PORT OF CORPUS CHRISTI AUTHORITY OF NUECES COUNTY, TEXAS
Whereas, on February 24, 2021, the Nueces County Commissioners Court discussed and
approved pursuing legislation authorizing the Port of Corpus Christi Authority of Nueces
County, Texas ("Port") to develop Port -owned land in the unincorporated areas of Nueces
County, inside the city limits of the City of Robstown; or Nueces County -owned land that is
leased to the Port or that the Port has the right to develop or improve to stimulate economic
development activities; and authorized Notice of Intent to Introduce Bill;
Whereas, on February 28, 2021, Nueces County published its "Notice of Intent to Introduce
a Local Bill" in the local newspaper which read as follows: "Pursuant to the Constitution and
the laws of the State of Texas, notice is hereby given that Nueces County, Texas, intends
to apply to the 87th Legislature of the State of Texas, at its Regular Session, for the
introduction of a Bill: The substance of the contemplated Bill would authorize the Port of
Corpus Christi Authority of Nueces County, Texas to use either (1) Port Authority owned -
land in the unincorporated areas of Nueces County, except submerged land patented to the
Port Authority by the State of Texas; (2) Port Authority owned land inside the city limits of
Robstown; or (3) Nueces County owned land that is leased to the Port Authority or that the
Port Authority has the right to develop or improve for the following purposes: job creation
and retention ,economic development, industry, commerce, manufacturing, housing,
recreation, infrastructure, and any other activity essential to accomplish the purposes of
Section 52-a, Article III, Texas Constitution."
Whereas, on March 9, 2021 the Port Commission of the Port of Corpus Christi Authority of
Nueces County, Texas approved the Resolution in Support of Economic Development
Legislation in the 87th Texas Legislature for Developments on Certain Real Property ("Port
Resolution");
Whereas, the Port Resolution states that "Nueces County Commissioners Court intends to
introduce a bill in the 87th Texas Legislature, Regular Session, that would authorize the Port
of Corpus Christi Authority of Nueces County, Texas (Port) to use certain real property or
job creation and retention, economic development, industry, commerce, manufacturing,
housing, recreation, infrastructure, and any other activity essential to accomplish the
purposes of Section 52-a, Article III, Texas Constitution (collectively, "Economic
Development Purposes")";
Whereas, the Port Resolution states that "the proposed legislation would allow the Port to
use Port owned -land in the unincorporated areas of Nueces County; Port owned land inside
the city limits of the City of Robstown; or Nueces County -owned land that is leased to the
Port or that the Port has the right to develop or improve for Economic Development
Purposes";

Whereas, the Port Resolution refers to development of plans between the Port and Nueces
County for the future of the SEA District, however the SEA District is located within the
Corpus Christi city limits;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS that it opposes any legislation that expands authority of the
Port; and that it opposes the legislative proposal of Nueces County that would authorize the
Port to develop Port -owned land in the City's extraterritorial jurisdiction unincorporated areas
of Nueces County or Nueces County -owned land that is leased to the Port or that the Port
has the right to develop or improve to stimulate economic development activities in the City
limits of Corpus Christi and its extraterritorial jurisdiction.
