(HHSP) grants, in the amount of $195,606 for the General Set Aside fund and
$61,570 for the Youth Set Aside, and Ending Homelessness Fund (EHF), in the
amount of $51,804, totaling $308,980, from Texas Department of Housing and
Community Affairs (TDHCA) for FY2021-2022; amending the FY2021-22 operating
budget to increase expenditures for HHSP in the amount of $257,176 and to
increase expenditures for the ending homelessness program (EHP) in the amount
of $51,804; authorizing agreements with Salvation Army for $77,680, Mother
Teresa Shelter for $117,926, Mission 911 for $51,804 and Corpus Christi
Independent School District for $21,000 to provide services to individuals who
are homeless, or at risk of being homeless; and authorizing the Director of
Neighborhood Services for the City to administer these grant funds.
Whereas, the Homeless Housing and Services Program ("HHSP") was
established by the 81st Texas Legislature through an appropriations rider and
codified during the 82nd Texas legislative session to provide funding to the nine
largest cities in Texas, including the City of Corpus Christi ("City"), in support of
services to homeless individuals and families; and
Whereas,the Texas Department of Housing and Community Affairs ("TDHCA")
has proposed to award a general allocation of 2021-2022 HHSP funds to the City in
the amount of $195,606, an additional amount of $61,570 to address youth
homelessness and $51,804 in Ending Homelessness Funds; and
Whereas, the general allocation must be used by the City on activities
eliminating and/or preventing homelessness, including the construction,
development, or procurement of housing for homeless persons; rehabilitation of
structures targeted to serving homeless persons or persons at-risk of homelessness;
provision of direct services and case management to homeless persons or persons
at-risk of homelessness; or other homelessness-related activities as approved by
TDHCA; and
Whereas, Section §7.22(d) under Title 10 of the Texas Administrative Code
("HHSP Rule") provides that before TDHCA can enter into a contract the City must
provide evidence of a governing body action (resolution or ordinance) which states
that the City has authorization to enter into a contract for HHSP funds and must
provide the name and title of the person authorized to represent the City and has
signature authority to execute a contract; and
Whereas, an ordinance approving and authorizing a contract between the
City and TDHCA for the award of the HHSP funds and EHF funds will be presented
to City Council upon receipt of the contract from TDHCA; and
Whereas, the Neighborhood Services Department now requests the City be
given authority to enter into a contract with TDHCA for an award of HHSP funds
and EHF funds in accordance with the HHSP Rule;
Now, Therefore, be it ordained by the City Council of the City of Corpus
Christi, Texas that:
Section 1. The City Council specifically finds that the foregoing statements
included in the preamble of this ordinance are true and correct and adopts such findings

for all intents and purposes.
Section 2. The Director of Neighborhood Services, for the City of Corpus Christi,
or designee is hereby authorized to administer these HHSP Program funds for the City.
Section 3: The City's FY2021-22 Operating Budget adopted by Ordinance No.
032539 is amended to increase expenditures by $257,176 to reflect in accounting string
1071-530000-806106S for HHSP grants and by $51,804 to reflect in accounting string
1071-530000-806105S for EHF.
Section 4. Funds in the amount of$77,680 are designated for the Salvation Army
of the Coastal Bend for costs related to operations, case management, and administrative
costs; funds in the amount of$117,926 are designated for Mother Teresa Shelter Inc. for
costs related to case management, homeless assistance, homeless prevention,
construction, operations, and administrative costs; funds in the amount of $51,804 are
designated for Mission 911 for costs related to administrative costs, homeless assistance,
homeless prevention, and operations; funds in the amount of$21,000 are designated for
Corpus Christi Independent School District and funds in the amount of $40,570 are
designated for an organization to address youth homelessness.
Section 5: That the City Council hereby authorizes the City to enter into a contract
with TDHCA for the award of the FY2021-22 HHSP and EHF funds, as described in this
Ordinance. The City Manager or his designee is authorized to execute all documents
necessary for an agreement between the City of Corpus Christi and TDHCA.
