E. PUBLIC COMMENT- AUDIENCE AND PRESENTER SOCIAL DISTANCING AND
PUBLIC TESTIMONY AND PUBLIC HEARING INPUT AT PUBLIC MEETINGS OF
THE CITY COUNCIL.To reduce the chance of COVID-19 transmission, public
meetings will be held in a manner intended to separate, to the maximum practical
extent, audience and presenters from personal contact with members of
Community, City Staff, and City Council.This meeting will be broadcast at
cctexas.comiserviceslcouncil meeting-agendas-minutes-video. Public testimony
and public hearing input for Public Comment and all items on the agenda at
public meetings of the City Council should be provided in written format and
presented to the City Secretary and/or designee no later than five minutes after
the start of each meeting of the City Council.Testimony andlor public input shall
be in accordance with the City Secretary's instructions,which shall be posted on
the City Secretary's door and on the City website, and allow for electronic
submission.The written public testimony shall be provided to members of City
Council prior to voting on measures for that meeting.Written testimony shall be
limited in accordance with the City Secretary requirements and shall be placed
into the record of each meeting.This testimony shall serve as the required public
testimony pursuant to Texas Government Code 551.007 and shall constitute a
public hearing for purposes of any public hearing requirement under law. The

Mayor McComb referred to City Managers Comments.City Manager Peter
Zanoni reported on the following topics: increased street sweeping throughout
the City;the sweeping schedule will be posted on the City's website;street
closure on Leopard St.due to an interchange;the City crew helped clean up
the U.S.S.Lexington after Hurricane Hanna;budget committee input meetings

schedule;budget workshops;and the City is working with Nueces County
Judge Barbara Canales to identify CARES Act funding.
a. GOVERNMENT ACTIONS RELATED TO CORONA VIRUS
Director of Public Health District Annette Rodriguez presented an update on
COVID 19 and flu season: Flu and COVID-19 similar symptoms;Nueces County
surveillance;testing for COVID-19 and flu;overview of COVID-19 statistics;
Nueces County vital records July 2020;U.S.deaths from coronavirus by age
group;COVID-19 deaths report at state level;steps to stay healthy;back to
school immunization drive thru clinics;and public health future COVID-19
plans: tiered approach.
Council Members and Director Rodriguez discussed the following topics: a
Council Member requested a copy of the presentation;and advanced age is a
comorbidity.

projects under the following propositions: Streets ($61 million), Parks
($12 million), and Public Safety($2 million).

authorizing a joint election with Nueces County, and a runoff election, if
one is necessary, on December 15, 2020; authorizing execution of a

$7,234,755 in Community Development Block Grant Disaster Recovery
("CDBG-DR") funding from the Texas General Land Office to construct
the Airport Tributary Detention Pond project; authorizing acceptance and
appropriation of a sub-grant award of$163,244 from the Texas Division
of Emergency Management(TDEM) Hazard Mitigation Grant Program
for the La Voila Creek Drainage Improvement Phase I project;
appropriating an additional $8,636,006 as City matching funds from the
Stormwater Capital Improvements Program ($7,600,000 for the
CDBG-DR grant and $1,036,006 for the TDEM sub-grant); amending the
budget; and designating authorized signatories for contractual and
financial documents pertaining to the CDBG-DR Grant Contract No.
20-065-133-C445.

6. Motion authorizing a six-month service agreement with PlayCore
Wisconsin, Inc. dba GameTime for a total amount not to exceed
$247,145.94 for the purchase and installation of 14 shade structures at
various parks located throughout the City,with funding in an amount of
$247,145.94 available through the FY 2020 Community Enrichment
Fund.

Council Members,Interim Director of Parks and Recreation Tracey Cantu,
Assistant Director of Operations Joe Johnson and City Manager Peter Zanoni
discussed the following topics: the shade structures are made of canvas;the
shade structures are being installed at the 14 parks that were approved by
Council;the amount of utilization at the parks needs to be considered;a
Council Members concern of having the shade structures taken down during
high winds to prevent damage;if there is no playground equipment,then there
is no usage of the park;and a Council Member's request to get input from the
neighborhood and the community to make sure that the higher usage parks
are being chosen for upgrades.
Council Member Molina made a motion to approve the motion,seconded by
Council Member Guajardo. This motion was passed and approved with the

Operations, effective upon issuance of letter of acceptance with FY 2020

contractor will meet the requirements for scraping at the unit price;team
members monitor the contractor to be sure they are doing their job;and if the
contractor does not comply with the contract then the City will terminate the
contract

