days later the same individual is smoking meth in my front doorway again. He tells me he was
only arrested for trespassing!! I would have been facing 5-10 in prison!!!! WTF!! We watch crime all
day!
We constantly have our windows broken by the homeless. Now the police won't even come out to do
a damned report anymore..I guess it's just my problem huh?
You wring your hands and wonder why we have constant ecoli prob in the bay...maybe because the
homeless shit everywhere including my front doorway??
Do I have to go vigilante and fix this myself??

If no agenda item is specified, then this will be considered a general public comment and not a public hearing.
As president of the Citizen Police Academy Alumni and as an instructor at our Police Academy I've
had a very candid look inside the CCPD. The Council needs to know that CCPD, under the
leadership of Chief Mike Markle, stands as a role model for all police departments in Texas and
throughout the United States. Their officers are well trained and dedicated to serving this community.
In light of recent evens, I ask the Council to reject notions of defunding police departments. Instead,
ask that you fully support and even increase funds for the department so that they can do the
maximum good for our citizens and city. I also ask this because these officers have earned it. Their
hard work has created a strong bond with this community. Because of that Corpus Christi has been
able to avoid the kind of violent rioting seen in other cities. Our officers have put their lives on the line
for us. We need to invest in them. Their services are needed now more than ever.

Libby Averyt, UWCB CEO, 430 Grant Pl., Corpus Christi, TX, 78411
Topic: Chapter 380 Agreement with United Way of the Coastal Bend
Agenda Item Number: 20-0719
Honorable Mayor and Councilmembers,
Regarding the proposed collaboration between the City and United Way of the Coastal
Bend (UWCB):
I regret that I am not present today as a serious family matter requires my presence at
home. UWCB leaders Donna Hurley and Stephanie Jordan are available to answer any
questions.
Corpus Christi nonprofit agencies have served on the front lines during the economic
shutdown by providing essential services such as food, utility assistance, healthcare,
etc. While some have received grants for programming, such money cannot be used for
operational expenses. UWCB raised more than $650,000 for its COVID19 fund, but our
guidelines prohibit those grants from being used for expenses such as nonprofit
salaries, utilities and mortgage/rent. Those funds must be used for direct services to
help citizens.
Nonprofits are small businesses —just with a different tax status. Like other small
businesses, nonprofits have cut budgets with a grim outlook toward the rest of the year.
Fundraisers have been cancelled and donations are down. While the economy is slowly
reopening, donations are expected to remain low because donors can't give until
they've rebuilt their own businesses or family finances.
This program is aimed at smaller agencies that provide human services, educational
services, business support or job training. Eligible nonprofits must provide services
within the city limits and have a local governing Board. Preference will be given to those
that do not receive significant government dollars.
Many local nonprofit leaders have cut staff or reduced hours, taken pay cuts, limited
programming and in extreme cases, are considering whether they can keep their doors
open. Nonprofits play a crucial role, often providing services that otherwise would be
expected of government. They do so with dedicated staff despite limited budgets and
modest wages.
Please consider passage of agenda item 20-0719 to ensure our local nonprofits remain
viable for the public good.

June 16, 2020

Corpus Christi TX 78404
Topic: Chapter 380 Agreement with United Way of the Coastal Bend
Agenda Item Number: 20-0719
For consideration of the proposed collaboration of United Way of the Coastal Bend and
City of Corpus Christi - nonprofit organizations are small businesses with payrolls and
expenses like other small businesses. Many have worked tirelessly during Covid-19 to
continue providing service to this community, all the while needs of individuals and
families in our community have skyrocketed. Nonprofit organizations are very much on
the front lines of providing food, utility assistance, prescription assistance health and
mental health care. At the same time, planned fundraising events were cancelled or
postponed, donations are reduced while donors grapple with their individual/business
economic situations, and stable funding sources in the past are no longer so.
Non-profits face fundraising challenges each year, and those challenges are heightened
in the current climate. The challenges are three-fold:
1 . Many nonprofits rely heavily on individual and corporate sponsorship and
participation in live events. Due to the pandemic, spring events held by nonprofits
were canceled at a great loss. Many nonprofits host their largest fundraisers in
the spring.
2. Many corporate dollars were redirected to COVID response, thus drying up a
usually reliable revenue stream for nonprofits.
3. For those events rescheduled for the fall, many corporations have already
committed to events at that time of year and will not be able to extend more
money for others; and in other situations, fundraising events (walkathons, Casino
Night, golf events) that companies do for specific organizations have been
cancelled as well. In general, nonprofits are planning for a drop in donations from
companies and individuals because of the economic impact of the pandemic.
This proposed collaboration can provide a measure of stability to the nonprofits in our
community to allow them to continue serving the public good, particularly those smaller
organizations with less capacity to access state and federal funding sources.
Thank you for your positive consideration of this agenda item.

