presiding judge of the Municipal Court of Record in the City of Corpus Christi,
Texas for the remainder of the current term of office; appointing David Walsh
as a full-time judge of the Municipal Court of Record in the City of Corpus
Christi, Texas for the remainder of the current term of office; determining
salary; and declaring an effective date.
WHEREAS, pursuant to Corpus Christi Code Sec. 29-7, the municipal court of
record shall be presided over by a presiding municipal judge who shall be appointed by the
city council for term of two years coterminous with the term of city council;
WHEREAS, due to the retirement of Judge Gail Loeb, there will be a vacancy of
office for presiding judge effective April 11, 2022;
WHEREAS, due to the appointment of Jacqueline Del Llano Chapa as presiding
judge, there will be a vacancy for a full-time municipal judge position effective April 11,
2022; and
WHEREAS, the City Council finds the following appointees meet the qualifications
for Presiding Municipal Court Judge and Full -Time Municipal Court Judge pursuant to
Corpus Christi Code and State law.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, THAT:
SECTION 1. The City Council accepts the resignation of Judge Gail Loeb for retirement
effective April 10, 2022, thereby creating a vacancy of office for the presiding judge.
SECTION 2. Effective April 11, 2022, Jacqueline Del Llano Chapa is appointed as
Presiding Judge of the Municipal Court of Record in the City of Corpus Christi, Texas for
the remainder of the term coterminous with the term of the appointing City Council unless
sooner removed or until the successor, if any, is appointed.
SECTION 3. Effective April 11, 2022, Jacqueline Del Llano Chapa shall receive the fixed
salary of $126,000 annually.
SECTION 4. Effective April 11, 2022, David Walsh is appointed as a full-time Municipal
Judge of the Municipal Court of Record in the City of Corpus Christi, Texas for the
remainder of the term coterminous with the term of the appointing City Council unless
sooner removed or until the successor, if any, is appointed.
SECTION 5. Effective April 11, 2022, David Walsh shall receive the fixed salary of
$100,000 annually.
SECTION 6. Upon the written request of the Mayor or majority of the members of the
Council, copy attached, the City Council: (1) finds and declares an emergency due to the
need for immediate action necessary for the efficient and effective administration of City
affairs; and (2) suspends the City Charter rule that requires consideration of and voting

upon ordinances at two regular meetings so that this ordinance is passed and takes effect
upon first reading as an emergency measure on this the 1 day of April, 2022.

For the reasons set forth in the emergency clause of the foregoing ordinance, an emergency
exists requiring suspension of the Charter rule as to consideration and voting upon
ordinances at two regular meetings: 1/we, therefore, request that you suspend said Charter
rule and pass this ordinance finally on the date it is introduced or at the present meeting of
the City Council.