16. Zoning Case No. 0620-01, Camacho Resources, LLC (District 1).
Ordinance rezoning property at or near 7585 Leopard Street from the"IL"
Light Industrial District and "RMI-I" Manufactured Home District to the"IH"
Heavy Industrial District. Planning Commission and Staff recommend
Denial of the change of zoning from the "IL" Light Industrial District and
"RMH" Manufactured Home District to the"Ili" Heavy Industrial District, in
lieu thereof, approval of the"IUSP" Light Industrial District with a Special
Permit(SP)with conditions. (3/4 vote required to overrule the
recommendation of the Planning Commission).

Director of Development Services Al Raymond presented information on the
following topics: aerial overview;zoning pattern;and planning commission
and staff recommend denial of"IH"Heavy Industrial District in lieu thereof,
approval of"ILISP"Light Industrial District with a Special Permit

property owner is in agreement with the Special Permit;and a Council
Member concurs with staff's recommendation.

17. Ordinance designating 258.9 acres within the jurisdiction of the City of
Corpus Christi as a Tax Increment Financing District to be known as
"Reinvestment Zone Number Five, City Of Corpus Christi, Texas"
pursuant to petition by owners of Crosstown Commons subdivision;
setting a maximum City financial participation of 75% over 20 years and
a maximum contribution of$9,000,000; and establishing a Board of
Directors for the Reinvestment Zone.
Mayor McComb referred to Item 17.
Director of Finance and Business Analysis Heather Hurlbert presented
information on the following topics: tax increment zone;TIRZ mechanism;
proposed TIRZ boundary; project overview;project aerial view;project master
plan;TIRZ parameters;TIRZ details;project cost and timeline;TIRZ buildout;
TIRZ estimated value;and next steps.
Council Members,City Manager Peter Zanoni,Director Hurlbert,Director of
Engineering Services Jeff Edmonds,and Director of Planning/ESI Dan McGinn
discussed the following topics: if the developer and the City cannot come to
an agreement,then the TIRZ can be dissolved;a Council Members concern
regarding the commercial development and the City's risk;the base value is
with the agricultural exemption value;the contribution of tax increment would
be about$60,000 into the TIRZ;the maintenance dollars for the park will come
out of the TIRZ;this TIRZ will not go towards improvement on Holly Road;if the
contractor does not proceed with the work,then the City is protected in that the
project will not be eligible for reimbursement until it is completed and
accepted by the City;the dollar amount is capped at$9 million;this would be
one of the largest projects that the City has done in terms of density;
townhomes are scarce in the community and so are a bonus for this project;
public density is the best way to enhance this area;the idea behind the park is
to create public density;a Council Member's personal experience with living in
a townhome;the money generated by the TIRZ goes to reimbursement for the
infrastructure;the importance for construction to begin within the first 24
months;a Council Member's concern that the commercial piece is critical to
the City;and the developer has an agreement with IBC Bank to provide
financing.

18. Resolution determining that the proposed citizen-initiated "Petition for
Charter Amendment related to the Prohibition of the Use, Acquisition and
Sale of Desalinated Water"failed to comply with Texas Local
Government Code § 9.004 because it was not signed by at least 5% of
the qualified voters of the City of Corpus Christi,Texas.
Mayor McComb referred to Item 18.
City Secretary Rebecca Huerta read the Texas Local Government Code
requirements for the proposed citizen-initiated petition;and stated the petition
did not meet the requirements.
A Council Member,City Secretary Huerta and City Attorney Miles Risley
discussed the following topics: citizens submitted public comments about
getting more signatures on the petition;this petition cannot be supplemented
and there is no deadline to file;the signatures have not been verified due to
the lack of signatures submitted on the petition;the minimum signature is
7,625,so the verification process did not proceed;and the governing body
drafts the ballot language,but the charter amendment language has to be
provided by the petitioner.
Council Member Roy made a motion to approve the ordinance,seconded by

