AN ORDINANCE
CANVASSING RETURNS AND DECLARING THE RESULTS OF THE REGULAR
ELECTION FOR THE PURPOSE OF ELECTING THE MAYOR AND COUNCIL
MEMBERS OF THE CITY OF CORPUS CHRISTI HELD ON THE 4TH DAY OF
APRIL, 1981; AND DECLARING AN EMERGENCY,
WHEREAS, on the 25th day of February , 1981 the Mayor and
the City Council by Ordinance No. 16068 ordered a regular election to be held
on April 4, 1981; and
WHEREAS, notice of said election was given as required by law and as
directed in said ordinance, as is shown by affidavit properly filed in the
office of the City Secretary; and
WHEREAS, said election was duly held on the 4th day of April, 1981,
in conformity with the election laws of the State of Texas, and the results of
said election have been certified and returned by the judges and clerks thereof;
and
WHEREAS, this Council has today canvassed the returns of said election
held on the 4th day of April, 1981; and
WHEREAS, the Council finds that the said election was in all respects
lawfully held and that the City Secretary's tally and certification of results
to the Council are correct:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the tally of votes cast in the regular election held
op,;the 4th day of April, 1981, made and certified to by the City Secretary of
the City of Corpus Christi, a copy of which is attached hereto and made a part
hereof, be and the same is hereby adopted as the official tally of the votes
cast at said election and that said tally be filed and recorded in the official
records of the City of Corpus Christi as the official canvass of said election
SECTION 2, That the results of such canvass are declared to be:
That the following were duly elected Council Members:
Council Member, Place 2
Council Member, Place 3
Council Member, Place 4 •
Jack Dumphy
Betty Turner
Cliff Zarsky
That none of the candidates for the office of Mayor nor for the office
of Council Members of Places 1, 5 and 6 received a majority of

all votes cast at said election for such respective office, thereby necessi-
tating a runoff election, in compliance with the terms of the State law and
the City Charter.
SECTION 3. The necessity of making an official canvass of votes
and declaring the results thereof immediately in order to meet the runoff
requirements of State law and the City Charter creates a public emergency
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordi-
nance or resolution shall be read at three several meetings of the City Council,
and the Mayor, having declared that such emergency exists, having requested the
suspension of the Charter rule and that this ordinance be passed finally on the
date of its introduction and take effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the Ip day of April,
1981.

For the reasons set forth in the emergency clause of the foregoing ordinance, a
public emergency and imperative necessity exist for the suspension of the Charter
rule or requirement that no ordinance or resolution shall be passed finally on
the date it is introduced, and that such ordinance or resolution shall be read
at three meetings of the City Council; I, therefore, request that, you suspend
said Charter rule or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
