E. PUBLIC COMMENT - AUDIENCE AND PRESENTER SOCIAL DISTANCING AND
PUBLIC TESTIMONY AND PUBLIC HEARING INPUT AT PUBLIC MEETINGS OF
THE CITY COUNCIL. To reduce the chance of COVID-19 transmission, public
meetings will be held in a manner intended to separate, to the maximum practical
extent, audience and presenters from personal contact with members of
Community, City Staff, and City Council. This meeting will be broadcast at
cctexas.com/services/council meeting -agendas -minutes -video. Public testimony
and public hearing input for Public Comment and all items on the agenda at
public meetings of the City Council should be provided in written format and
presented to the City Secretary and/or designee no later than five minutes after
the start of each meeting of the City Council. Testimony and/or public input shall
be in accordance with the City Secretary's instructions, which shall be posted on
the City Secretary's door and on the City website, and allow for electronic
submission. The written public testimony shall be provided to members of City

F. CITY MANAGER'S COMMENTS / UPDATE ON CITY OPERATIONS:
Mayor Guajardo referred to City Manager's Comments. City Manager Peter
Zanoni reported on the following topics: 1) Observed the passing of Captain
Tim Smith who was a 32 year veteran with the Fire Department. 2) Discussed
Harbor Del Sol, a private marina that suffered significant damage from

Hurricane Hanna. 3) Update on vaccines being given to homebound seniors
and mega vaccine drive-thrus. 4) Capital projects include: Ocean Drive; Ayers
Street; and Morgan Avenue.
Council Members, City Manager Peter Zanoni and City Attorney Miles Risley
discussed the following topics regarding Harbor Del Sol: code enforcement
has not been able to reach some of the property owners; the City has
requested that the slip owners grant the right to remove the debris; the City has
requested that the Harbor Del Sol Marina Association transfer the rights and
assets to the City; the condominium does not own the marina; the City
proposed to acquire some of the property rights within the marina so this can
be prevented from recurring; the City owns the underlying land; the City
granted an easement to the marina years ago and the only way to get out of it
is to get the property rights back; a Council Member's request to prosecute the
property owners at Kings Crossing as well; and with regard to the easement,
the marina is still being used as a marina, but most boats are inoperable or
abandoned.
Council Members and City Manager Peter Zanoni discussed the following
topics regarding vaccinations: the phone bank at the health district will be
assisting seniors to get pre -registered; the City only receives 5,000 vaccines a
week from the federal government, therefore more vaccinations cannot be
administered; a Council Member's concern that seniors do not have access to
available technology to register for the vaccine; and the City and County are
working together on sending out messages that the elderly are to be the
priority in receiving vaccinations.

North Beach Canal Project Report by Lockwood, Andrews, and Newman
Inc on Phase I services which include a determination of the project
scope and limits and whether or not the canal will function as a major
drainage facility and be navigable.

City Manager Peter Zanoni introduced the briefing, saying that it will consist of
the following topics: 1) what is the project? 2) will it work and will it be
navigable?
Lockwood, Andrews & Newnam, Inc. (LAN) Vice President Steve Gilbreath and
Local Regional Manager Scott Harris presented information on the following
topics: scope of Phase I report; exclusions to Phase I report; existing drainage
analysis -existing topography; existing drainage system; 100 year rainfall
event -depths of storm water; existing tidal inundation (+2.0 feet tide) (+3.5 feet
tide) (+6.5 feet tide); proposed navigable canal -option 1; option 2; typical cross
section; design craft/navigation constraints; drainage analysis -options 1 and 2;
water quality; traffic and access impacts; regulatory; and summary.
Council Members, City Manager Peter Zanoni, Vice President Gilbreath,
Regional Manager Harris, Director of Engineering Services Jeff Edmonds and
Director of Public Works Richard Martinez discussed the following topics:
engineering reports have been done in the past couple of years by HDR and
Urban Engineering, along with LAN's report today; the importance of resolving
the drainage issue on North Beach and the importance of moving forward with
this project; the current drainage system can use improvement; the new bridge
is going to limit the entrance into North Beach; there have not been any
complaints of drainage issues on the Rincon channel side; there is no utility
work or cost estimation done on this report; in 2018 the HDR study was directly
about drainage on North Beach; the City cleans out the inlets on a monthly
basis and after every storm event; the only sections that are ponding are the
wetland areas; this is an elevation issue, not a drainage issue; the City has to
have control of the property in order to get a permit; Surfside and Timmons
Street would be the first streets to be raised; the HDR report focuses on
improving the underground storm system; the Urban Engineering report
focuses on a navigable canal; the cost analysis phase still needs to be worked
out; and the staffs recommendation is to use the three reports that have been
provided and see what the recommended drainage solution is with some
initial cost estimating.