Financial Assistance Award in an amount of$3,000,000 from the United
States Department of Commerce-Economic Development
Administration for the design and construction of Junior Beck Drive
located in City Council District 3, with a City match of$750,000 with
funding available through the 2018 Bond Program and amending the
Capital Improvement Program Budget and appropriating grant Funds in
the Street CIP Fund.
Mayor McComb referred to Item 19.
Director of Engineering Services Jeff Edmonds gave an update on the status of
this 2018 bond project to rebuild the existing portion of Junior Beck Drive.
Council Members and Director Edmonds discussed the following topics: this
project is still in the early design phase and will be bundled into a single
construction package;this project should be under construction by next year;
the department has not decided yet whether this road will be asphalt or
concrete;and a Council Member thanked the staff for their work on this
project
Council Member Barrera made a motion to approve the ordinance,seconded

20. Ordinance authorizing execution of all documents necessary to enter into
a Consent Decree with the United States of America and State of Texas
regarding improvements, operation and maintenance of the City
wastewater system and appropriating $1,187,000 for civil penalty for the
United States, attorney fees for the State of Texas, and City legal and
consultant services related to finalizing and obtaining court approval of
said decree.
Mayor McComb referred to Item 20.
Director of Water Utilities Kevin Norton presented information on the following
topics: summary;consent decree key takeaways;estimated wastewater rate
increase chart;and staffs recommendation.
Council Members,City Attorney Miles Risley and Director Norton discussed the
following topics: the residential wastewater rates will increase about$11 per
month;a Council Members request for a copy of the numbers from the rate
model;the victory of this is that the City does not have to replace one of the
water treatment facilities;and the main victory is having 15 years to do these
improvements versus 10 years.

Hello,
I am a avid surf fisherman and beach goer. I grew up here in Corpus Christi. I am greatly disappointed in how are beach
access has been handled. I know Judge Canales is discouraging people to travel to our city and the island to help prevent
the spread of Covid 19. However, how she has handled beach access is not very responsible. Retail stores, restaurants,
and gyms remain open.You are more likely to catch the virus there then-you are an open environment like our beaches
and parks.We have over 80 miles of beaches, including the Padre Island National Seashore. I can always find a secluded
spot on the beach. I do know there are popular spots that some gather and may be crowded. We just need to enforce
social distancing and people will fall in line once they realize its actually being enforced. During the spring and early
summer when we had a bunch of people on the beach, police were not enforcing social distancing.These were in small
areas because I could simply drive further and get away from these crowds.
I can understand closing the beach around Bob Hall Pier where the parking lot and the pier took heavy damage. Keeping
people away from there to clean up and repair is a must. Plenty of other areas of the beach we can access.
As far as the word access goes, if I can not access the beach in my vehicle, I can not access the beach.There are manly
disabled people who can not simply park and walk to the beach. Myself, I am not disabled, but suffer from several
arthritis and lack of cartilage in my leg and ankle due to a severe car accident. If I have to walk a long distance, I am
limping and in pain for days.As a fishermen, I would not be able to carry all of my equipment to the beach if I have to
park and walk.Also, parking and walking to the beach forces people to use the few access points available.This is forcing
people to congregate. Isn't this what we are trying to avoid?
The beach is my place of zin. In these stressful times,we all need a place to destress and relax. Mine has been taken
away.

Hello. I'm sending this because I've nowhere else to turn. Letters have been sent to supposed owner of this carwash. I've
spoken to night shift Captains who let me know I can call anytime if I need assistance. Nothing helps! 24 hours a day.
This is nonstop torture. I have a baby who is one year and a month now, and I've had to endure this the whole time
while trying to raise a baby at the same time. It's not good, it's frustrating, infuriating, and tormenting. I don't know
what to do or where to turn. This is a LAW that has ALREADY BEEN PASSED and it is NOT ENFORCED. I leave this in your
hands Mr. Mayor and I pray you act swiftly. I'M BEGGING TO YOU TAKE ACTION! It's not only the carwash, they park at

