E. CITY MANAGER'S COMMENTS / UPDATE ON CITY OPERATIONS:
Mayor Guajardo referred to City Manager's comments.
1. 23-0124 Flint Hills Oil Spill Clean Up Status Update
City Manager Peter Zanoni presented information on the Flint Hills Oil Spill Clean Up as
follows: the clean up efforts are ongoing; the oil spill was in the city limits; a cracked
pipeline caused 335 barrels of crude oil to spill into the La Quinta Channel; Corpus
Christi Channel Map #1; Ingleside Map #2; Nueces Bay Map #3; and TAMUCC Map #4.
Flint Hills was in charge of the clean up, along with the U.S. Coast Guard, Texas General

Land Office (GLO), Texas Parks and Wildlife, and City of Corpus Christi Emergency
Operations Center. The beaches did not close and there were no fishing or swimming
bans due to the spill.
Council Members, City Manager Zanoni, Public Affairs Director for Flint Hills Resources
Andy Saenz, and Regional Operations Manager for Flint Hills Resources Thomas
Baldassare discussed the following topics: the cause of the oil spill is still being
investigated; better communication methods will be implemented for future incidents; in
response to a Council Member's question regarding an oil spill effect on a future
desalination plant in the Inner Harbor, City Manager Zanoni stated the engineers
designing the desalination plant are aware of the risk and are putting safeguards in
place; none of the oil reached the gulf beaches; the accumulation of tar is not expected
from this crude oil spill; the Flint Hills team is continuing the investigation and clean up
process; a Council Member's concern that our state representative was not notified
immediately by the GLO; and the importance of taking samples of the oil to keep track of
where it is originating from.
2. 23-0125 Mud Bridge Restoration Update
Director of Public Works Ernesto De La Garza presented information on the following
topics: background and history; timeline of events; project plan; estimated completion
date is April 6; and next steps.
Council Members, City Manager Peter Zanoni, and Director De La Garza discussed the
following topics: the TxDOT bridge report from 2021 did show four deficiencies, but the
City currently does not have any bridge experts to verify the report; a Council Member's
request that this bridge be a priority for the City; TxDOT is funding the replacement
bridge of about $20 million; a Council Member's request for the City to work with TxDOT
as soon as possible with estimated completion date of April 6; TxDOT is handling the
environmental work; in the event of a hurricane, the bridge could still be used; if one side
of the bridge can be open while work is being done; and the contractor is hesitant to
open any portions of the bridge as they work on it.
3. 23-0126 37th Annual MLK 2023 Events Calendar Overview
City Manager Peter Zanoni announced the 37th Annual MLK Commemorative March on
January 16, 2023.
President of Corpus Christi Alumnae Chapter of Delta Sigma Theta Sorority, Inc. Nikela
Pradier presented information on the 37th Annual MLK events: annual commemorative
march; and schedule of events.
A Council Member inquired about transportation for persons with disabilities during the
march.

The following citizens spoke about the Flint Hills oil spill and bay concerns: Rachel
Caballero, 522 Hancock Ave.; Armon Alex, 1610 La Joya St.; Maggie Peacock, 7037
Islander Way; Alyssa Alaniz, 11326 Guess Dr.; Chloe Torres, 5430 Saratoga Blvd.; and
Isabel Araiza, 326 Poenisch Dr.
John Weber, 609 Naples St., spoke regarding his concern about gas industry.
Marilena Garza, 1008 Marguerite St., spoke regarding the need for a low barrier shelter
option.
Dustin Cronan, 5026 Yorktown Blvd., spoke regarding educating the public about autism
awareness.
Adam Rios, 7301 Tangled Ridge Court, advocated for skate and BMX bike parks.
Errol Summerlin, 1017 Diomede, Portland, TX, stated that mistakes are made when a
project is rushed.
Shirin Delsooz, 6030 Tapestry Dr., spoke regarding the need for protected bike paths in
Corpus Christi.
Conor Rice, 714 Robert Dr., advocated for hate crime awareness.