Victims of Crime Community Outreach Program with a cash match of
$5,265.79 and in-kind match of $23,360.00; appropriating $104,013.20
in the Police Grants Fund; authorizing two Full Time Employee positions;
and authorizing a transfer of $5,265.79 from the General Fund to the
Police Grants Fund.

the settlement of past due ad valorem taxes and $21,390.85 is allocated
to the settlement of amounts due for City paving and demolition liens.

Council Members, Assistant Director Nixon -Mendez, City Manager Peter
Zanoni, and Developer Vic Rezaei discussed the following topics: according to
the appraisal district, this rezoning will not decrease the value of existing
properties; the applicant is requesting larger lot sizes; the homes being built
will be a minimum of 3,000 square feet and a maximum of 4,500 square feet;
and the cost of these homes will range from $400k and up.
Mayor Guajardo closed the public hearing.

topics: this construction project is a good addition to Flour Bluff; and the

zoning area and that Rand Morgan Road needs to be widened; the importance
of adding infrastructure to support the traffic concerns; and the City has
reached out to the developer regarding the drainage infrastructure that is
needed.

20. Motion awarding a professional services contract to Lockwood, Andrews
& Newman, Inc., Corpus Christi, Texas, for the La Voila Creek Drainage
Improvements, located in Council District 3, in an amount of
$2,376,995.00, with FY 2021 funding available from the Stormwater
Capital Improvement Program Fund.
Mayor Guajardo referred to Item 20.
Director of Engineering Services Jeff Edmonds presented information on the
following topics: background; La Voila Creek drainage improvements project;
project location; benefited areas; 1985 FIRM map -City GIS; and preliminary
Firm- Map -City GIS.
A Council Member thanked the department and Administrator of Development
Services Yvette Dodd for her diligence on this project.
Council Member Barrera made a motion to approve the motion, seconded by

21. Motion awarding a construction contract to Reytec Construction
Resources, Inc., Corpus Christi, TX, for the reconstruction of the Six
Points Intersection to include 10th street from Ayers Street to Staples
Street and the rehabilitation of Ayers Street from 10th Street to Six Points
Intersection and Staples Street from 10th Street to Six Points
Intersection, located in Council District 2, with new asphalt pavement and
utility improvements in an amount of $3,189,239.00, with FY 2021 funding
available from the Streets Bond 2016, Storm Water, Wastewater, and
Water Funds.
Mayor Guajardo referred to Item 21.
Council Members, Director of Engineering Services Jeff Edmonds and City
Manager Peter Zanoni discussed the following topics: a Council Member's
request to include concrete bids, not just asphalt bids; and the policy states
that the bids should be consistent with the street application that exists in the
adjoining project.

three, three-year renewals, with BFI Waste Services of Texas, L.P., doing
business as Republic Services of Corpus Christi, for the processing,
marketing, and sale of recyclable commodities for an approximate initial
term amount of up to $3,100,000.00, to be effective February 1, 2021.
Mayor Guajardo referred to Item 22.
Director of Solid Waste David Lehfeldt stated that the purpose of this item is to
award a three-year service agreement, with three, three-year renewals, with
BFI Waste Services of Texas, L.P.
Council Members, Director Lehfeldt and City Manager Peter Zanoni discussed
the following topics: the City's overall annual expense for recycling programs
will total approximately $2.6 million; the plan is to enforce and educate the
community on how to recycle properly; a large part of the program is to
educate the children so they can educate their parents; the City's plan is to set

General Fund by $349,427.00; transferring funds in the amount of
$7,777,670.00 to the Park CIP Fund; and amending the budget.

