HomeMy WebLinkAbout032491 DEC - 07/08/2021Declaration of a Local State of Disaster due to Rain and Flooding WHEREAS, Greg Abbott, Governor of the State of Texas, announced on July 7, 2021 that "the severe storms hitting our South Texas and Coastal Bend communities pose a serious threat of flash flooding and river flooding" and placed state resources on standby to support local response; and WHEREAS, on July 7, 2021, the National Oceanic and Atmospheric Administration's ("NOAA") National Weather Service issued a Flood Warning for the Oso Creek affecting the City of Corpus Christi, and Oso Creek then rose to 27.12 feet, which is considered "major flooding" thereon; and WHEREAS, on July 7, 2021, NOAA continued the Flash Flood Watch for areas of Corpus Christi, to remain in effect through Friday morning, with expected additional rainfall of 3 to 6 inches and flooding "likely" in low lying areas and places prone to flooding; and WHEREAS, on July 7, 2021, NOAA issued a Hazardous Weather Outlook forecasting that hazardous weather will continue throughout South Texas, with numerous showers and some thunderstorms "with heavy rainfall and flash flooding at times, mainly from the Coastal Bend to the Victoria Crossroads" and forecasting that similar conditions will continue into Thursday with possible thunderstorms Friday into the weekend; and WHEREAS, on July 7, 2021, Corpus Christi is experiencing major flooding, with continued forecast for heavy rain and flooding in Corpus Christi over the next several days; and WHEREAS, I, the Mayor, have determined that extraordinary measures must be taken to alleviate the suffering of people and to protect or rehabilitate property in the City of Corpus Christi, and I believe that the City of Corpus Christi's Emergency Management Plan should be activated; NOW, THEREFORE, I, THE PRESIDING OFFICER OF THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, HEREBY PROCLAIM AND DECLARE: 1. That a local state of disaster exists for the City of Corpus Christi. 2. That this declaration of local disaster takes effect immediately, and, pursuant to Texas Government Code § 418.108(b), shall continue for a period of not more than 7 days from the date of this declaration unless terminated earlier, continued, or renewed by the City Council of Corpus Christi. 3. That this declaration directs the City Manager to activate the recovery and rehabilitation aspects of all applicable local or interjurisdictional emergency management plans; authorizes the furnishing of all aid and assistance, as deemed necessary or desirable by those administering the plans and activates the preparedness and response aspects of the plans. 4. Pursuant to Texas Government Code § 4I8.108(c), this declaration of a local state of disaster shall be given prompt and general publicity and shall be filed promptly with the City Secretary.