If no agenda item is specified, then this will be considered a general public comment and not a public hearing.
The Boys & Girls Clubs of the Coastal Bend have served the youth of our community since being
chartered in 1957. Today, we serve over 6,100 youth annually through our after-school program,
summer camp, sports leagues, and community events.
COVID-19 hit us hard. Three fundraising events had to be canceled due to State and local lockdown
guidance. To preserve operating expenses all staff, except management staff, was laid off. Only
recently with the slow reopening of child care locations have we been able to recall some staff .
However, in a building built to hold 300 children, we can only serve 60 in order to maintain distancing
and safety guidelines.
The Boys & Girls Club is a business and like all businesses must bring in enough income to meet
operating expenses. Without our fundraisers and membership fees, the operating budget has taken a
drastic hit from which we may not recover. As people begin to return to work, they need a safe place
for their children; we are that place.

It would be great help with some utility credit for small business.
The business is still struggling because customer traffic is so low compared to last year, but still needs to pay rent,

Mayor Council and Staff,
I want to thank you for considering this item and urge you to pass it. Some of us were wondering if you remembered us
at all. The shutdown has heavily affected my tenants and through them me. Now the persistence of the virus and lack
of mandates on protective measures has suppressed business even though they are allowed to be open. In other words
this isn't over and won't be for some time. Nationally on average half of retail tenants have been able to pay their rent
this Summer. Even a fraction of that will doom our local real estate market and your property tax base.
Maybe it's not that bad here, maybe. For my part I've collected about 80%of rent the last three months, I've heard of
one small landlord that was higher. Everyone else is lower, many much lower. Talking to my bankruptcy lawyer last
week about a tenant bankruptcy he commented that several of his landlord clients are getting 30%or less of rent.
So in this context what good will a $1000 do?
1. Every little bit helps. I for one have been furiously renegotiating leases and coming up with ways to help my tenants
adapt. I bought a huge number of take-out reserved parking space signs and gave them out for free to my
tenants. That's something I resisted allowing them to do four months ago but is now essential for a host of businesses
to have. My lease doesn't require me to do it,just like you aren't required to support small business, but I realized by
making an investment in their businesses I was making one in mine. Your$1000 may be the money that helps someone
set up online sales, or buys a point of sale system they can use for curbside, or lets them stay open another month until
customers return.
1
2. It's their money. This sales tax is paid by small retail and service businesses. Usually the deal is they all pay and get
customers in the form of new plants or primary job businesses. That's a good deal but right now with business
expansions on hold we need to support the people who pay the tax in the first place so when things do improve they are
still there.
3. Most important is psychological. It shows you see them, recognize their importance, and value them. The closet way
to describe the frame of mind of my tenants right now is of a family after a death. Some are in denial, some despair, and
some enraged. This vote tells them you notice that they are in distress and want to help. That is just as important as the
value of the money.
The fact I've spent every day working to help my tenants rather than sit back and bemoan something I can't control is
why I can explain so many of mine are doing better than others. That's a lesson for you as well. You can't save everyone
but you can certainly try to save as many as you can. Trying has a positive impact, ignoring the problem will not make it
go away. Just as I have I am sure you will find it pays dividends. Every retail tenant that survives this will pay sales tax,a
utility bill, and the property tax associated with their rent. These grants represent less than 1%of the city's annual
budget and are to be used to help a significant portion of your tax base. Every job it saves is one less you will have to
work or incentivize to be created in the future. It's a good investment.
I urge you to pass it. The only alteration I would consider is dropping the employee requirement so mom and pop
retailers can access it. I have a number of businesses that are either run entirely by an individual,a couple,or operate
without traditional employees. For instance half of hair salons, and a good chunk of nail salons, dance/exercise studios,
and small retailers wouldn't meet the threshold you've laid out. I understand not wanting to subsidize "work from
home"type businesses that don't have property, sales, or utility tax/bill footprint which I imagine is the source of the
restriction.
Thank you for your time,
David Loeb

I am writing today in support of the Council's consideration of establishing an emergency ordinance to create a grant
program for local businesses. The mandate to shut down businesses in an effort to slow the spread of Covid-19 has done
severe harm to businesses of all sizes but particularly to locally owned small business. Many will never reopen. Those
that are opening are struggling with debts that accumulated during the closure from back rent to utilities. A grant of any
size could be the difference in keeping the lights on or going dark permanently. We operate Hardknocks Sport Grill. Even
when we were allowed to open for carry out only our revenue plunged 85%. Our fixed cost of operation didn't drop
85%. Today have water, gas, electric bills, back rent, taxes to pay. Speaking for the small local businesses that have
reopened, the majority are still in peril, still struggling to stay open today and wondering about tomorrow. Any help will be
gratefully appreciated.

Nonprofits have unique business models with diverse funding sources which include individual contributions,
foundations, corporate and government dollars. In any given year the YWCA can depend on support from each of these
groups. The economic impact of COVID-19 has significantly hindered the availability of funds and the ability of YWCA to
execute its typical fundraising activities. COVID-19 has impacted YWCA program recipients as well as the ability of the
YWCA to meet all their needs. Because our clients are experiencing job loss, and other hardships, YWCA believes it is
important and necessary to continue supporting them in the positive and impactful ways they can only expect from
YWCA programs. Type A funds would go a long way in securing the economic futures of YWCA and its clients.
