HomeMy WebLinkAbout032701 ORD - 03/22/2022Ordinance authorizing acceptance and appropriating $4,213,937.00 from the U.S. Department of Housing and Urban Development for implementation of the HOME Investment Partnership Program —American Rescue Plan; amending the operating budget for FY2021-2022 to increase expenditures from the HOME Grants fund. Whereas, the U.S. Department of Housing and Urban Development ("HUD") has allocated $4,213,937.00 to the City of Corpus Christi ("City") from the American Rescue Plan Act of 2021 for the HOME Investment Partnership Program to be expended by September 2030; Whereas, the HOME Investment Partnership Program — American Rescue Plan ("HOME -ARP") funding will be used by the City to assist persons in the city who are homeless, at -risk of homelessness, fleeing domestic abuse, sexual assault, human trafficking or other persons in need as further outlined in the HOME -ARP guidelines; Whereas, the City must conduct a needs assessment in the community with public meetings and public participation in order to prepare a HOME -ARP Allocation Plan to be submitted to HUD which is a prerequisite to accessing any of the HOME - ARP funding; Whereas, HUD has released five percent of the HOME -ARP allocation to the City to prepare the HOME -ARP Allocation Plan; Whereas, the City Council will be required to approve the HOME -ARP Allocation Plan as part of substantial amendment to the HUD FY2021 Consolidated Annual Action Plan before the plan can be submitted to HUD. Whereas, with proper notice to the public, a public hearing was held on March 8, 2022 and March 22, 2022 to receive citizen input for the City's planning and needs assessment for the HOME Investment Partnership Program -American Rescue Plan Homeless funding from HUD. Now, Therefore, be it ordained by the City Council of the City of Corpus Christi, Texas that: Section 1. The City Council specifically finds that the foregoing statements included in the preamble of this ordinance are true and correct and adopts such findings for all intents and purposes. Section 2. Funds in the amount of $4,213,937.00 are appropriated from the U.S. Department of Housing and Urban Development for costs related to the HOME Investment Partnerships — American Rescue Plan program. Section 3. The FY2021-22 Operating Budget adopted by Ordinance No. 032539 is amended to increase expenditures by $4,213,937.00. 032701 SCANNED Section 4: The City Manager or his designee is authorized to execute all documents necessary for acceptance and appropriation of the HOME Investment Partnerships — American Rescue Plan program.