We have selected Keith Kurth to communicate on behalf of the committee. We are ultimately patient and respectful
given the current state we are in with COVID-19. We are aiming to respectfully unify the voices of sportsmen and beach-
goers who have brought similar issues to our attention.We have meticulously gone through the community's opinions
and have found these issues to be the most concerning to them as a whole.
• Establish an ordinance where surfers can no longer be halted, cited/ticketed when they have a leash on choosing to go
surf big wave conditions.They accept the risk at that point on their own.
•Jet Skis with lifeguards running during daylight conditions.There have been numerous tragic accidents and we think
these could be easily prevented if skis were in the water watching for people being swept out by rip currents or in
distress. Having that level of increased safety will provide better tourism and less anxiety to be near the water with your
family.
• Water sampling and having this data made viewable to the public via social media via an announcement.As a way to
pay for it reevaluating the fee total or reallocating some of the money that goes to the city from beach passes and other
means have been discussed by the community as a concern and possible fix. Using social media means of delivering this
message will save on a large aspect related to the budget for services such as this.
•There needs to be a firm action plan in place to prevent so much debris from entering the water by removing picnic
tables, porter potties, lifeguard towers,and trash cans for each time we are faced with coastal flood warnings.
• A suggestion for having the pier be built to withstand storm surges and bigger wave conditions to ensure tax money
isn't lost in the future on repairs.
•The lakes have fishermen and surfers affected in a separate district that need attention as they are losing out on being
able to enjoy the lake due to restrictions.
•The confusion between officials leading up to,throughout, and after the storm between the community became
overwhelming as well as confusing on our end.The beach is open but surfers were asked to leave waters as the surf was
no bigger than head high.Surfers were being ticketed or cited for wanting to surf.The county needs to consult with the
city better in the future.We want to be compliant as much as possible but the lack of communication made that difficult
at first.
• Unrestricted Vehicular access.This would help many disabled people have better unrestricted access to the beach as
well.As stated during the video conference provided by the city with guest Gov.Greg Abbott that policies need to
constantly adapt. Both the county judge and Abbott spoke of having to manipulate policies,frequently and often,to
have the best prevention strategy for COVID-19. I think this could be a great manipulation of the policy to allow
vehicular access to help act as a positive catalyst for reducing COVID-19. Having PINS access point opened ASAP for die
hard fishermen is necessary.That is 60 miles of coastline that could be used to spread people out better. I think this will
help alleviate some tensions between the community and officials while also helping prevent COVID-19.
Ultimately,we are patient and are willing to work with all officials.We would like to ensure statements that define that
restricted vehicle access is only temporary and will be restored to the public when deemed safe using the shortest
timeline possible once those COVID-19 conditions improve in the area.

A Corpus Christi city employee came to my door(unmasked) (ungloved)with a notice of code violation for my
overgrown lawn.
I am an elderly person with major health issues(diabetes, hypertension),and so is my wife.We are both DISABLED. Both
guaranteed death from Covid. "WE" have been following the rules, staying home, ordering groceries.
Even if this employee had only touched my doorknob and the notice, it still puts us at risk(if I happen to rub my eyes
afterwards,etc); because I doubt the notice was decontaminated. Not to mention I could have contaminated the
employee,taking Covid back to his workplace.
This is insanity right now when there is not one ICU bed left in the Corpus Christi Hospitals, and a predication of Covid
cases doubling in the next 30 days.
I contend my Corpus Christi officials are unnecessarily putting their elderly and disabled citizens at risk over an
insignificant code violation.
I bring this dangerous practice to your full attention now going on in Corpus Christi,TX.

I urge the City Council to place on the November ballot a question concerning the public funding of
desalination projects. Despite the pandemic, a petition drive gathered the signatures of several
thousand voters who want this question placed on the ballot.
The discharge of brine from desal plants would change the salinity of Corpus Christi Bay harming
plant and animal life and those who rely on Bay life for their livelihood. One desal plant, privatley
funded, will begin operations in 2021. No one has studied the cumulative effects of 2-6 desal plants all
discharging brine into the Bay, though there are multiple desal plants proposed.
Desalination is not necessary to secure water for the City's population.
Public financing of desal plants would increase water rates for Corpus Christi residents. City residents
should be allowed to vote for or against public financing of desal projects and these water rate
increases. Let the people vote.

Dear Council,
Good afternoon. I'm writing to urge city council to put the No Desal Charter Amendment on the ballot. Let the
people vote.
We have nearly 5,000 in signatures that we got from our citizens, even though we weren't able to meet at public
spaces in gatherings.
In the aftermath of Hurricane Hannah, Judge Barbara Canales spoke about "restoration and nourishment" and
"caring" for life and property.
We also have a wealth of scientific data and information to show us the incredible surge of damage to our bay with a
desalination plant: We know about the excessive "brine"that it produces that kills marine life and destroys an entire
ecosystem. We know that it cuts us off from our fishing, birding, tourist industry, our spectrum of health, while
costing us millions and using millions of gallons of our own fresh water.
Yes, let's use our knowledge, be good stewards of our home and our hard won democracy. The people should have
a voice in how we care and nurture our home. Put the Desalination Loan on the ballot. #savetheccbay.org
