to demolish dilapidated/substandard structures located at 625 Atlantic
Street owned by Armando B. De Los Santos and Amelia G. De Los Santos to
suspend the demolition requirements of said order until February 18, 2023
to allow completion of repairs to the exterior of the buildings at said address
and provide for demolition of said buildings if said repairs are not completed
Whereas, the Building Standards Board (the "Board") held a public hearing on
May 26, 2022, at 1:30pm regarding substandard structures located at 625 Atlantic Street
and after making certain findings ordered the structures or premises be removed or
demolished by the owner, lien holder or mortgagee, within 30 days pursuant to the
attached Final Order of the Building Standards Board Case No. V172254-011122;
Whereas, Armando B. De Los Santos, the owner of the structures at 625 Atlantic
Street, (the "Appellant") filed a written notice of appeal of the Board's order with the City
Secretary's Office on June 25, 2022, in accordance with Section 13-24 (a) City of Corpus
Christi Code of Ordinances (the "Code") and Article VI, Section 2 of the City Charter (the
"Charter");
Whereas, the filing of the appeals stayed the Board's orders;
Whereas, Section 13-24(a) of the Code and Article VI, Section 2 of the Charter
authorize the City Council to hear Appeals of the Board's decision; therefore, this Council
properly has jurisdiction of these appeals;
Whereas, after hearing the evidence, the City Council makes the following findings
related to the substandard buildings located at 625 Atlantic Street:
(1) the decision of the Board was not erroneous, and
(2) that the decision of the Board would not cause undue hardship.
Whereas, the Owner of the buildings (via agent Michael De Los Santos) submitted
the attached "Detailed Plan and Time Schedule" for the work and asserted that he could
not reasonably perform said work within 90 days in accordance with Texas Local Gov't
Code § 214.001, and the City Council hereby finds that the dates selected herein are
based on the timeline submitted by Owner;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. The City Council declares the recitals in the above paragraphs are true and
correct.
SECTION 2. The Final Order of the Building Standards Board of Appeals, Case No. No.
V172254-011122, for the buildings at 625 Atlantic Street is upheld and modified to provide
that the demolition requirements of said order will not be effective until February 18, 2023,
and the demolition requirements of said order will become fully effective on February 18,
2023 to require demolition of both buildings on the property at 625 Atlantic Street unless
the Owner has, with respect to all buildings on said property:
(1.a.) fully and completely repaired the roofs of all buildings on the property,
(2.a.) fully repaired and painted the facade of both buildings on the property,

(3.a) fully repaired all of the windows of both buildings on the property,
(4.a) fully repaired the front entrance and porch of the house, and
(5.a) fully replaced all rotten wood on the exterior of both buildings and fully
repainted said wood:
OR
(1.b.) completely demolish garage
(2.b) fully and completely repaired the roofs of the single-family dwelling on the
property,
(3.b) fully repaired and painted the facade of the single-family dwelling on the
property,
(4.b) fully repaired all of the windows of the single-family dwelling on the property,
(5.b) fully repaired the front entrance and porch of the single-family dwelling, and
(6.b) fully replaced all rotten wood on the exterior of the single-family dwelling
and fully repainted said wood:
in a manner that ensures the roof, facade, windows, entrance, and porch of both buildings
comply with the International Property Maintenance Code and all other codes currently
adopted by the Corpus Christi Code of Ordinances.
The demolition requirements of the aforementioned Order of the Building Standards
Board will cease to be effective on such date as the roof and facade of both buildings on
the property have been determined by the Building Official to comply with the International
Property Maintenance Code and other codes currently adopted by the Corpus Christi
Code of Ordinances.
SECTION 3. The Appellant's appeal is hereby denied and constitutes a final decision of
the City Council effective on the approval date of this resolution. Any deadlines to appeal
this resolution, including any statute of limitations for appeal to district court, shall run from
the date of approval of this resolution.
SECTION 4. This final decision of the City may be personally delivered to the owner,
mailed to the owner by first class mail with certified return receipt requested, or delivered
to the owner by the United States Postal Service using signature confirmation service.
SECTION 5. The City may vacate, secure, remove, or demolish the single-family dwelling
and/or garage, or relocate the building occupants after February 18, 2023 if the single-
family dwelling and/or garage are not repaired as stated in Section 2 and not otherwise
demolished by said date.

1. Installed 13 Sheets of OSB Plywood to the exposed areas of the House Roof to mitigate damages to the

2. Covered House Roof with two 9 Mil heavy-duty (28ft. x 48ft.) silver reflective tarps to further mitigate
damages to the interior of the House. Done. (See Exhibits B-1 and B-2)
3. Cleaned, mowed, edged and removed dead trees and related dead branches from the Front Yard of the