9. 22-2079 Ordinance accepting two Federal Emergency Management Agency (FEMA) -
Public Assistance (PA) reimbursement grants in the amount of $276,171.44
(Category B - emergency measures and Category Z - management costs)
including local match of $26,302.04 from the Texas Division of Emergency
Management (TDEM).
This Ordinance was passed on second reading on the consent agenda.

10. 22-1997 Ordinance authorizing the Second Amended and Restated Addendum No. 1 to
Lease Agreement with Foresight Corpus Christi Golf, L.L.C. a Texas Limited
Liability Company, which provides for $412,000.00 from the Golf Fund and
$1,160,000 from the anticipated Certificates of Obligation for increased
construction costs for improvements to the Lozano Golf Center Executive Nine
Hole Course and practice range; appropriating $412,000 from the Golf Fund;
and amending the operating and capital budgets.

12. 23-0005 Ordinance authorizing a Water Arterial Transmission Grid Main Construction
Reimbursement Agreement ("Agreement") up to $471,488.10 with Cypress
Point Capital, LLC ("Developer") to construct a required water arterial
transmission grid main line for the proposed residential development located
South of Farm Road 2444 on County Road 43, otherwise known as Caroline's
Heights Unit 1; and authorizing future transfer and appropriation of Water and
Wastewater Trust Fund revenue up to $471,488.10 to reimburse the developer
in accordance with the agreement.

A Council Member and Director Raymond discussed the following topic: whether an
organization that paid out-of-pocket for a project can request reimbursement from the
City.

Council Members and Assistant Director of Public Works Gabriel Hinojosa discussed
the following topics: Miller Environmental Services was the last contractor hired and is
currently the low bidder; and if an individual or entity is responsible for a spill, they will be
billed for it.

and Development Kevin Johnson, and Assistant Director of Finance and Procurement
Josh Chronley discussed the following topics: this equipment was included in the 2020
bond program and is replacing a dilapidated structure; the neighborhood groups were
engaged in the 10 year Park Master Plan; a Council Member's request to include
specific items from the Master Plan that need to be improved; and a Council Member's
desire for better marketing in the City.

Texas, to provide a 30% Preliminary Engineering Report for the O.N.Stevens
Water Treatment Plant Navigation Pump Station Improvements in an amount not
to exceed $280,213.00, with FY 2023 funding available from Water Capital
Fund.

Council Members, City Manager Peter Zanoni, Assistant Director of Finance and
Procurement Josh Chronley, and Director of Engineering Jeff Edmonds discussed the
following topics: a Council Member's concern with the ranking system used for the
solicitation when hiring a firm; Ardurra is not a subcontractor with this project; and CP&Y
met all of the objective criteria and has extensive knowledge about water distribution
systems.

September 30, 2023 wherein the City shall provide funding on a reimbursement
basis through the FY 2022-23 Hotel Occupancy Tax Fund in a total amount not to
exceed $375,000.00 to South Texas Institute for the Arts, Inc., $70,000 to The
Botanical and Nature Center of South Texas, Inc., and $310,000.00 to Texas
State Aquarium Association with funds available in the Hotel Occupancy Tax
Fund.

N. BRIEFINGS: (ITEM 20)
20. 22-2017 Briefing to City Council on the operational updates from the Art Museum of
South Texas.
Mayor Guajardo referred to Item 20.
Director at Art Museum of South Texas Sara Morgan presented information on the
following topics: 2019-2022 revenue expenses; 2023 exhibition schedule; 2023
education programs; Antonio Garcia Arts Education Center; community events; building
and maintenance; and City Hall installation.
Council Members, City Manager Peter Zanoni, and Director Morgan discussed the
following topics: a facility assessment has been done at the Art Museum to assess the
most critical projects; a Council Member's request for better signage at the Art Museum;
the need to emphasize what the art community brings to the City; a Council Member's
request to include more indigenous programs and more involvement for the youth; in
response to a Council Member's concern that the capital budget does not include any
improvements for the Art Museum for the next three years, City Manager Zanoni stated
that there currently is not enough staff to manage the facilities that the City owns; a
Council Member's request that the City prioritize how the money will be spent to improve
the city -owned facilities; the Water Garden is in the design phase; and a Council
Member's request for staff to present a complete historical perspective of the Water
Gardens.
