Services, LLC for reconstruction of Leopard Street, from Crosstown
Expressway to Palm Drive, with a 4-lane roadway and a partial
continuous left turn lane with new asphalt pavement and utility
improvements in the amount of $7,829,874.22, located in Council
District 1, with funding available from the Street Bond 2012, FY2022
Storm Water, Wastewater, Water and Gas Funds, and remaining
amount to be budgeted in FY2023.
WHEREAS, the section of Leopard Street from Crosstown Expressway to Palm Drive
was originally constructed by the State of Texas in 1910;
WHEREAS, pursuant to the Municipal Maintenance Agreement (MMA) between the City
of Corpus Christi and the State of Texas, the City maintains this section of Leopard Street
with the last sealcoat completed by the City in 1994; however, the City's position is that
the MMA does not obligate the City to reconstruct the base of Leopard Street;
WHEREAS, in 2012, the City included reconstruction of the aforementioned part of
Leopard Street in a bond election in an effort to serve the traveling public; however, this
contract for the reconstruction of Leopard Street is only intended to comply with the City's
commitments to its voters of the 2012 general obligation bond, and this project does not
represent a City commitment to further reconstruction of the base of Leopard Street; and
WHEREAS, the City disclaims any legal requirement or obligation to make any further
improvements to the base of Leopard Street.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. The City Manager or designee is authorized to execute a contract with Clark
Pipeline Services, LLC for reconstruction of Leopard Street, from Crosstown Expressway
to Palm Drive, in the amount of $7,829,874.22.