Director of Finance Heather Hurlbert presented information on the following
topics: this ordinance amends an ordinance that came to Council in December
2020 for the Cole Park Pier financing; and the Type B Board agreed to increase
their funding from $4.2 million to $5 million which enables us to reduce the
amount that is coming from the general fund.
Council Members and Chief Financial Officer Constance Sanchez discussed the
following topics: a Council Member thanked his colleagues for their support
on this project; the total cost for this project including construction, design and
testing fees is $9.1 million; and a Council Member thanked Council Member
Molina for his hard work on getting this project accomplished.

Discharges to the Wastewater System by adding required definitions for
best management practices, daily and monthly limits, process
wastewater; amending sampling collection requirements, and providing
for compliance orders; and providing for civil penalties up to $1,000 per
day and criminal penalties up to $2,000 per day for violations of the
ordinance.

27. Ordinance authorizing the acceptance of the Gulf of Mexico Energy
Security Act ("GOMESA") grant funding from the Texas General Land
Office - Coastal Management Program in an amount of $253,307.00 for
the acquisition of property adjacent to Laguna Madre and in the Redhead
Pond area, for stormwater re-route associated with the Bond 2018
Laguna Shores street reconstruction projects, located in Council District
4, and appropriating an amount of $253,307.00 in the Community
Development Grant Fund.

Greetings and high regards to Mayor Guajardo and
all her fellow city council members and Manager Z!
I am John Hendricks of Councilman Molina's district.
During the campaign all of you received email from
me regarding the sorry state of the properties that
the CITY, over the course of many decades, has
allowed to encroach upon Rose Hill Cemetery. For
example:
1. If you drive up Industrial on the cemetery's south
side, you will see an ugly chain-link fence and a
drainage ditch, located only INCHES away from
small children's graves!
2. Along the cemetery's east side, on Bluntzer, there
are 3 ramshackle houses. at least 2 are vacant.
3. Also on the cemetery's east side, on Port, there
appears to be a small triplex which has a travel
trailer parked out behind it (see pdf)
I do not want to persecute the adjacent
homeowners who are obviously impoverished, BUT
can't the Council do anything to protect the City's
heritage and a place beloved to 10's of 1000's of
native Corpus Christians?

I thought the vaccines were for Nueces County only,
not ALL surrounding counties. Those people are not
paying nueces taxes like me & hundreds of older
people. We cannot "camp out" overnight or wait in
lines up to 10 hrs. Vaccinating people who do not
play by the rules, lie & cheat to get their vaccine is
not acceptable to hundreds of elderly who are at
more of a risk. I say shame on them & you for

Rezoning Case #0720-02
I live directly across the street from the subject
property and OPPOSE the rezoning request. The lot
in question is surrounded by RE property. Even the
boat barn on one side of the property is RE, but
with a special use permit. Rezoning will place an
RS -15 property in the middle of RE property. When
the special use permit was granted for the boat
barn, we were told that property would be
considered the "buffer" or "transition" property and
that the lot in question would not be a good
candidate for rezoning. Now, 4 years later, this lot
in question is supposed to be rezoned as the
transition property. Rezoning will decrease the
property values of the other RE houses on
Compton. The RS -15 homes will be less square
footage and smaller lots than any other home on
the street. The noise and traffic on Compton will
increase substantially. The entrance to this new
community appears to be directly across from our
bedroom window!
